ST Microelectronics’ 2003 Plan to Invest Up to $250 Million in Singapore

In 2003, ST Microelectronics planned up to $250 million in Singapore manufacturing expansion, including higher wafer-fab output and more packaging, testing and assembly capacity.

In March 2003, ST Microelectronics announced plans to invest up to $250 million in Singapore over three years, targeting more output at its wafer fabs and expanded packaging, testing and assembly operations. The amount was a planned ceiling, not a verified final spend, and the available sources do not establish whether the targets were ultimately reached.

What the planned investment was meant to expand

EE Times reported on 13 March 2003 that ST Microelectronics intended to use the investment to increase capacity across several parts of its Singapore manufacturing operation. The company planned to double output at its 6-inch plant and raise capacity at its 8-inch fab to nearly 10,000 wafers per week. These were stated targets, not confirmed production results. The plan also covered the back-end work of packaging, testing and assembly. Those operations were then producing 750 million units annually, according to a separate EE Times report; that figure describes the operation at the time, not a promised future output level. What the fab figures meant in 2003

The report placed the expansion in the context of the technology then being manufactured. ST’s 8-inch plant made 0.18-micron flash memory chips, and the company was expected to begin ramping 0.13-micron flash production by July. ST’s then-president and chief executive, Pasquale Pistorio, framed the investment as a capacity decision rather than a simple labor-cost saving. He said labor represented an estimated 5% of the total cost of a wafer in an 8-inch fab; even cutting that share in half would reduce it to 2.5%, “not such a big difference.” That was Pistorio’s estimate as quoted by EE Times in 2003, not a current industry-wide benchmark. Analyst Ben Tan of Axiom Consulting called the announcement a positive sign for memory-chip makers and said it indicated potential near-term upside. That was an analyst’s view at the time, not a company forecast or proof of what happened to the market afterward. EE Times’ report

How the 2003 plan differs from ST’s later Singapore facility

ST later opened a separate facility in Singapore in 2019. At its opening, Deputy Prime Minister Heng Swee Keat said the project would more than double ST’s 8-inch manufacturing capacity in Singapore and create more than 400 skilled jobs. The facility was associated with next-generation power chips and microcontrollers. These 2019 figures describe that later project; they do not confirm completion or output from the 2003 expansion. The same speech said ST had invested more than US$5 billion in Singapore over the preceding two decades and employed close to 5,000 people there in 2019. What is—and is not—established about the outcome

The March 2003 coverage establishes what ST planned: up to $250 million over three years, greater output at its 6-inch plant, nearly 10,000 wafers per week of intended 8-inch capacity, and expanded back-end operations. The sources cited here do not establish the final expenditure, whether each capacity target was achieved, or the present-day operating status and output of the specific 2003 expansion.
