Rogers and Fido’s $70 Connection Fee: What Changed and What the Rules Say Now

The $70 Rogers and Fido connection fee was reported in 2024, not as a current price. Here’s how the CRTC’s 2026 rules changed the context and what remains unresolved about later Rogers charges.

Rogers and Fido’s connection fee rose from $60 to $70 in July 2024, according to MobileSyrup. That figure is historical, not a current price quote. Since June 12, 2026, CRTC rules have prohibited fees tied to activating or changing certain telecom plans, subject to defined exceptions. Rogers’ later device setup and shipping charges are separate charges that were under regulatory review in the sources available as of October 8, 2026.

What Rogers and Fido’s $70 fee covered in 2024

MobileSyrup reported on July 18, 2024, that Rogers and Fido increased their connection or setup fee from $60 to $70. The report described it as covering device setup and related services. At the time, the fee was waived for customers who set up service themselves on rogers.com; the reported waiver did not apply to customers using Live Chat or Customer Service. These were the terms reported in 2024, not confirmation of current fees or policies. MobileSyrup’s July 2024 report.

What the CRTC rules prohibit—and what they allow

Telecommunications Act protections introduced by the CRTC took effect on June 12, 2026. They apply to individual and small-business mobile wireless customers and individual home Internet customers whose providers are subject to the relevant Codes. The policy prohibits fees resulting from activating a new retail telecom plan or modifying an existing one, with exceptions for reasonable fees related to physical installation at the customer’s premises and fees for additional products or services the customer expressly chooses. The Act states: “A telecommunications service provider must not charge a fee to a subscriber that is related to the activation or modification of a telecommunications service plan, or any other fee whose main purpose is, in the opinion of the Commission, to discourage subscribers from modifying their service plan or cancelling their contract for telecommunications services.” The text appears in section 27.04 of the Telecommunications Act.

A fee’s name alone does not settle whether it is allowed. The relevant questions include what triggers the charge, whether it is for activating or changing a plan, and whether it is instead for a genuinely additional product or service the customer chose. The physical-installation exception is specifically limited to reasonable fees related to work at the customer’s premises.

Rogers’ later charges are distinct from the $70 fee

On June 30, 2026, the CRTC opened a show-cause proceeding concerning Rogers charges identified as a $40 device setup fee, $25 shipping for devices ordered online, and an unspecified SIM fee. They are not the same reported charge as the 2024 $70 connection fee. Rogers said it considered the charges compliant, describing the setup charge as tied to an optional device purchase through assisted channels. Commission staff questioned whether the setup and SIM charges fit the exception for optional products or services. Those are the parties’ positions in the proceeding, not a final finding. The CRTC’s August 2026 procedural determination revised deadlines and said it would make a finding based on the record after submissions. The available procedural notice does not establish a final decision on whether the charges comply. The status in the cited materials is therefore unresolved, not a ruling that Rogers violated the rules. See Telecom Notice of Consultation 2026-155-2.

How to check a charge on your bill

  1. Identify the exact line item. Note its name, amount, date, and whether it appears once or recurs. Do not assume an account-processing fee, shipping charge, SIM charge, or device setup charge is the same as an activation fee.
  2. Check what triggered it. Determine whether it followed plan activation or modification, a device order, an expressly chosen extra service, or another account action. That distinction matters under the CRTC policy.
  3. Compare it with the applicable disclosure. Rogers’ administrative charges and fees page lists account charges such as $80 for a number change and $80 for a transfer of responsibility; these are different from the historical connection fee. Rogers says listed fees may change and taxes may apply. A listed fee is not by itself an answer to whether a particular charge is permitted under the CRTC rules.
  4. Separate a first bill from the ongoing monthly price. Fido says the first bill can include partial-period charges as well as charges for the next billing period, so it may be higher than a typical recurring bill. Its billing FAQs explain the first-bill timing and describe device setup charges.

If a fee appears to be tied to activating or changing a plan, ask the provider to explain the trigger and basis for the charge. For a disputed charge, keep the bill and the provider’s explanation; the classification depends on the circumstances and applicable exception.
