The end of the U.S. $800 de minimis exemption can raise the cost of some low-value imports, including shipments used by retailers such as Shein and Temu. But the available evidence does not confirm a general price increase at either retailer or establish how much shoppers may pay. The rules now distinguish between nonpostal shipments and international mail, so the effect depends in part on how an order is shipped.
What was the $800 de minimis rule?
De minimis treatment let qualifying imports valued at $800 or less enter the United States without customs duties. In July 2025, President Trump ordered that duty-free treatment suspended for covered imports at or below that value, regardless of country of origin. The order and implementation details are available in the White House order and the White House fact sheet.
For covered shipments arriving by means other than the international postal network, the change took effect on August 29, 2025. The Federal Register notice describes the covered goods as valued at $800 or less, regardless of origin. The former threshold is therefore not a general duty-free allowance for these nonpostal imports; applicable duties, taxes, fees, and customs-entry requirements may apply. Did Shein and Temu prices go up?
The policy creates a plausible cost pressure for companies that depend on covered low-value imports. Those additional costs could be absorbed by a retailer, passed to customers, or addressed through changes to sourcing or fulfillment. An increase in import costs, however, is not proof of a matching increase in the price displayed to shoppers.

The sources available here do not establish a general Shein or Temu price rise, a specific dollar or percentage increase, or a catalog-wide change caused by the policy. The Associated Press discussed Shein and Temu in its April 2025 reporting on the policy debate, but did not provide retailer-wide post-change price data: Associated Press coverage. Treat claims that prices “will” or “have” risen across either retailer as unconfirmed unless backed by direct, current pricing evidence.
Will you have to pay customs fees on a Shein or Temu order?
A covered shipment may incur applicable duties, taxes, fees, and entry costs, but the policy sources do not establish how either retailer currently displays, collects, or passes those costs through at checkout. The final amount depends on the shipment and applicable customs treatment; it cannot be inferred from the $800 threshold alone. Check the order total and delivery terms shown by the retailer, and consult current U.S. Customs and Border Protection guidance if a charge is assessed.

Are postal shipments treated differently?
Yes. The July 2025 order distinguished international-mail shipments from covered nonpostal shipments. The White House issued a continuation order in February 2026 that continued the suspension and set out a temporary approach for postal shipments pending a new CBP process or expiration of the referenced surcharge, whichever came first. Postal rules and rates have changed over time, so the nonpostal August 29, 2025 effective date should not be treated as a complete description of every mailed package. Does the rule apply to packages from every country?
The worldwide suspension covers qualifying shipments regardless of origin; it is not limited to China. The administration said the policy was intended to address deceptive shipping practices, illicit goods, and duty circumvention. Those are the administration’s stated reasons, not independent findings established by the order itself.

What changes next?
As of October 8, 2026, the White House says the One Big Beautiful Bill Act permanently repealed the statutory basis for the worldwide de minimis exemption, with that repeal scheduled to take effect on July 1, 2027. That is a future effective date, not a reason to assume that all shipment procedures or charges are already identical. Check CBP guidance for current treatment, particularly for international mail.
