James Bord did not complete a takeover of Sheffield Wednesday. His consortium was named preferred bidder in December 2025, then withdrew in February 2026. Arise Capital Partners LLC became the buyer: the EFL confirmed on 2 May 2026 that the sale had completed, the club had met league requirements and it was no longer in administration. The next EFL winter transfer window is scheduled to close at 23:00 on 1 February 2027, but its published dates do not remove Wednesday’s financial and registration restrictions.
Who took over Sheffield Wednesday?
Arise Capital Partners LLC completed the takeover, not James Bord’s consortium. On 10 March 2026, Sheffield Wednesday announced that its administrators had selected Arise as preferred bidder after the previous preferred bidder withdrew. The club identified the consortium as comprising David Storch, Michael Storch and Tom Costin. At that stage, Arise had provided a substantial deposit and evidence of funds, entered exclusivity and committed to fund trading losses after eight weeks if the transaction had not completed by then. Those were commitments during the sale process, not confirmation that the transaction was finished. Sheffield Wednesday’s 10 March statement described the preferred-bidder stage.
On 2 May 2026, the EFL said the administrators had concluded an agreement with Arise and that the transfer of club assets had put Wednesday under new ownership. The League also confirmed that the club had met relevant requirements and was no longer regarded as being in administration. The EFL announcement is the completion milestone.
What happened to James Bord’s preferred bid?
BBC Sport reported on 24 December 2025 that Bord had been selected as preferred bidder, subject to the EFL Owners’ and Directors’ Test. On 25 February 2026, BBC reported that the Bord-led consortium had withdrawn. The accurate sequence is therefore preferred bidder, then withdrawal; Arise, eventual buyer. Bord was not confirmed as Wednesday’s owner. BBC Sport reported the preferred-bidder selection and the consortium’s withdrawal.

What did the EFL decision mean for points and finances?
The EFL Board decided not to impose the 15-point deduction that it could have applied when Wednesday exited administration. That decision did not give the club unrestricted spending. The EFL said Wednesday remained subject to a budget restriction for the next two seasons, and player registrations must comply with a business plan agreed by the new ownership and the League. The EFL’s 2 May update sets out both the points decision and the continuing controls.
What are the EFL and IFR ownership tests?
A takeover is an acquisition of control, and the EFL says it is subject to both EFL and Independent Football Regulator requirements. The regimes are separate, rather than one combined test.

EFL Owners’ and Directors’ Test
The EFL describes its test as an eligibility test, not an assessment of whether a prospective owner is suitable for a club. It uses self-declarations, club countersignature and background checks to assess eligibility. The EFL’s explanation of its Owners’ and Directors’ Test describes that process.
Independent Football Regulator ODSE regime
The IFR’s Owners, Directors and Senior Executives regime began on 5 May 2026, alongside the EFL test. The IFR assesses honesty and integrity, financial soundness, financial resources and competence. The EFL’s overview explains that acquisitions of control are subject to both regulatory requirements: EFL ownership and director requirements.

When does the January transfer window close?
For the 2026/27 season, the EFL lists the winter transfer window as opening on Friday 1 January 2027 and closing at 23:00 on Monday 1 February 2027. These are the 2027 window dates, not the January 2026 deadline. The EFL’s 2026/27 transfer-window FAQ lists the dates.
Those dates describe the window, not a guarantee that Wednesday can register any particular player. The EFL says a registered-player transfer starts with an agreement between clubs, and the player’s contract must also be agreed. Free agents follow a different route. At Wednesday, applications must also comply with the business plan agreed with the EFL and the club’s two-season budget restriction. The published calendar does not establish which targets, fees or individual registrations will be approved.
