A senior Fujitsu UK leader predicted that the company would endure roughly 12 to 18 months of “flux” before returning to “normal trading terms” and getting back into “everybody’s good books” after contributing towards the costs of the Post Office Horizon scandal.
The comments, reported by Computer Weekly on October 14, 2025, were recorded at an internal Fujitsu meeting in July 2025. They were a personal prediction, not an announced corporate recovery timetable. The speaker was not publicly identified and had left Fujitsu by the time of publication.

What the Fujitsu executive said
The unnamed member of Fujitsu’s senior UK leadership team argued that the company’s difficult period would eventually pass. His prediction had three related parts:

- The company would return to “normal trading terms” after making its contribution towards the costs of the scandal.
- Fujitsu could eventually get back into “everybody’s good books”.
He also described Fujitsu UK as particularly suited to public-sector work and less well positioned for private-sector business. That commercial dependence helps explain why a return to government contracts mattered so much to the speaker’s outlook. Computer Weekly reported that Fujitsu’s UK public-sector sales were £450m in the most recent financial year cited by the October 2025 article. That is a historical figure, not confirmed 2026 revenue.

Who made the remarks?
The recording did not establish that the speaker was Fujitsu’s global chief executive or its current UK chief executive. Computer Weekly said it knew his identity but did not publish it. Fujitsu confirmed that he had left the company but did not give a reason for his departure.
He later apologised and described the comments as personal speculation made during a private, informal discussion. He also said he was not responsible for Fujitsu’s response to the Post Office Horizon Inquiry. Accordingly, the remarks should not be presented as Fujitsu policy or as an official recovery plan.
Why the comments caused outrage
The language of commercial normalisation appeared shortly after reporting on the human consequences of the Horizon scandal. The Computer Weekly report cited inquiry material linking the scandal to 13 suicides, 10 attempted suicides and 59 people contemplating suicide. Those figures should be understood as reported links in the relevant material, not as a claim that the article independently established individual causation in every case.

Fujitsu’s role in the Horizon scandal
Fujitsu supplied and supported Horizon, the computer system used by the Post Office to record branch transactions. Horizon generated accounting shortfalls that were attributed to subpostmasters. The Post Office then prosecuted or pursued many of them for theft, fraud or false accounting.
Later litigation and evidence heard by the Post Office Horizon Inquiry exposed serious problems involving the system, remote access, evidence handling, expert evidence and the treatment of subpostmasters. The scandal was not simply a software-bug story. It involved the interaction of technology failures, Fujitsu’s knowledge and conduct, Post Office decisions, legal strategy, management failures and wider institutional oversight.
Responsibility therefore cannot accurately be reduced to “Fujitsu caused everything”. Fujitsu’s role in supplying and supporting Horizon remains central, but the Post Office and other institutions also face scrutiny for how the system’s outputs were used and defended.

Fujitsu’s public position and reputation-repair efforts
Fujitsu faced mounting criticism over what opponents considered a lack of genuine regret, its evidence to the public inquiry, and its attempts to repair its reputation through public-relations and ethics initiatives. The company also remained interested in public-sector contracts, creating an unavoidable tension between reputation repair and continued commercial participation in government work.

- High-Resilience Molded Foam Seat – Won’t Flatten After 1 Year – Instead of budget foam that hardens and sags within months, the seat is built with high-density, high-resilience molded foam that bounces back day after day. It maintains its shape and cushioning far longer, preventing the “bottoming out” discomfort common at this price point
- Adjustable Lumbar, Not a Fixed Afterthought – Unlike flimsy plastic supports that crack or lose tension, this chair features a durable lumbar mechanism that adjusts depth to match your spine’s natural curve. Genuinely relieves lower back pressure during long sitting sessions
- Breathable Mesh Backrest – No Peeling, No Heat Buildup – Say goodbye to flaking faux leather. The high-tension mesh back promotes continuous airflow, keeping you cool in warm environments and eliminating the mess of peeling upholstery. Mesh holds up significantly better over time and looks professional years later
- Anti-Sink BIFMA Certified Gas Cylinder – A common failure in budget chairs: the pneumatic cylinder loses pressure and slowly sinks during use. Our Class 3 BIFMA-certified gas lift is built to hold its height reliably, so your chair stays exactly where you set it—year after year. No more sudden drops or mid-work adjustments
- Heavy-Duty Metal Core Base (330 lbs Capacity) – Thin plastic bases can crack under stress, especially near the cylinder hub. We use a reinforced nylon base with a metal core, providing the durability and peace of mind you need. Smooth-rolling, 360° silent casters glide across hardwood, tile, or carpet without scratching or catching
A payment or contribution towards compensation and scandal costs can be significant without automatically amounting to an admission of legal liability. Likewise, a corporate apology or ethics programme is not, by itself, evidence that accountability has been achieved. Fujitsu’s official statements should be distinguished from the unnamed executive’s personal forecast.
Why government contracts were the key battleground
Fujitsu’s own UK business model made public procurement especially important. If a company depends heavily on government work, losing access to departments, public bodies and state-owned organisations can affect revenue, pipeline visibility and credibility with private customers.
Computer Weekly reported several signs of commercial pressure:
- Fujitsu announced a pause in bidding for UK government contracts after public attention intensified following the ITV drama in January 2024.
- Computer Weekly reported that staff were instructed how to navigate the pause through technicalities or partner arrangements, raising questions about whether a formal bidding pause could be bypassed in practice.
- HM Revenue & Customs was pursuing a major project to exit Fujitsu services at its data centres.
- The Post Office was moving towards replacing Horizon and reducing its dependence on Fujitsu.
- Centrica reportedly rejected Fujitsu for a contract because of reputational concerns.
These developments do not prove that Fujitsu was excluded from all public-sector work. They show instead why procurement access, supplier risk and reputational due diligence were commercially consequential.

The latest Horizon replacement position
The prediction also cannot be treated as fulfilled merely because Fujitsu continued trading or retained some business. The Post Office’s replacement of Horizon remained operationally and contractually unfinished in the latest relevant reporting.
In a June 30, 2026 report, Computer Weekly said the Post Office had delayed formal signing of a £169.2m electronic point-of-sale replacement contract with OneView Commerce for a third time. The earliest signing date then reported was July 8, 2026. Separately, a £322.8m Accenture contract to run Horizon had already been signed.
That distinction matters. Replacing Horizon does not mean Fujitsu disappeared immediately, and a delayed replacement contract does not mean the old system was permanently secure. Transition arrangements, operating contracts and procurement formalities can keep a supplier involved while a public body works towards a new platform.
The June 2026 report also put the value of Fujitsu’s Horizon relationship at more than £2.5bn over more than 25 years. It reported that nearly 1,000 subpostmasters were wrongly convicted and that a further 10,000 were described as eligible to claim compensation. “Wrongly convicted” should not be read as saying every case had identical legal status or that every conviction had already been formally quashed.

What critics said
James Arbuthnot criticised the idea that Fujitsu could simply expect to return to public favour. He argued that Fujitsu’s software and hardware failures, together with evidence presented in court that allegedly denied or minimised those problems, were central to the harm suffered by subpostmasters.
Those are Arbuthnot’s views and should be distinguished from established court findings, inquiry evidence and official conclusions. They nevertheless capture the wider objection: restoring commercial activity is not the same as repairing the damage caused by the scandal.
What genuine rehabilitation would require
“Back in the good books” is not a measurable status unless it is tied to concrete actions. A credible rehabilitation process would require at least:
- A transparent, adequately funded contribution: Fujitsu should clearly explain what it is paying towards compensation and other scandal-related costs, without implying that payment alone resolves accountability.
- Full cooperation: Relevant records should be preserved and disclosed, with complete cooperation with the public inquiry and any police investigations.
- Honest technical and evidential acknowledgment: The company should address what went wrong with Horizon, what was known, how evidence was handled and why problems were not properly acted upon.
- Governance reform: Independent oversight should test whether lessons have been implemented rather than relying solely on internal ethics statements or public-relations campaigns.
- Victim-centred remediation: The response should prioritise wrongly prosecuted subpostmasters and their families, not only customers, shareholders and future contracts.
- Procurement transparency: Government-contract participation should not be enabled through opaque technical workarounds or indirect partner arrangements that defeat the purpose of a supplier pause.
A contract win, an apology, a financial contribution or a successful public-relations campaign may each matter. None is conclusive evidence that public trust has returned.
Has Fujitsu recovered?
Not on the evidence available here. Fujitsu may still win or retain contracts while public anger remains high, and continued commercial activity is not proof of restored trust. Conversely, replacement delays do not prove that Fujitsu is permanently excluded from UK government work.
The evidence supports a more complicated picture: Fujitsu remains commercially relevant, public bodies have faced pressure to diversify or replace suppliers, Horizon transition work has continued, and the legal, financial, political and reputational consequences of the scandal remain unresolved.
The unnamed executive’s 18-month prediction was therefore a forecast of commercial recovery, not a verified timetable for reputational rehabilitation. The meaningful test is whether Fujitsu accepts responsibility, supports victims transparently and demonstrates changes that public bodies and affected subpostmasters regard as real.
