Cisco Counterfeit-Gear Scheme Leader Sentenced to 78 Months and Ordered to Pay $100 Million

Onur Aksoy received 78 months in prison and agreed to $100 million in Cisco restitution. The $1 billion figure refers to the estimated retail value of genuine equivalents—not his sales revenue.

Onur Aksoy, also known as Ron Aksoy and Dave Durden, was sentenced in federal court to 78 months—six years and six months—in prison for leading a network that sold counterfeit and fraudulently modified Cisco networking equipment. He also received three years of supervised release, a $40,000 fine, and agreed to pay $100 million in restitution to Cisco. Additional restitution for other victims was left to be determined.

The frequently cited “$1 billion” figure does not mean Aksoy personally sold $1 billion of equipment or received that amount. According to the U.S. Department of Justice, it refers to the estimated retail value of genuine Cisco devices corresponding to the tens of thousands of counterfeit devices trafficked by his operation.

Who was Onur Aksoy?

Aksoy was a Miami-based technology-company executive and a U.S. and Turkish dual citizen, according to the DOJ. He operated the broader “Pro Network” enterprise through at least 19 companies formed in New Jersey and Florida. The network also used approximately 15 Amazon storefronts and at least 10 eBay storefronts.

Aksoy pleaded guilty on June 5, 2023. U.S. District Judge Peter G. Sheridan imposed the sentence on May 1, 2024; the DOJ announced it on May 2.

  • Other remedy: Destruction of millions of dollars in seized counterfeit goods

What the $1 billion figure actually means

The headline number needs careful qualification. It is an estimate of the retail value of genuine Cisco products represented by the counterfeit equipment—not a calculation of Aksoy’s sales proceeds, profit, or personal assets.

Figure What it represents
More than $1 billion Estimated retail value of genuine Cisco equivalents
More than $100 million Revenue generated by Pro Network entities
Millions of dollars Aksoy’s personal gain, according to the DOJ
$100 million Restitution Aksoy agreed to pay Cisco

These figures should not be treated as interchangeable. Restitution is not the same as revenue, and neither figure establishes that the counterfeit equipment changed hands for $1 billion.

How the counterfeit operation worked

According to the DOJ sentencing announcement, suppliers in China and Hong Kong modified older, lower-model, previously sold, or discarded networking devices. The products were then presented as newer, more expensive, genuine Cisco equipment.

  • Fast LED responses indicate cable status (Pass, Miswire, Open-Fault, Short-Fault, and Shield)
  • Test remote stores securely in tester body
  • Compact tester easily fits in your pocket

The alleged modifications included:

  • Counterfeit Cisco labels and stickers
  • Fake Cisco boxes, documentation, and packaging
  • Pirated Cisco software
  • Unauthorized or unreliable components
  • Components intended to circumvent software-license checks and hardware-authentication measures

The Pro Network entities imported, marketed, and resold the devices in the United States and overseas. Multiple corporate identities and online storefronts helped the operation reach buyers who may have believed they were purchasing ordinary, factory-authorized technology.

The scheme operated from at least 2013 through 2022. Customs and Border Protection seizures described in court materials occurred between 2014 and 2022.

Why counterfeit networking equipment posed a serious risk

This was more than a trademark dispute or a case of customers paying too much. Networking hardware sits inside the systems that move data, enforce access controls, and keep organizations operating. Counterfeit construction, unreliable components, pirated software, or invalid licensing can create problems with performance, support, updates, compatibility, and security controls.

The equipment reached hospitals, schools, government agencies, and sensitive military and government applications. DOJ materials identified systems supporting platforms associated with the F-15, F-18, F-22, AH-64 Apache, P-8, and B-52.

That establishes exposure in sensitive environments—not proof that counterfeit devices caused a particular military accident, cyberattack, classified-data disclosure, or network compromise. The available DOJ releases also do not establish that the equipment contained malware or backdoors.

How investigators uncovered the scheme

  1. 2014–2022: CBP seized approximately 180 shipments of counterfeit Cisco devices connected to Pro Network entities.
  2. 2014–2019: Cisco sent at least seven cease-and-desist letters.
  3. During the investigation: Authorities alleged that shipments were divided into smaller parcels, sent on different days, and associated with fake Ohio delivery addresses. Aksoy allegedly used the name “Dave Durden” in paperwork and communications.
  4. July 2021: Agents searched an Aksoy warehouse and seized 1,156 counterfeit Cisco devices with a stated retail value exceeding $7 million.
  5. June 29, 2022: Aksoy was arrested in Miami.
  6. July 7, 2022: A federal grand jury returned an indictment.
  7. June 5, 2023: Aksoy pleaded guilty.
  8. May 1, 2024: The court imposed the sentence.

The case involved additional participants. The DOJ later announced that three New Jersey men admitted participating in a related conspiracy involving counterfeit computer-networking devices. Their admissions were not the same proceeding as Aksoy’s May 2024 sentencing.

What the conviction covered

Aksoy pleaded guilty to conspiracy to traffic in counterfeit goods and commit mail and wire fraud, as well as mail fraud. The original indictment included additional charges, but the final result should be understood through the guilty plea and sentencing—not as though every charged count went to trial.

Earlier charging announcements listed statutory maximum penalties of up to five years for the conspiracy charge and up to 20 years for individual mail- and wire-fraud charges. Those were legal maximums, not the sentence ultimately imposed.

Counterfeit, gray-market, refurbished, and compatible equipment are not the same

A low price alone does not prove that hardware is counterfeit. But a genuine-looking label does not prove authenticity either.

  • Gray-market equipment: Genuine branded equipment sold through an unauthorized channel or outside the manufacturer’s intended distribution route.
  • Counterfeit equipment: Hardware falsely branded, modified, or represented as genuine.
  • Refurbished equipment: Genuine used equipment repaired or restored; legitimacy depends on the seller, work performed, warranty, and support terms.
  • Compatible equipment: Third-party hardware designed to work with Cisco systems but not represented as Cisco-manufactured.

Authorized purchases may cost more, but they generally provide clearer access to manufacturer support, software entitlement, warranty coverage, security advisories, provenance, and lifecycle assistance. Used or third-party channels can reduce acquisition costs while increasing uncertainty around support eligibility, licensing, condition, returns, and compliance.

How organizations can vet discounted or used Cisco equipment

Before buying, organizations should:

  • Verify the seller’s identity and current status through the Cisco Partner Locator where an authorized channel is required.
  • Check product identifiers, serial numbers, model details, and software combinations through official Cisco support resources.
  • Ask for a verifiable chain of custody, invoices, warranty terms, and support eligibility.
  • Compare the listed model and software version with a technically plausible product history.
  • Inspect packaging, labels, documentation, and hardware for inconsistencies.
  • Treat an implausibly low price as a risk signal, not proof by itself.

A serial-number lookup is not conclusive. Counterfeiters can copy identifiers, reuse legitimate labels, or alter hardware and software while presenting plausible serial information. Network-discovery, asset-inventory, and configuration-compliance tools can identify unexpected models, software versions, and unsupported assets, but they are not substitutes for manufacturer authentication or forensic inspection.

What to do if equipment may be counterfeit

  1. Quarantine the equipment where operationally possible, balancing evidence preservation with the need to keep critical services running.
  2. Record serial numbers, product IDs, MAC addresses, software versions, seller details, invoices, listings, and payment records.
  3. Preserve the equipment and packaging rather than discarding them.
  4. Contact Cisco through its official support channels or other official verification routes.
  5. Notify internal security, procurement, legal, compliance, and incident-response teams.
  6. Review logs and configurations for unexpected software, unauthorized changes, or unusual behavior.
  7. Assess whether credentials, network access, or sensitive data may have been exposed.
  8. Notify relevant authorities or contracting officials if government, defense, healthcare, or other regulated systems are involved.
  9. Do not publicly accuse a seller until the hardware and transaction have been professionally verified.

People who believe they were affected can consult the DOJ’s case page and victim-questionnaire contact information.

The broader supply-chain lesson

The Aksoy case shows why counterfeit risk is a financial and operational issue, not merely a branding problem. Online marketplaces, multiple legal entities, international sourcing, used-equipment terminology, and unusually low prices can make it difficult to determine who stands behind infrastructure after purchase.

For a business, the apparent savings from an unauthorized seller can be overwhelmed by replacement hardware, outage recovery, unsupported software, audit problems, investigation costs, and possible regulatory or contractual consequences. A procurement decision should therefore compare the total cost of provenance, support, licensing, and recovery—not just the invoice price.
