What Seagate announced in 2006
EE Times reported on December 8, 2006, that Seagate planned to invest $281 million in a new facility in Johor, Malaysia. The report described it as the company’s first aluminum-substrate manufacturing facility in the region. Aluminum substrates form the base platters used in hard-disk-drive assembly. What the proposed project was supposed to do
The reported plan was to make an upstream component for Seagate’s disk-drive supply chain, rather than finished drives. Seagate said a Johor location would be close to its printed circuit board assembly plant there and to its media manufacturing facilities in Singapore, helping supply regional disk-drive assembly operations. The new operation was described as complementing an existing substrate facility in Northern Ireland.

How the Johor plan differed from the Penang investment
The same EE Times article separately reported that Seagate CEO Bill Watkins had said the previous day that the company would invest $200 million over three years in Penang. That investment was for thin-film magnetic recording heads, not the aluminum substrates planned for Johor.

Did the Johor plant open?
The available evidence does not establish whether the specific plant proposed in 2006 was built, began production, or remains operational. A Seagate SEC subsidiary exhibit dated July 3, 2026, lists Seagate International (Johor) Sdn. Bhd. and Seagate Global Business Services (Malaysia) Sdn. Bhd. The exhibit confirms those named subsidiaries appear in the filing; it does not link either entity to the 2006 plant or verify its operating history.
Seagate’s ASEAN press resources page gives general company context, including a company-reported count of seven manufacturing facilities globally. That broad figure does not identify the proposed Johor site or resolve its status.

The headline refers to a historical proposal, not a current investment announcement. The documented announcement gives a clear account of Seagate’s stated plans and intended supply-chain role, but planned investment, facility size, workforce, and production date should not be read as completed outcomes.
