Rolls-Royce’s relationship with India is a long-running industrial ecosystem, not a single defence contract. It spans military-engine production with Hindustan Aeronautics Limited (HAL), Indian suppliers and engineers working on global programmes, naval and land propulsion, and a stated ambition to at least double sourcing from India by 2030. India has established manufacturing, engineering and support roles; public evidence does not show that it now independently designs and produces complete Rolls-Royce combat engines.
What the partnership includes today
Rolls-Royce’s India business crosses civil aerospace, defence and Power Systems. The company says more than 750 Rolls-Royce engines across 10 types power Indian military aircraft, while its wider footprint includes mtu engines, naval propulsion, industrial power, engineering and digital work. These are company-reported figures, not independent measures of fleet readiness or local content. The current arrangement is best understood in layers: long-standing licensed production and support, component manufacturing and sourcing, engineering participation, and a possible future move into deeper co-development. Those layers represent different levels of capability. A supplier making a precision part or engineers contributing to a global programme are not the same as an Indian organisation owning a complete engine design.

Rolls-Royce dates its Indian presence to 1932, when its engines powered the first commercial aircraft of Tata Airlines. The company says a military aviation relationship followed in 1933, involving the first military aircraft of the Indian Air Force’s Number One Squadron. This history comes from Rolls-Royce’s corporate account of its India locations and history.

The significance is industrial as well as historical: the relationship was not created solely by recent localisation policy or defence offsets. Over time, supply and support developed into licensed military-engine production and broader cooperation with Indian manufacturers.
HAL and IAMPL: production, support and specialised parts
HAL is the anchor of Rolls-Royce’s Indian aerospace industrial relationship. Rolls-Royce says the two companies have produced engines for military applications together for more than 60 years. Their cooperation includes licensed production and support, building Indian experience in manufacturing processes, assembly, maintenance and quality requirements.
The companies are also joint-venture partners in International Aerospace Manufacturing Private Limited (IAMPL). Rolls-Royce says IAMPL manufactures compressor shrouds and cones for gas turbines, supplying both new production and aftermarket requirements. It describes IAMPL as one of the first-tier Indian suppliers to the civil-jet-engine industry for a major foreign original-equipment manufacturer. That is a meaningful move into specialised component manufacturing, but it is not evidence that IAMPL designs a complete engine or transfers complete engine-design authority to India. Rolls-Royce’s manufacturing and supply-chain account describes the HAL relationship and IAMPL’s work.
How far localisation goes
“Made in India” can describe very different activities. A useful way to read claims about localisation is to distinguish the stages involved:
- Imported engines: finished systems are supplied from outside India.
- Licensed assembly and production: Indian facilities build or assemble products under an agreement, while the original design may remain controlled elsewhere.
- Maintenance and overhaul: local teams support equipment through its service life, with varying levels of authority to repair or modify it.
- Component manufacture: Indian suppliers make parts to the required specifications; the part may be complex without making the supplier the engine designer.
- Engineering, testing and integration: Indian teams take on more technical work, though the scope of their authority and access to underlying intellectual property matters.
- Co-development and design authority: partners jointly develop technology or hold rights to make key design decisions. This is a higher bar than local manufacturing.
- Independent design and export capability: India can design, qualify, produce, support and export an engine without relying on a foreign partner’s approval for core decisions.
Public evidence supports Indian participation in production, components, support and engineering in selected areas. Rolls-Royce has also argued that deeper defence indigenisation requires intellectual-property development in India and has advocated co-development. That is a direction of travel, not proof that India currently has independent design authority over a Rolls-Royce combat engine. Indian suppliers and the global supply chain
Rolls-Royce identifies HAL and Force Motors as joint-venture partners and names Tata, Bharat Forge and Godrej & Boyce among its long-standing supplier relationships. It also refers to Tata Advanced Systems in its account of the Indian supplier ecosystem. These labels should not be conflated: a joint-venture partner has a different relationship from a component supplier, engineering-services provider or licensed-production partner.
Rolls-Royce says it intends to at least double its sourcing from India over the five years following its 2025 announcement, setting 2030 as the target horizon. It says it wants to source more complex parts across aerospace engines, naval propulsion, diesel engines and gas turbines. This is a corporate intention, not a published binding purchase contract with a guaranteed value or volume. Nor does “sourcing from India” necessarily mean that the parts will go into equipment delivered to India; Indian-made parts may enter the company’s wider global supply chain. The company’s 2025 sourcing announcement sets out that ambition.

For Indian suppliers, winning work in aerospace or propulsion involves more than competitive manufacturing costs. Components must meet demanding standards for quality, traceability, certification and delivery. Moving into higher-value or more complex parts can therefore take time, and a part qualified for one programme is not automatically approved for every Rolls-Royce product or customer.
What Indian engineers contribute
Rolls-Royce says more than 2,000 high-skilled engineers work in India, either in-house or through outsourced arrangements, on global development programmes. It describes a wider ecosystem of around 3,000 people. Those figures are company-reported and do not, by themselves, specify which teams hold design authority or own intellectual property. The company’s sourcing announcement gives the engineering figure, while its indigenisation article describes the wider ecosystem.
Engineering participation can create valuable skills and support global programmes. It should not be treated as equivalent to ownership of the designs those engineers work on. To judge how much capability is moving into India, the crucial questions are what technical decisions Indian teams can make, what testing and certification they can perform locally, and who owns or controls the resulting intellectual property.
The defence footprint extends beyond aircraft
Military aircraft
Rolls-Royce says more than 750 engines across 10 engine types power Indian military aircraft. Examples named by the company include Adour engines in Jaguar strike aircraft and Hawk advanced jet trainers, AE2100 engines in C-130J aircraft, and AE3007 engines in ERJ145-based surveillance or special-mission aircraft. Operators need spares, maintenance and overhaul, training, technical documentation and supply continuity over the service life of the aircraft. That lifecycle work is operationally significant, but the fleet count alone does not disclose how many engines are currently available or how much work is performed locally.
Naval and land systems
Rolls-Royce says more than 95 Indian Navy and Coast Guard vessels operate with its equipment. The company also says 650 mtu engines power the Indian Army’s Arjun main battle tank and vessels of the Navy and Coast Guard. These are company-reported numbers; the vessel figure refers to equipment broadly, not necessarily a single propulsion configuration. The naval-vessel figure appears in the defence overview, and the mtu figure in the company’s indigenisation article.
Power Systems and industrial uses
Rolls-Royce’s Indian activities also include Power Systems and mtu products for industrial and critical-power applications, alongside engineering and digital services. The company describes local partnerships to package and produce engines. Public information cited here does not establish a complete India revenue split by business line, so the relative commercial size of aerospace, defence and Power Systems should not be inferred.

Future combat-engine cooperation: a programme, not a settled award
India’s pursuit of indigenous combat-engine capability is strategically important because modern fighter engines combine demanding technologies: high-performance compressors, advanced hot-section materials, turbine cooling, controls and extensive testing. Developing a core technology is only one part of the journey. A production-ready engine also needs qualification, manufacturing capacity, a support system and a clear programme decision.

The report documents the programme, but does not establish a final procurement outcome, a production contract or an agreed transfer of complete intellectual property. The 2025 annual report is the company’s public record of this work.
For a future programme to deliver sovereign capability, India would need clarity on the scope of design authority and IP rights, as well as development funding, test infrastructure, a procurement decision and a long-term production and support plan. Cooperation with an established engine maker may accelerate access to expertise, but it does not automatically resolve those questions. Until an official award or contract is announced, Rolls-Royce should be described as a participant in technology work and a potential partner for future capability—not as the selected supplier for a specific Indian combat aircraft.
What India and Rolls-Royce each stand to gain
India’s industrial and strategic case
- Higher-value manufacturing: work on precision and complex components can build process control and supplier experience.
- Skills and jobs: production, engineering and lifecycle support create technical roles and institutional knowledge.
- Export opportunities: components qualified for global programmes can connect Indian suppliers to customers beyond India.
- More resilient support: local maintenance, suppliers and technical expertise can reduce some supply risks over a product’s life.
- A path toward design capability: deeper engineering cooperation and access to jointly developed IP could move activity beyond assembly and parts production.
None of these outcomes guarantees self-reliance. India may still rely on a foreign partner for core design decisions, proprietary materials or software, specialist tooling, testing, export permissions, spares or upgrades. Local production improves capability in specific parts of a system; it does not, on its own, give a country full freedom to modify or export the complete system.
Rolls-Royce’s commercial case
India offers a large market across aerospace, defence, naval and land systems, civil aviation and energy. Existing fleets create continuing aftermarket needs, while Indian engineering capacity and suppliers can support the company’s global programmes. Local partners can also help Rolls-Royce compete for government-led opportunities and strengthen supply-chain resilience. These interests align with the company’s stated focus on partnerships and its businesses across civil aerospace, defence and power systems; its group strategy describes that broader approach.

How to tell whether the partnership is deepening
Announcements about localisation or cooperation are most meaningful when they are followed by observable programme outcomes. Useful measures include:
- Sourcing value: whether the 2030 ambition is measured in purchase value, share of group procurement, supplier count or another published measure.
- Work complexity: whether Indian firms progress from simpler parts to more demanding components and processes.
- Design authority: which organisations can make and approve engineering decisions.
- IP rights: whether technology is licensed, jointly owned, transferred or accessed only for contracted work.
- Testing and qualification: what India can test and certify locally, including whether capability extends from components to complete engines.
- Lifecycle independence: whether Indian operators can maintain, repair and upgrade systems without external approval for core changes.
- Export and programme results: whether locally produced work reaches serial production and can be sold into markets beyond India.
These measures also expose the trade-offs. More local development may support strategic autonomy but bring extra time, cost and technical risk. Deeper access to technology must be negotiated alongside protection of proprietary IP and export-control rules. HAL brings long-standing institutional experience; private-sector suppliers can add manufacturing scale and commercial flexibility. The most effective industrial model may draw on both, while meeting the same demanding qualification standards required for global supply chains.
