It does not make third-party characters, brands or other intellectual property free to use. Since September 2026, Roblox has also offered licensing for sales of specified game passes and developer products, with revenue sharing tied to those sales.
What Roblox’s licensing platform does
Roblox launched its License Manager and Licenses catalog in July 2025. In November 2025, the company announced a self-serve expansion for eligible rights holders, intended to make it easier to offer IP licenses beyond a small number of negotiated partnerships. A rights holder can create an offer with defined scope and conditions; a creator can browse offers and request permission for a particular use.
The distinction matters: a catalog listing is an offer to apply for a license, not blanket authorization for every Roblox user to publish the property. The creator needs approval or an activated offer that covers the intended use, and must follow the license terms.
Who can offer IP licenses?
Roblox’s onboarding requirements are aimed at established rights holders, not anyone claiming ownership of a character or brand. Applicants must register, set up an IP family and provide verifiable proof of qualifying rights. Roblox says an applicant must have exclusive worldwide rights to the IP, including copyright or trademark rights or registrations. Its listed criteria also include a commercialized portfolio of at least five works and/or an existing license with an established Roblox creator.

Roblox lists shared or non-exclusive rights, rights limited by territory, public-domain claims, platform-exclusive licensees and AI-only works without recognized human authorship among the ineligible cases. Meeting a general description of ownership is not a substitute for Roblox’s verification and onboarding process.
How creators request a license
- Browse the Licenses catalog. Open a listing and review its eligibility, license scope, revenue share, duration, content standards and brand guidance.
- Choose the type of use. A full-game license may cover an experience based on the IP. An in-game sales license may cover licensed content associated with specified sales in an eligible experience.
- Select a public game and submit a pitch. The request is tied to a particular proposed use; check that the selected experience and planned content meet the listing’s conditions.
- Wait for the rights holder’s decision and read the resulting terms. A rights holder may approve, reject or, where supported, give conditional approval. Roblox’s Creator Hub documentation says a standard offer automatically becomes active after 14 days unless disputed. Conditional offers follow separate response rules and do not automatically activate after 14 days.
- Build and publish within the grant. The license does not remove the creator’s responsibility to follow its scope and restrictions. Publishing another party’s IP without permission can lead to content removal and account consequences under Roblox rules.
Full-game versus in-game sales licenses
Roblox announced in September 2026 that in-game sales licensing was live. The key financial difference is which earnings are subject to the agreed revenue share. The individual listing and agreement determine the actual rights and conditions.

The September 2026 update also named three Kodansha franchises as additions to the platform. That announcement does not establish that a particular offer remains available to request now; check the live Creator Hub catalog for current inventory and terms.
What the economics mean
Rights holders can configure the license duration, eligible games, content standards, license type and revenue share. Roblox described typical revenue shares as 10–25% in its November 2025 announcement. That is a dated, platform-level description of typical terms—not a guaranteed rate or a forecast of what a creator will earn. The listing and signed or activated agreement govern an individual offer.

For creators, the relevant question is not simply the percentage. A share applied to all game earnings differs materially from a share applied only to specified game passes or developer products. Before accepting, identify exactly which receipts are covered, how the license defines use of the IP, what content is permitted, which experience qualifies and how long the grant lasts.
Roblox distinguishes time-limited licenses, which end on specified dates, from perpetual licenses, which continue until termination is actively sought. “Perpetual” should not be read as irrevocable: review the agreement for termination conditions and what happens to the experience and licensed content when the grant ends.

- Scope: Does the license cover a whole experience, particular content, or only specified in-game sales?
- Revenue share: Which earnings or transactions are included, and what rate does this individual offer set?
- Duration: Is the license time-limited or perpetual, and what are the renewal and termination conditions?
- Creative limits: What content standards, brand guidance and approval conditions apply?
- Eligibility: Does the creator, experience and proposed use meet the offer’s requirements?
- Status: Has the request been approved or otherwise activated? Do not treat a pending or conditional request as permission.
Catalog availability changes
Roblox’s July 2025 launch named Lionsgate, Netflix, Sega and Kodansha as founding partners. Its November 2025 announcement later cited Mattel properties Polly Pocket and Street Sharks and described Skibidi Toilet as coming soon at that time. These are historical examples, not a current catalog inventory. Because offers and terms can change, use the Creator Hub catalog and the specific license agreement to establish what is available and applicable when you apply.
