Has the Rivervale apartment complex been approved?
Not on the evidence available here. On 31 October 2025, PerthNow reported that the City of Belmont had recommended conditional approval. The Western Australian Government’s agenda for the Metro Inner Development Assessment Panel’s 4 November 2025 meeting listed the application, but the agenda and accompanying related-information document do not establish the panel’s final determination. A council recommendation and a DAP decision are separate steps; the recommendation alone does not confirm that the development received final approval or can proceed.
The application is identified as DAP/25/02942. The City’s recommendation was conditional, and the applicant’s submission supported it while proposing amendments to some conditions. Those documents do not establish which conditions, if any, the panel ultimately imposed.
Where is the development proposed, and what does it include?
The proposal is for 2 Hawksburn Road, Lot 888, in The Springs area of Rivervale, near the Graham Farmer Freeway and Great Eastern Highway. PerthNow reported a proposed value of $28.7 million and a 16-storey building containing 108 dwellings.

Reported apartment mix and parking
PerthNow reported 33 studios, 60 one-bedroom apartments and 15 two-bedroom apartments. The 60 one-bedroom figure reconciles the reported mix to 108 dwellings, but the applicant submission in the official related-information file gives an inconsistent one-bedroom count of 160, which would make its stated total impossible. The apartment breakdown should therefore be treated as reported, not as a consistently documented figure across the available materials.
The report also described 97 resident parking bays, 10 visitor bays and 30 motorcycle and scooter bays. Plans described in the report include a ground-floor lobby, communal areas, a manager’s office and meeting room, with further communal open space and facilities on level three.

Reported size and height
PerthNow reported a site area of 2,370 square metres and proposed total floor area of 5,226 square metres. It gave the building’s height as 52.7 metres above sea level and compared that with a 27-metre maximum under the Local Planning Framework. These are figures reported in the story, not independently verified measurements.
Why did residents object, and how did the City respond?
PerthNow reported that the City’s August 2025 public consultation received 13 objections. The reported concerns centred on the proposed height, privacy and sunlight for adjoining properties.

In response to the sunlight concern, the City said its shadowing assessment showed adjoining properties would continue to receive at least three hours of direct sunlight between 9am and 3pm, and that the shadowing would not breach planning requirements. That is the City’s reported assessment; the available materials do not independently validate the technical analysis.
The City’s case for the proposed height relied on the existing built context. PerthNow reported that the City noted other tall buildings in the locality, including two nearby towers of more than 20 storeys and three other 16-storey apartment buildings. The City’s recommendation report stated: “When considering the building height, it is important to evaluate the existing context and character of the area,” and “The Springs is a largely established locality, with existing properties generally characterised by residential apartment buildings of varying heights.”

What public-realm change did the applicant propose?
The applicant submission in the official related-information file described a proposed pedestrian easement along the development’s northern boundary, intended to link Shortland Jones Park and Leslie Deague Park. This was presented as part of the applicant’s submission, not as an independently verified outcome or a confirmed condition of approval.

Anyone making a property, lending or investment decision should distinguish the reported proposal from an approved or completed development. The decisive question is the DAP’s determination and any conditions attached to it; the agenda and related-information documents identified here do not answer that question.
