Ammonia can be shipped as a hydrogen carrier and used in lower-carbon applications, as well as in fertilizer and energy markets. The project’s announced design includes carbon dioxide injection and storage, but available official statements establish plans and capacity, not commercial output, export sales, or verified emissions reductions.
How ammonia connects the plant to the hydrogen market
Hydrogen is difficult to store and transport in its pure form. Ammonia, made from nitrogen and hydrogen, can serve as a transportable hydrogen carrier: it can be shipped and then used directly in some applications or converted downstream to release hydrogen. QatarEnergy describes blue ammonia as a potential carrier for lower-carbon applications and says Ammonia-7 is integrated with QAFCO operations and existing storage and export infrastructure (QatarEnergy’s 2024 annual review).
That explains the project’s hydrogen-market framing. It does not mean Ammonia-7 is a hydrogen production plant, or that export contracts and shipments have been confirmed in the cited project statements.
What Ammonia-7 is designed to produce
The project is at Mesaieed Industrial City. QatarEnergy affiliates QatarEnergy Renewable Solutions and Qatar Fertiliser Company (QAFCO) signed project agreements in August 2022. The announced annual capacity is 1.2 million tonnes of ammonia. At the November 2024 foundation-stone ceremony, QatarEnergy described the plant as an ammonia production unit paired with a carbon dioxide injection and storage unit.

“Blue” refers here to ammonia made using natural gas alongside carbon capture and storage. QatarEnergy calls the planned product low-carbon ammonia, but the label alone is not a measured lifecycle-emissions result. The cited statements do not give a verified lifecycle carbon intensity for the product.
Why the project is described as a $1 billion plant
The headline figure traces to the engineering, procurement and construction (EPC) contract announced in 2022. The Qatar News Agency described its value as approximately US$1 billion. QatarEnergy later stated an investment amount of QAR 4.4 billion, while Industries Qatar’s 3Q 2025 investor presentation listed an EPC value of US$1.06 billion. Those amounts are not identical and may reflect different scope or updates; they should not be treated as interchangeable measures of total project cost.

The EPC contract was awarded to a consortium of Thyssenkrupp Uhde and Consolidated Contractors Company (CCC), according to the 2022 announcement. Thyssenkrupp Uhde separately described the facility as a 3,500-metric-tonne-per-day single-train plant (thyssenkrupp Uhde, 2022).
Who develops, owns, and operates the project
The project’s roles are divided among QatarEnergy affiliates, QAFCO, and the EPC contractors; these organizations do not all perform the same function.

- QAFCO: the fertilizer company is identified as the operator in the 2022 Qatar News Agency announcement. Industries Qatar’s 3Q 2025 presentation says the new train is 100% owned by Industries Qatar via QAFCO and is owned and operated by QAFCO (Industries Qatar, 3Q 2025).
- Thyssenkrupp Uhde and CCC: the EPC consortium responsible for the contracted engineering, procurement and construction work, as announced in 2022 (Qatar News Agency, 31 August 2022).
What is known about the startup schedule
The announced schedule shifted over time. In 2022, the target was startup in Q1 2026. QatarEnergy’s November 2024 announcement expected production in Q2 2026. Industries Qatar’s 3Q 2025 presentation described the project as “Ready for startup 2026.” These are announced targets and readiness language, not confirmation of commercial production.
As of 8 October 2026, the cited official statements do not confirm that Ammonia-7 has started commercial production. The project’s current operating status, actual output, and completed export sales therefore remain unestablished by these statements.

What the announced capacity does—and does not—show
The capacity and design figures describe what the facility is planned to handle; they are not independently measured operating results. Likewise, a stated CO₂ injection and storage capacity is not a verified quantity captured and stored during operation. The cited project announcements do not provide independently sourced lifecycle-emissions results or a verified global ammonia-market growth statistic. Those distinctions matter when assessing whether the project has delivered hydrogen-market supply or quantifiable climate benefits.
