Plus500’s UAE expansion is backed by a Dubai Financial Services Authority (DFSA) authorisation, but calling it a MENA-wide licence would be inaccurate. The authorisation belongs to Plus500AE Ltd, a DIFC-based company, and applies within the DFSA’s jurisdiction in Dubai’s International Financial Centre.
The DFSA register gives the licence date as 1 February 2023. Plus500 publicly announced it on 6 February 2023. The distinction matters because the announcement date and the regulator’s recorded licence date are not the same.
What Plus500’s DFSA licence actually is
The licensed firm is Plus500AE LTD, trading as Plus500. Its DFSA reference number is F005651, and the register identifies it as a DIFC Company. The firm’s listed address is Unit 109, Level 1, Gate Village Building 04, DIFC, Dubai, UAE. Plus500’s own UAE disclosure gives the registered-office address as Gate Village 4, Level 1, Unit 109–110, DIFC, Dubai.
The current DFSA Public Register lists these financial-service categories for Plus500AE:

It also carries the endorsement “Carrying on authorised Financial Services with or for Retail Clients.” Plus500 describes the firm as holding a Category 4 licence with a Retail endorsement.
That is meaningful regulatory permission, but it is not an unlimited authorisation to provide every service or product offered by the wider Plus500 group.
Licence date versus announcement date

Accordingly, “Plus500 obtained its DFSA licence on 6 February 2023” is imprecise. A more accurate formulation is that the licence is dated 1 February and was publicly announced five days later.
Why the licence does not cover all of MENA
The DFSA regulates financial services conducted in or from the Dubai International Financial Centre. The DIFC is a financial free zone within Dubai; it is not a regulator for the whole UAE, still less for every country in the Middle East and North Africa.

“MENA” describes a broad region rather than a single legal or regulatory market. A DFSA authorisation does not automatically passport Plus500 into Saudi Arabia, Egypt, Qatar, Bahrain, Morocco or other jurisdictions. Firms generally need to comply with the relevant local rules when targeting customers in each country.
The DFSA also warns consumers not to assume that every company in a corporate group is covered by one group entity’s licence. The regulated status belongs specifically to Plus500AE Ltd.
Which Plus500 entities are involved in the UAE?
Plus500’s current UAE disclosure separates the roles of several group companies. This is important for customers checking which company provides a particular service or handles their money.

Plus500 says that Plus500Gulf Securities LLC holds client money in segregated client bank accounts and does not use those funds for hedging, investment or general business purposes. By contrast, Plus500AE Ltd is expressly described as not authorised to hold client assets or client money.

That means a customer should read the applicable UAE terms and disclosures rather than assuming that the DFSA-regulated company is the issuer, CFD provider or money-holding entity for every transaction.
What the expansion means for customers
The licence gives Plus500 a locally established, DFSA-regulated presence in the DIFC and supports its ability to serve retail customers through the UAE operation. Plus500 described the UAE as a “significant and high growth market” and called the authorisation a major growth opportunity.
In its 2023 annual report, Plus500 said the UAE customer base was expanding and attributed progress to operational improvements and a better understanding of local market requirements. The report described the UAE operation as fully operational and developing quickly.

- The contracting entity: Find the legal company named in the account-opening documents and customer agreement.
- The regulator: Confirm that the firm and licence number match the regulator’s own register, rather than relying only on branding or advertising.
- Client-money arrangements: Read which entity receives and safeguards funds, and whether the relevant disclosure describes segregation and any applicable protections.
- Product availability: Do not assume that instruments shown on Plus500’s international websites are available to UAE customers.
- Costs and leverage: Review spreads, overnight funding, commissions, currency-conversion charges, margin requirements and liquidation rules.
- Risk disclosures: CFDs and other leveraged products can produce rapid losses. A licence does not make a leveraged trade suitable or profitable.
Does the DFSA licence authorise every Plus500 product?
No such conclusion follows from the register. The DFSA specifies the categories of financial services for which Plus500AE is authorised. Plus500’s UAE disclosure then assigns different functions to Plus500AE Ltd, Plus500CY Ltd and Plus500Gulf Securities LLC.
Product availability depends on the UAE platform, the applicable legal entity, local terms and the customer’s circumstances. The DFSA authorisation should therefore be read as permission for specified activities—not as approval of every product on Plus500’s global platform.
Current regulatory status
The latest available DFSA Public Register record continues to list Plus500AE LTD as an authorised firm under reference F005651. The record shows no withdrawal date for the licence. It also lists authorised individuals connected with the firm, including David Zruia, Elad Even-Chen, Ofir Chudin, Syed Rizwan Ali Rizvi, Pooja Thakkar and Alex John Packham.
Customers should still check the live DFSA register before opening an account. Regulatory records can change, and the register is the appropriate place to verify a firm’s current status.
