Pakistan’s latest dated official stock figures showed diesel and crude reserves, but they do not establish how much fuel is available at a particular pump today. On September 7, 2026, the Ministry of Finance reported approximately 25 days of diesel cover, petrol sufficient for current demand, and around 12 days of crude cover. Later contingency planning and pump-owner complaints concern different parts of the supply chain—not confirmation of a nationwide shortage.
Are Pakistan’s petrol and diesel stocks enough?
The latest dated stock figures available are from the Ministry of Finance’s September 7, 2026 report. It described diesel stocks as providing approximately 25 days of cover, petrol as sufficient for current demand, and crude stocks as around 12 days of cover, with incoming cargoes and scheduled imports supporting supply. Why plan for delivery disruption if national stocks were reported stable?
National inventory and delivery to a retail pump are separate links in the chain. Fuel may be held as crude, refined product, or depot inventory, while a particular route or station can face transport or supply constraints. A national stock statement therefore cannot confirm the immediate availability at a specific outlet.

On September 24, the Petroleum Division described advance arrangements for possible road closures or law-and-order disruption. Pakistan Railways offered maximum wagon availability to move high-speed diesel, particularly to sustain supplies to Khyber Pakhtunkhwa if road transport were interrupted. PSO said it had arranged extra stocks at critical depots, OGRA reported a dedicated coordination control room, and the ministry described steps for crude supply and product dispatch for Attock Refinery. Why are pump owners worried?
The concerns reported by the All Pakistan Petrol Pump Owners Association (APPPOA) focused on retail economics and price-setting, rather than proof that national fuel stocks were depleted. On August 29, APPPOA Vice Chairman Nouman Ali Butt asked the prime minister to replace daily price revisions with a monthly mechanism. The association said a dealer who buys stock before a price reduction may have to sell it at a lower rate, and that the fixed per-litre margin may not cover the resulting loss. A separate dealer protest reported on July 24 showed that conditions varied by location and dealer group. Dawn reported that most pumps in several major Punjab cities remained open, while more than 70 percent of pumps in Peshawar were reported closed that day. Dealers cited daily pricing, commission levels, and oil marketing company supply quotas. That dated local account does not establish present closures across Pakistan. Dawn, July 24, 2026.
What pressures have authorities been monitoring?
A March 18 government briefing described rising international benchmarks and cargo premiums, higher landed import costs, larger letters of credit, financing pressure, and elevated domestic offtake. It nevertheless characterized domestic supply as stable at that time and called for monitoring distribution. On September 15, the Petroleum Division said officials discussed the seven-day rolling-average pricing system and measures for fuel availability. It also described targeted relief for bikers, two- and three-wheelers, and small cars, as well as intended refinery upgrades to enable Euro-V-compliant fuel, reduce furnace-oil output, and increase petrol and diesel production.
