Pakistan’s mid-November 2025 fuel-price forecast was only partly borne out: high-speed diesel (HSD) was forecast to rise by up to Rs9.50 per litre, but the reported increase was Rs6, while petrol was unchanged. The revised prices took effect on 16 November 2025, so these figures describe a historical revision—not current pump prices.
What the forecast said
On 14 November 2025, TechJuice reported estimates for a price change expected around 15 November. It said HSD, kerosene oil and light diesel oil (LDO) could become more expensive, while petrol might fall slightly. The estimates were forecasts, not confirmed government prices.

What the government revision reportedly did
Radio Pakistan reported on 16 November 2025 that the government revised petroleum prices for the next fortnight, effective that day. HSD rose by Rs6 per litre, from Rs278.44 to Rs284.44. Petrol was unchanged.

The final HSD increase was smaller than the forecast, and petrol did not fall as predicted. Radio Pakistan’s report confirms the HSD and petrol outcomes but does not establish final kerosene or LDO prices. Read Radio Pakistan’s 16 November 2025 report.
What “petrol exempted” meant
In the forecast headline, “petrol exempted” meant petrol was not expected to face an increase; the forecast instead suggested a small decrease. The reported revision left petrol unchanged. It was therefore exempt from a price increase in that revision, not necessarily from future price changes.
