Pakistan Forms Committee to Strengthen SECP as It Reports 2,000-Plus Pending Court Cases

Pakistan’s government has formed a Prime Minister’s committee to review reforms for the Securities and Exchange Commission of Pakistan (SECP), after the regulator reported more than 2,000 SECP-related cases pending in courts. At its April 1, 2026 meeting, the committee discussed stronger enforcement powers, dedicated tribunals and other changes. The SECP announcement records proposals and a backlog—not that the cases have been cleared.

What the committee is meant to do

The committee was constituted by the Prime Minister to review and propose reforms to strengthen SECP and improve its regulatory effectiveness. Federal Minister for Law and Justice Azam Nazeer Tarar chaired its April 1, 2026 meeting, according to the SECP’s official announcement.

The committee comprised the law minister as chair, the Cabinet Secretary, the secretaries for Finance and Law and Justice, the SECP chairman, and the chairman of the Competition Commission of Pakistan (CCP).

What is known about the 2,000-plus cases

At the meeting, SECP Chairman Dr. Kabir Ahmed Sidhu reported that over 2,000 SECP-related cases were pending in courts. He linked the backlog to enforcement delays and low recovery of penalties despite significant recoverable amounts. This is the figure and characterization he reported, as recorded by SECP; the announcement does not present an independently audited count.

The release does not break down the cases by court, category or age, state the amounts recoverable, or provide a trend showing whether the backlog has grown or fallen. It also does not say the cases were disposed of. The phrase “clear 2,000” describes an intended objective in the headline framing, not a completed result established by the announcement.

Which enforcement changes were discussed

Stronger powers and dedicated tribunals

Sidhu highlighted the need for stronger enforcement powers and proposed dedicated tribunals to dispose of cases more quickly. The announcement does not say tribunals have been created or specify their jurisdiction, procedures or appeal routes.

A civil enforcement approach

Sidhu also suggested moving toward a civil enforcement regime, particularly for market-related violations, in line with international best practices. The release presents this as a proposal, not an enacted legal change. It does not define which violations would fall within such a regime or how cases would be decided.

System changes and digitization

Tarar said the challenge was not only legal but systemic, emphasizing stronger internal mechanisms at SECP and streamlined processes. The meeting also discussed digitizing processes to minimize human intervention and prevent fraud.

SECP briefed participants on ongoing work to transition to book-entry shares through the Central Depository System. The stated aim is to improve transparency and reduce risks associated with paper-based shares. The release gives no completion date or quantified results for this transition.

What the announcement does—and does not—confirm

The April 1 release confirms that the committee met, that SECP reported more than 2,000 court-pending cases, and that enforcement and process reforms were discussed or proposed. It does not establish that a reform plan was submitted, legislation changed, tribunals began operating, or the pending count fell. Any claim that those outcomes have occurred requires a later official government, court or SECP record.

For investors and market participants, the practical significance will depend on implementation: which cases any new forum covers, who decides them, what appeal safeguards apply, and whether disposal times and penalty recoveries improve. Those details are not settled in the announcement.
