These are separate stages: the adjustment relates to February, NEPRA’s archive lists the decision in April, and the reported billing was also in April. The News report

The News reported a Rs 1.42-per-unit increase under the February FCA and said it would be collected in April bills. The linked NEPRA decision PDF was inaccessible, so the exact amount and billing timing here are attributed to The News rather than presented as independently verified details from the decision.

An FCA is a variable adjustment tied to fuel and generation costs, not necessarily a permanent change to the base tariff. The Power Division describes FCA and quarterly tariff adjustments (QTAs) as routine mechanisms based on actual variations in generation costs and system performance; such adjustments can be positive or negative. Who will pay it, and how much will a bill change?
The accessible NEPRA archive entry identifies an XWDISCO decision but does not provide the detailed terms needed to establish which consumer categories are covered, whether exceptions apply, or how the adjustment is calculated for a particular connection. The reported per-unit figure should therefore not be treated as proof that every customer in Pakistan will see the same change.

A household’s total bill also depends on its billed units, applicable tariff category, taxes, and other bill components. Without the complete decision and a customer’s bill details, the exact increase for an individual account cannot be determined from the archive listing or the reported per-unit amount alone.

In its February 27 clarification, the Power Division said FCA/QTA adjustments and the Prime Minister’s electricity relief package are separate parts of the tariff framework, with “no direct relationship.” A fuel adjustment should not be read as a change to, or cancellation of, a relief package.

The distinction matters when reading a bill or news headline: an FCA reflects a variable cost adjustment for a specified period; a base-tariff change is a different regulatory action; and a government relief measure is separate from both.
