His comments reflected a preference expressed at a panel, not a formal Farm Bureau policy resolution. The issue remains relevant, but the tariff threats described in that 2024 report are historical—not a statement of current U.S. tariff policy.
What did the Farm Bureau economist argue?
At a panel hosted by the American Enterprise Institute, Cryan said: “I think it’s important, when we’re talking about friends like Mexico and Canada, that we talk first,” and, “We really prefer negotiations first, over just imposing tariffs and withdrawing from agreements.” The argument was that talks should come before using tariffs or leaving agreements, particularly with close trading partners. Successful Farming reported his remarks on December 5, 2024.
The concern is agricultural exposure. The Successful Farming article said roughly one-fifth of U.S. agricultural production is exported and that Mexico and Canada account for $4 of every $10 in cross-border trade. Those figures are the article’s 2024 reporting, not updated measures in the cited material.
Why can tariffs and retaliation matter to farmers?
Tariffs can make trade more costly or uncertain, while trading partners may respond with measures aimed at U.S. goods. Agriculture can be especially exposed when overseas buyers are important to producers. At the panel, Joe Glauber, identified with IFPRI, summarized the risk: “Agriculture has often been collateral damage in the trade wars of the past.”

Successful Farming reported that U.S. agricultural export sales shrank 6% during the Sino-U.S. trade war and that soybean market prices fell by $1.50 a bushel after China targeted soybeans among other U.S. products in retaliation. These are figures reported in the 2024 article; they should not be read as a forecast of the effect of any particular future tariff. The report also cited a forecast of a $45.5 billion U.S. agricultural trade deficit for the fiscal year then under discussion—a dated forecast, not a current measure.
What has changed since the 2024 comments?
The original comments addressed the trade-policy situation as it stood in December 2024. The subsequent USMCA review has moved beyond the prospective stage. On July 1, 2026, the Office of the U.S. Trade Representative said the United States did not agree to renew the agreement in its current form at the joint review. USTR also said the agreement remains in force pending resolution of issues or termination. USTR’s statement therefore describes a disagreement over renewal, not an announcement that USMCA had already ended.

USTR said U.S. and Mexican teams began conceptual discussions on agriculture during their June 15–17, 2026 negotiating round. That update does not establish a final agricultural outcome or what happened in every later round. The June 18 joint statement records the start of those discussions.
On October 2, 2026, USTR opened public consultation for the 2027 USMCA joint review, with comments due January 12, 2027. The consultation announcement gives interested members of the public a way to submit views before that review.

The available evidence supports describing Cryan’s stance as a preference about the order of policy choices, not as proof that negotiation or tariffs will produce a particular result. The key agricultural question is how trade decisions affect access to export markets and the possibility of retaliation against U.S. farm products.
