NEET 2017 Dress-Code Row: What Was Unclear About Clothing Colour and Bra Hooks?

The 2017 NEET dress-code dispute exposed a gap between written guidance and reported enforcement at some centres. Here is what was reported—and what later NTA rules say.

The 2017 NEET dress-code controversy was about the gap between written guidance and how staff enforced it at some exam centres. Scroll reported that a candidate said the instructions mentioned light-coloured, half-sleeved clothes but did not expressly address colour; it also reported a Kannur candidate’s account of being asked to remove her bra after a detector beeped. That account does not establish that CBSE’s written rules required bra removal.

What happened at NEET centres in 2017?

In 2017, the Central Board of Secondary Education (CBSE) administered NEET. Scroll reported complaints from candidates at centres in Kerala and neighbouring states about clothing, accessories and metal-detector checks. The report described uncertainty over whether candidates could wear dark-coloured clothes.

According to Scroll’s account, one candidate said the guidance specified light clothes and half sleeves but did not mention clothing colour. Separately, a candidate from Kannur said staff asked her to remove her bra after a detector beeped; she identified the metal hook as the cause. This is a reported account of what happened at a centre, not evidence that the written dress code expressly banned bra hooks or required candidates to remove bras. Scroll’s 2017 report

What did CBSE say about the reported incident?

Scroll reported that CBSE said it had advised the school principal to tender an unconditional apology to the candidate. The report also attributed to CBSE a description of the female frisking staff as “overzealous.” These are statements reported by Scroll, not independently verified wording from an original CBSE release. The sources reviewed do not establish the final outcome of any inquiry or legal proceedings related to the incident. Scroll’s account of CBSE’s response

How did the written instructions differ from reported enforcement?

The central issue was not simply whether an item triggered a detector. It was whether candidates could understand the written requirements in advance and whether centre-level checks stayed within those requirements.

  • Clothing colour: The candidate quoted by Scroll said the guidance called for light clothes but did not specify a permitted or prohibited colour. The report describes candidates being challenged over clothing, but does not establish a nationwide ban on dark clothing.
  • Metal hooks: Scroll recounted a candidate’s statement that a detector beeped and staff asked her to remove her bra. It does not show that the written instructions expressly prohibited metal hooks in bras.
  • Frisking: The incident account concerns reported conduct at a particular centre. It should not be generalized into a claim about how every 2017 centre conducted checks.

What do later NEET rules say?

The issuing authority changed: NTA publishes current NEET materials, whereas CBSE administered the exam in 2017. The 2025 NEET (UG) bulletin is therefore a later set of instructions, not proof of what was required at the 2017 centre.

Issue 2017 account NEET (UG)-2025 bulletin
Authority and year CBSE administered NEET in 2017; Scroll reported candidate complaints and CBSE’s response. NTA issued the bulletin for the 2025 examination. NEET (UG)-2025 bulletin
Clothing Scroll reported a candidate’s claim that guidance specified light clothes and half sleeves but did not specify colour. Heavy clothes and/or long sleeves are not permitted. The cited bulletin does not establish a general colour ban.
Footwear Not stated in the cited 2017 account. Slippers and low-heeled sandals are permitted; shoes are not.
Metal items and deviations Scroll reported a candidate’s account involving a metal bra hook and a detector beep; it does not establish an express written ban on bra hooks. Unavoidable deviations require specific prior approval from NTA. The bulletin’s listed provisions do not, by themselves, establish a specific rule about bra hooks.
Frisking privacy The cited 2017 report describes a candidate’s account but does not establish a general privacy procedure for all centres. Female-candidate frisking is to take place inside a closed enclosure and be conducted by female staff only.

What is known about the 2026 advisory?

NTA’s documents page lists a 2026 advisory on dress code and permissible items. The advisory is listed, but its full text is not available in searchable form in the cited material; detailed clauses should not be inferred from its title. NTA documents page
