Elon Musk offered on March 21, 2026, to pay Transportation Security Administration employees during the Department of Homeland Security funding impasse. The White House later declined, saying the proposal could create legal challenges because of Musk’s federal contracts. The administration instead directed certain government funds toward TSA employee compensation on March 27; the sources do not show that Musk’s money was used.
What Musk offered to do
On March 21, Musk posted: “I would like to offer to pay the salaries of TSA personnel during this funding impasse that is negatively affecting the lives of so many Americans at airports throughout the country.” Axios reported that the White House had not immediately responded at the time.
The offer was a proposal for private funding, not a reported payment arrangement. The available reporting does not establish that Musk’s offer was operationally ready or that any TSA worker received money from him.
Why the White House declined
White House spokeswoman Abigail Jackson said, “We greatly appreciate Elon’s generous offer,” but added, “This would pose great legal challenges due to his involvement with federal government contracts.” CBS News reported the explanation on March 26, 2026, and also cited an unnamed source who said there could be legal challenges even if payment were made indirectly.

That was the administration’s stated legal concern, not a court ruling or a definitive finding that a private payment would be unlawful. The reports do not provide a full legal analysis of the proposal.
Trump’s public reaction and the administration’s decision
Forbes reported that President Trump told reporters on Monday that he would “love it,” before the White House spokesperson later cited the legal challenges. That sequence shows a positive public reaction followed by the White House’s refusal, but does not establish who made the final decision or describe internal deliberations.

How the administration later directed TSA compensation
On March 27, Trump directed the Department of Homeland Security, coordinating with the Office of Management and Budget, to use funds with a “reasonable and logical nexus” to TSA operations for employee compensation and benefits, consistent with applicable law, including 31 U.S.C. 1301(a). The presidential memorandum describes a government-directed funding approach distinct from Musk’s proposed private payment; it does not say Musk’s money was involved.
What the administration reported about staffing and airport conditions
The March 27 memorandum said more than 60,000 TSA employees, including approximately 50,000 transportation security officers, were not being paid at that point. It also reported that nearly 500 officers had left their positions and that waits at some airports had reached three or more hours. Those were figures reported by the White House as of March 27; the wait time was for some airports, not a nationwide average.

For context, Axios cited TSA’s volume of more than 2.5 million passengers screened daily. That figure describes passenger throughput, not the shutdown’s incremental effect.

On March 30, the White House said TSA officers were receiving long-overdue pay and that first checks were reaching workers. That is the administration’s reported status as of that date; it does not establish that Musk paid employees or provide a complete account of later payments.
