Mortgage prequalification and preapproval are both preliminary assessments—not final mortgage approvals—but the names do not reliably tell you how much a lender has verified. One lender may use “prequalification” for an estimate based mostly on information you provide and reserve “preapproval” for a closer review; another may use the terms differently. Ask what the lender checked, what assumptions it used, and what conditions remain before treating a letter as meaningful.
The practical difference is not simply which label sounds stronger. It is how the lender reached its assessment, what information remains unverified, and what could change the result. The Consumer Financial Protection Bureau (CFPB) says a preapproval letter is not a guaranteed loan offer. Use it as one step in comparing lenders and planning a home search—not as final approval or a commitment to borrow a particular amount.

Prequalification vs. preapproval: what is the difference?
In everyday mortgage shopping, prequalification often means an early estimate of how much you may be able to borrow, while preapproval often means a more detailed assessment of your finances and credit. Those are common patterns, not universal definitions. A lender might check credit during prequalification, or issue a preapproval letter based largely on information you reported without fully verifying it at that stage.

A letter’s strength depends on what the lender reviewed, which details it verified, the assumptions used to calculate the amount, and what still must happen before the lender will approve a mortgage. The CFPB advises borrowers to understand those details because lenders’ processes and documentation requirements vary.

| What to compare | Prequalification may involve | Preapproval may involve |
|---|---|---|
| Information reviewed | Often borrower-reported income, assets, debts, and other information. | Often a closer review of credit and finances; the lender may request supporting documents. |
| Verification | May be limited, but the label does not rule out a credit check or a more involved review. | May include documentation, but a letter can still rely on borrower-reported information that has not been fully verified. |
| What it establishes | A preliminary indication of possible borrowing capacity. | A lender’s tentative willingness to lend up to a stated amount, subject to conditions. |
| Final loan approval | No. | No. The CFPB says, “A preapproval letter is not a guaranteed loan offer.” |
A federal definition can add to the confusion. Regulation C uses specific definitions for its own reporting framework: a covered preapproval program involves a comprehensive creditworthiness analysis followed by a written commitment valid for a designated period, subject to limited specified conditions. Those conditions include identifying a suitable property and no material deterioration in the applicant’s finances or creditworthiness. Its definition of prequalification describes a preliminary determination. Those regulatory definitions do not mean every consumer-facing letter called a “preapproval” meets Regulation C’s definition.
In other words, do not assume that a lender’s everyday use of “preapproval” is the same as a covered program under Regulation C. For your home search, ask the lender to describe its actual process in plain language: what it reviewed, whether it verified your information, what the letter says, and what remains outstanding.
Why a preapproval letter is not a final approval
A preapproval letter says a lender is tentatively willing to lend up to a stated amount based on the information and assumptions available at that point. It is not a final decision on a particular mortgage for a particular property. The lender may still need to review documents, assess the property, and evaluate circumstances that were not settled when it issued the letter. The CFPB’s consumer guidance is explicit: “A preapproval letter is not a guaranteed loan offer.”

A preliminary amount may be based on assumptions that change as the lender learns more. Ask what could still cause the loan to be denied, change its terms, or increase its costs.
Also distinguish the lender’s estimate from your own affordability limit. A lender’s stated maximum is not a recommendation to borrow that much or a measure of what fits your budget. The letter helps you understand a possible borrowing limit; it does not settle what you should spend. When comparing letters, do not let the highest preliminary amount stand in for a comparison of the mortgage you may ultimately take out or a decision about what fits your finances.
Even a thorough initial review is still preliminary. The letter may be conditional, and the lender may need to examine additional information before making a decision. Ask which conditions are specific to the letter and which steps remain before a mortgage can be approved. If the lender says a matter is still subject to review, treat it as unresolved rather than assuming the letter has settled it.

What lenders may review—and what you should confirm
For either kind of letter, a lender may assess income, assets, debts, and credit history. The depth of the review varies. Some processes involve documents supporting income and assets, while an initial assessment may depend more heavily on details you provide. If you proceed with a mortgage application, lenders require documentation at some point, so ask early what you will need rather than waiting until late in the process.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteAsk the lender to distinguish information it has verified from information it has only recorded from your account of your finances. That distinction matters even when the letter itself looks formal. A review may be closer than a basic estimate without being complete, and the lender can tell you what is still needed to support the figures it used.
If your income or assets are complex, including if you are self-employed, ask what documents to gather now and whether the lender needs anything beyond the information already provided. The CFPB encourages borrowers to understand documentation requirements early. Asking before you are close to making an offer can help surface missing information before a later stage of the process.
A credit check may happen with either prequalification or preapproval. A check made in connection with applying for a new loan is generally a hard inquiry and can affect a credit score. Do not infer whether a check will occur—or what kind it will be—from the name of the letter. Ask the lender before authorizing the process.
There is no single credit-check answer that applies to every lender’s prequalification process. One may check credit while another may not at that stage; a lender’s preapproval process may also vary. Before proceeding, ask whether the lender plans to check your credit, when it expects to do so, and what kind of inquiry it expects to make. If you are speaking with several lenders, ask each one rather than assuming they follow the same procedure.
Questions to ask before the lender assesses you
- What do you mean by “prequalification” and “preapproval” in your process?
- Will you check my credit? If so, when, and what kind of inquiry do you expect to make?
- What documents should I provide now, and which can wait until I formally apply?
Questions to ask when you receive the result
- Which parts of my income, assets, debts, and credit have you verified, and which details are still based on what I reported?
- What assumptions did you use to calculate the amount in the letter?
- What could still cause the loan to be denied, change its terms, or increase its costs?
- What documents should I gather now, especially if I am self-employed or have a complex income or asset situation?
The aim is to understand exactly what the letter reflects and what remains unresolved. If you are unsure whether the review is sufficient for an offer in your area, ask a local real estate agent or housing counselor what sellers commonly expect there.

How to use a letter while shopping for a home
A letter can help you understand an estimated borrowing limit and show a seller that financing is plausible. The CFPB says sellers frequently require a preapproval letter before accepting an offer, but that does not make the letter a guarantee of financing. Local expectations about which letters sellers will accept can vary, so seek local guidance rather than assuming that every seller treats every lender’s letter the same way.
A letter does not commit you to using the lender that issued it. The CFPB recommends seeking preapprovals from at least three lenders and comparing their offers. You can use that process to learn not only the amounts they are willing to lend, but also what each lender has reviewed and what remains conditional. Getting a letter from one lender does not prevent you from considering another lender when you choose a mortgage.
- Ask multiple lenders about their process. Find out what each one means by prequalification and preapproval, whether it will check your credit, and which information it will verify. Ask what documents it requires at this stage and what may still be needed later.
- Compare the letters on their substance. Review the stated amount, assumptions, outstanding documentation, conditions, and expiration date—not just the label or the largest number. A letter based on information that remains unverified may not represent the same level of review as one involving more documentation.
- Check that the letter fits your plans. If it has expired or your circumstances have changed, ask the lender what it needs to reassess or renew it before relying on it. Confirm the date and any renewal requirements directly with the lender.
- After an offer is accepted, compare official Loan Estimates. Request and compare Loan Estimates from potential lenders before choosing a mortgage. Compare loan type, rate structure, costs, and programs rather than using the preliminary maximum loan amount as the deciding factor.
The initial letter is one part of the comparison, not a substitute for evaluating the mortgage you may actually take out. The Loan Estimate stage provides information to assess the potential loan’s terms and costs before you choose a lender. Compare the eventual offers, not just whether one lender initially suggested a larger amount.

When comparing lenders, make the comparison like-for-like where you can: note what information each lender verified, the assumptions behind its amount, and the documents it still needs. A higher preliminary amount does not by itself show that a lender is offering a better mortgage. Once you have Loan Estimates, look at the loan type, rate structure, costs, and programs that apply to the potential mortgage.
How long a preapproval letter lasts
The CFPB says a preapproval letter may typically expire after 30 to 60 days. That is a typical range, not a guaranteed duration for every lender or letter. Check the expiration date printed on yours and ask what the lender requires if it expires. It may need updated information or a renewed review; confirm the process directly instead of assuming the old letter remains usable.
Expiration matters when your home search takes longer than expected or when you are preparing to make an offer. Keep track of the date on each letter if you have spoken with multiple lenders, since they may not have the same expiration date. If one is nearing or past its stated date, ask the lender whether it can be renewed and what updated information it needs. Do not assume that an expired letter remains valid simply because your circumstances have not changed.

What to do if a lender will not issue a letter
If a lender evaluates your creditworthiness and says you do not qualify for a prequalification or preapproval letter, an adverse action notice may be required even if you have not submitted a formal loan application, according to the CFPB. Ask the lender why it declined your request and review the credit information it used. If you find errors in a credit report, the CFPB advises correcting them.

Getting the reason can help clarify whether the issue involved information in your credit history or another part of the lender’s assessment. Do not assume the lender’s decision is a final ruling on every future mortgage application: first understand the stated reason and whether correcting inaccurate information or addressing a documented issue could change a later assessment.
If you receive a notice or an explanation, use it to understand the lender’s stated reason rather than guessing. You can ask what information it relied on and review the credit information it used. If a report contains an error, the CFPB advises consumers to correct it. A lender’s decision on a preliminary letter is not the same thing as a guaranteed outcome with every lender, but it is a reason to clarify the underlying issue before moving ahead.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical comparison checklist
When you have letters from more than one lender—or are deciding whether to rely on a single one—use the same questions for each. A side-by-side comparison makes differences in process and assumptions easier to spot.
| Compare | What to record | Why it matters |
|---|---|---|
| Verification | Which income, assets, debts, and credit details were verified; which came from your report. | The label alone does not show how complete the lender’s review was. |
| Documents still needed | What the lender needs and when, including documentation relevant to complex or self-employed income. | Missing support may affect the later review, so it helps to learn requirements early. |
| Credit check | Whether the lender checked or will check credit, when, and what kind of inquiry it expects. | Either type of letter may involve a credit check, and a hard inquiry can affect a score. |
| Assumptions and conditions | The assumptions behind the stated amount and issues that could change approval, terms, or costs. | A preliminary amount is conditional, not a guaranteed loan offer. |
| Amount and expiration | The stated maximum and the specific expiration date on the letter. | A maximum is not your personal affordability limit, and the letter may expire. |
| Local seller expectations | Whether local sellers are likely to accept the kind of letter you have. | Seller expectations vary; ask a local agent or housing counselor. |
| Eventual loan offer | Loan type, rate structure, costs, and programs in each official Loan Estimate. | Compare the potential mortgage itself, not only preliminary borrowing limits. |
For a useful comparison, write down the lender’s answers rather than relying on the label printed at the top of a letter. Record the stated amount, what supports it, what remains to be verified, and the conditions that could change the result. This can help you identify the questions to resolve before making an offer and keep a preliminary estimate from being mistaken for a final decision.

Choose the next step based on what you need from the lender, not on which word sounds more definitive. If you are early in the process and want an initial estimate, ask whether the lender offers a preliminary assessment and what information it uses. If you expect to make an offer and need a letter to show a seller, ask for the lender’s preapproval process and establish how much of your information it will verify before issuing the letter.

Before relying on either result, make sure you know what was checked, what remains subject to review, what could change the outcome, and when the letter expires. If a seller requires a particular form of letter, confirm local expectations with a knowledgeable local professional and ask the lender whether its letter meets those expectations. Then keep comparing actual loan terms with official Loan Estimates once you reach that stage.
There is no universal rule that every buyer must obtain a particular type of letter first. Since lenders use the terms differently, the useful next step is to ask what the lender’s process includes and whether its letter will meet your practical needs. A seller’s expectation is a local question; the lender can explain its review and the local agent or housing counselor can help you understand what sellers commonly require in that market.
Frequently Asked Questions
What’s the difference between a prequalification letter and a preapproval letter?
Prequalification often refers to an early estimate based largely on information you report, while preapproval often involves a closer review of finances and credit. Lenders use the terms inconsistently, though, so ask what the lender verified and what remains subject to review.
Does mortgage preapproval guarantee a loan?
No. The CFPB says, “A preapproval letter is not a guaranteed loan offer.” It is a preliminary, conditional assessment; the lender may still need to review documents and other details before approving a mortgage.
Will getting preapproved hurt my credit?
A lender may check credit during either prequalification or preapproval. A credit check made in connection with applying for a new loan is generally a hard inquiry and can affect your score. Ask the lender whether it will check, when, and what kind of inquiry it expects.
How long does a mortgage preapproval last?
The CFPB says a preapproval letter may typically expire after 30 to 60 days. Check the expiration date on your specific letter and ask the lender what it requires if the letter expires.
Does a preapproval lock me into one lender?
No. A preapproval does not commit you to the lender that issued it. The CFPB recommends seeking preapprovals from at least three lenders, then comparing official Loan Estimates from potential lenders before choosing a mortgage.
What should I do if a lender declines to issue a letter?
Ask the lender for its reason and review the credit information it used. The CFPB says an adverse action notice may be required when a lender evaluates your creditworthiness and says you do not qualify for a prequalification or preapproval letter, even without a formal loan application. Correct any credit report errors you find.
The Bottom Line
Bottom line: “Preapproval” often signals a closer review than “prequalification,” but the label is not a reliable measure of what a lender has verified. Ask about the lender’s process, credit check, documentation, assumptions, conditions, and expiration date. Treat either letter as preliminary—not guaranteed financing—and compare at least three lenders’ offers and their official Loan Estimates before choosing a mortgage.
