The City of Melville’s three Moreau Mews Town Square designs were consultation options released in April 2025—not the final plan. After receiving 341 responses, Council endorsed a different concept in June: a public open space without permanent parking. The City’s September 2026 project page schedules demolition and construction from September 2026 to mid-2027, subject to change.
What were the three options?
The concepts concerned land at the corner of Moreau Mews and Kishorn Road in Applecross, within the Canning Bridge precinct. The City identifies the project properties as 50–52 Kishorn Road and 23, 29 and 31 Moreau Mews. The April 2025 designs differed in their facilities, parking and indicative cost. The descriptions and estimates below were reported by PerthNow and refer to draft consultation concepts, not the design Council later endorsed or a final project budget. PerthNow’s report on the draft options
| Draft concept | Facilities and parking | Reported estimate |
|---|---|---|
| Lowest-cost option | Open turf or oval, temporary café structure, playground, shelter, barbecue facilities and parking. | $4–5 million, as reported for the draft concept by PerthNow in April 2025; not a final budget. |
| Second option | Added a café, basketball half-court, water feature and event space. | Not stated in PerthNow’s report. |
| Highest-cost option | Underground car park with an amphitheatre above it. | $10–30 million, as reported for the draft concept by PerthNow in April 2025; not a final budget. |
What did the consultation and Council decision change?
The City’s Stage Two consultation ran from 1 April to 4 May 2025 and asked for feedback on the three draft designs. The City reported receiving 341 responses and said views on parking were split almost 50/50. City of Melville project page City of Melville consultation report
On 17 June 2025, Council endorsed an alternative concept without permanent parking, continuing the direction to turn the whole site into public open space. This was not simply one of the three April options carried forward unchanged. The endorsed concept includes open turf, a shelter and barbecue area, a playspace, an interactive water feature, café and community space with accessible toilets, public art, and a streetscape upgrade. The City says detailed design will refine the concept. City of Melville’s June 2025 decision announcement City of Melville project page

What do the published project figures mean?
The City’s published figures refer to different stages and purposes. They should not be added together or treated as a confirmed final cost: the sources do not reconcile them into one final project budget.
| Figure | What it refers to | Qualification |
|---|---|---|
| $150,000 | Detailed design | Council approved this amount in June 2025, according to the City’s 20 June concept update. City of Melville concept update |
| $4 million | Preliminary project budget reference | The City project page says this amount is for inclusion in the Long Term Financial Plan and is based on the scope approved by Council in 2023. It is not identified as a final cost. City of Melville project page |
| $4.5 million | Capital works program listing | The City’s 2026–2027 Capital Works Program lists this amount for Moreau Mews Town Square Public Open Space Development. The listing does not reconcile it with the preliminary budget reference or establish a final cost. City of Melville Capital Works Program |
When is demolition and construction planned?
The City’s project page, updated September 2026, sets out a plan to begin demolition and removal of the remaining townhouses and carpark in September 2026 and continue through mid-2027. The City notes that dates are subject to change. City of Melville project timeline
- September–October 2026: demolition of existing units.
- October 2026: demolition of the existing carpark.
- October 2026 to mid-2027: planned construction of the public open space.
Is the site already designated public open space?
No. The City says the properties are not currently designated as public open space. Council’s concept endorsement does not itself complete formal land reclassification. The City says any reclassification proposal will follow a separate process and may require further public advertising. City of Melville project page
