How much did Bayswater pay for the Maylands car park land?
PerthNow reported on 3 October 2024 that the City paid $1.1 million for 45 Ninth Avenue. The City’s FAQ confirms that it purchased the land, but does not state the transaction price. PerthNow also reported that the City had allocated funds for the purchase in its 2024–25 annual budget.
The reported purchase price is for the property. It should not be confused with the separate estimate of up to $65,000 to redevelop the site as a car park. That estimate was reported by PerthNow, not established as the final project cost. CEO Jeremy Edwards said detailed design would precede redevelopment and that costs would be presented to Council for consideration in the following year’s budget. The reporting does not establish a final construction budget.
Where is the site, and how many bays are planned?
45 Ninth Avenue is in Maylands, about 250 metres from Maylands train station, according to PerthNow. The City intends to provide 17 public car bays. The sources describe a planned car park, not a completed or operating one.

When will the car park open?
The City’s Maylands Parking Strategy FAQ describes the project as being in the design phase and says community engagement is to come. The reviewed sources do not confirm a construction start date or opening date, so neither should be treated as settled.
Why did Council reject the proposal and then buy the land?
PerthNow’s April 2024 coverage described a change in Council’s position. In early 2024, Deputy Mayor Elli Petersen-Pik proposed buying 45 Ninth Avenue for public parking, but Council rejected the proposal. Council later authorised the CEO to negotiate a purchase price. CEO Jeremy Edwards told PerthNow on 11 April that the City and seller had been unable to agree on terms at that point.

The City later allocated funds in its 2024–25 budget and completed the purchase, announced in September 2024. The reporting establishes that sequence, but does not explain what changed in the negotiations or provide the final terms beyond the price reported later by PerthNow. At the time of the April coverage, the property had development approval for a three-storey residence; that report does not establish whether the approval remains current or what effect the City’s purchase had on it.
What does the purchase mean for Maylands parking policy?
The car park is one element of a broader approach, not a published measure of a quantified parking shortage. The City FAQ describes its Maylands strategy as balancing the needs of residents, businesses and town-centre patrons. It says Ninth Avenue time restrictions are intended to reduce pressure from all-day commuter parking, with impacts to be monitored.

The FAQ also lists possible restrictions on George Street, Warne Street, Rowlands Street and Whatley Crescent as future investigations requiring separate resident consultation. These are proposals for consideration, not changes already in force.
The City’s Payment in Lieu of Car Parking Policy, adopted on 25 July 2023, sets out broader aims: helping non-residential developments address parking shortfalls through contributions, facilitating publicly accessible bays, supporting appropriate parking provision in town and activity centres, and encouraging walking, cycling and public transport. The policy page says a Payment in Lieu of Parking Plan is required for the policy to apply. The available sources do not establish that contributions under this policy funded the Ninth Avenue purchase.

What the available figures do—and do not—show
PerthNow reported that the site covers 592 square metres in its April 2024 coverage. The purchase, planned capacity and redevelopment estimate describe the project, but they do not quantify local parking demand or show whether 17 bays will meet it. The material reviewed includes no named study or independently measured shortfall figure.
Assessing the policy trade-off would require more than the purchase price: relevant considerations include when public bays become available, the full redevelopment cost, access for businesses and visitors as well as commuters, effects on walking, cycling and public transport, and the future flexibility of publicly owned land. The cited materials do not quantify those effects.
