What was approved, and when?
The Metro Inner Development Assessment Panel approved application DAP/25/02948 on 17 December 2025 for a drive-through fast-food outlet at Lot 500, 43 Yirrigan Drive, Mirrabooka. The decision and its conditions are recorded in the Metro Inner Development Assessment Panel minutes and determination.
PerthNow reported on 10 December 2025 that Starbucks was the proposed operator, calling it Perth’s ninth Starbucks location. That is the local report’s description: the formal determination identifies the use generically and does not name Starbucks.
What is the reported project scope?
PerthNow reported the proposal was valued at $2.1 million, would remove 37 existing parking bays, and would provide 10 parking spaces for the cafe. Those figures describe the proposal as reported by PerthNow; they are not additional terms in the formal decision.

The same report said public consultation was waived under a City of Stirling local planning policy because the proposal was below a $2.5 million threshold and in a commercial context. The determination does not independently set out that explanation, so it should be understood as PerthNow’s account.
What conditions must be addressed?
The determination refers to plans including site and pedestrian-access plans dated 7 November 2025. Its conditions require measures at different stages of the project, including:

- Pedestrian paths alongside the drive-through lane must connect to existing footpaths.
- A construction management plan must be provided before a building-permit application.
- A public-art proposal must be submitted and the art installed before occupation.
- Recommendations from an environmental noise assessment must be implemented.
- A sustainable-design statement is required.
- Landscaping must be planted and maintained.
These requirements mean planning approval is not the end of the approvals and delivery process; the relevant conditions and other required approvals still apply before the corresponding stages.
Does planning approval mean the cafe can open?
No. The determination expressly says it is not a building permit or authority to commence or carry out development under other laws. It also says the approval lapses after four years unless the development is substantially commenced within that period. The approval date is 17 December 2025.

In PerthNow’s report, City of Stirling officers said: “The proposal involves converting an underutilised car park into an active commercial space, introducing landscaping and public art, and contributing to improving the overall amenity of the precinct.” That is the officers’ rationale as quoted by the publication; it does not change the generic land-use description in the panel’s determination.
