Microsoft’s business pricing changes are no longer “about to” happen: selected Microsoft 365 commercial prices and packaging took effect July 1, 2026. But there is no single new Copilot price. Businesses now need to account for the base Microsoft 365 subscription, a paid Copilot license or bundle, and—in some agent scenarios—usage charges. Existing customers may not see the suite-price change until renewal, while Microsoft is showing an $18 first-year Copilot Business promotion through September 30, 2026.
What changed, and what it means for your bill
- Selected Microsoft 365 suite prices rose: Microsoft’s commercial pricing and packaging update took effect July 1, 2026. Microsoft says existing customers stay on current pricing until renewal; standalone Teams and Copilot SKUs are not part of this general suite update. Microsoft’s licensing notice explains the change.
- Copilot Chat is included for eligible customers: It offers web-grounded chat, but is not the same as paid, work-grounded Microsoft 365 Copilot.
- Copilot Business has separate pricing: The standard annual price signal is $21 per user per month. Microsoft’s direct page currently displays $18 per user per month for the first year for qualifying purchases made July 1–September 30, 2026.
- Flexible billing costs more: Partner materials list $22.05 per user per month for an annual commitment paid monthly, or $25.20 for a monthly commitment paid monthly.
- Agents can add consumption charges: Custom agents used with Copilot Chat may be metered, and Copilot Studio offers credit-based capacity rather than another flat per-user Copilot license.
These are different cost layers. For a useful comparison, add the Microsoft 365 base license, Copilot license or bundle, any agent consumption, and applicable taxes or channel charges. Prices below are U.S. signals, not guaranteed quotes: geography, SKU, agreement, reseller, and billing terms can change the amount.
Copilot Business: add-on pricing and the promotion
Microsoft positions Copilot Business for organizations with up to 300 users and requires an eligible Microsoft 365 Business plan. Microsoft’s business pricing page displays a $18 per user per month first-year offer for qualifying existing Microsoft 365 customers buying between July 1 and September 30, 2026. The offer requires an annual commitment, automatically renews, and cannot be combined with other offers. Treat $18 as an introductory price, not the ongoing rate; check the renewal price and terms before committing.
| Copilot Business billing choice | U.S. price signal | Commitment and qualification |
|---|---|---|
| Annual commitment, paid annually | $21 per user per month | Standard annual price signal from Microsoft partner material. |
| Annual commitment, paid monthly | $22.05 per user per month | Annual commitment; monthly payments. |
| Monthly commitment, paid monthly | $25.20 per user per month | Monthly flexibility; 20% above the $21 annual/annual signal. |
| Promotional annual offer | $18 per user per month | First year only; qualifying purchases July 1–September 30, 2026; annual commitment and automatic renewal. |
The billing figures, including the $21, $22.05, and $25.20 signals, come from Microsoft partner presentation materials. They are not a substitute for a quote for your market and channel. At the standard signals, 100 seats cost $25,200 for a year on annual/annual billing versus $30,240 on monthly/monthly billing—a $5,040 difference before tax, promotions, reseller discounts, or base-plan costs.

Bundles versus adding Copilot to your existing plan
Microsoft partner materials describe Business Basic, Standard, and Premium bundles with Copilot, but prices can differ across direct-buy and partner presentations. One Microsoft partner announcement says promotional Standard-with-Copilot and Premium-with-Copilot offers were transitioning into permanent subscriptions, with updated list-price signals of $23.50 and $32 respectively for the bundle variants it describes. A separate partner slide deck lists annual/annual signals of $27 for Business Basic plus Copilot Business, $33.50 for Business Standard plus Copilot Business, and $43 for Business Premium plus Copilot Business. These are not interchangeable quotes; confirm the exact SKU, market, term, and channel with Microsoft or your reseller.
Check Microsoft’s partner announcement and the partner pricing presentation against the offer you can actually buy. A bundle may be sensible if you are already upgrading the base plan or need its included management and security capabilities. An add-on can be the better fit when you already have an eligible plan and only selected users need paid Copilot.

Copilot Chat is not the paid work-grounded Copilot
Eligible Microsoft 365 business and enterprise subscriptions include Microsoft 365 Copilot Chat at no additional license charge. Microsoft describes it as web-grounded chat with the Copilot app and some Outlook functionality. Paid Microsoft 365 Copilot adds work-grounded capabilities powered by Work IQ, integration in apps such as Word, Excel, PowerPoint, Outlook, and Teams, prebuilt agents such as Researcher and Analyst, and enhanced analytics. App availability varies by market and license; Teams features require a Teams license. Microsoft’s Copilot Chat licensing explanation and product pricing page set out the distinction.
| Capability | Copilot Chat | Copilot Business or Microsoft 365 Copilot |
|---|---|---|
| Included with eligible Microsoft 365 plan | Yes | No; paid license or bundle. |
| Web-grounded chat | Yes | Yes |
| Work-grounded context and Work IQ | Not equivalent to the paid experience | Yes |
| Copilot in core Microsoft 365 apps | Limited and license-dependent | Yes, subject to app and market availability. |
| Teams functionality | Requires Teams and appropriate licensing | Requires Teams and qualifying setup. |
| Prebuilt agents such as Researcher and Analyst | More limited | Included for licensed users, subject to availability. |
| Custom agents | Metered usage may apply | Licensed users can use assistive custom agents at no additional cost; broader scenarios may still involve service terms or capacity. |
| Advanced adoption and ROI analytics | Limited | Included for licensed organizations. |
“Included” does not mean every agent workload is unlimited. Microsoft’s product materials distinguish the user license from metered agent and Copilot Studio services.

How the Microsoft 365 price increase fits in
The July 1 update affects selected Business, Enterprise, Frontline, Government, and standalone products, and adds features to some suites. Microsoft says tenants should receive at least 30 days’ notice in the Microsoft 365 Message Center before packaging changes become available. Its licensing notice gives these U.S. list-price examples:
| Microsoft 365 SKU | Previous monthly price | Price effective July 1, 2026 | Increase |
|---|---|---|---|
| Office 365 E3 with Teams | $23 | $26 | 13% |
| Office 365 E5 with Teams | $38 | $41 | 8% |
| Microsoft 365 E3 with Teams | $36 | $39 | 8% |
| Microsoft 365 E5 with Teams | $57 | $60 | 5% |
| Office 365 E3 without Teams | $14.45 | $17.45 | 14% |
| Microsoft 365 E3 without Teams | $27.45 | $30.45 | 11% |
These are U.S. list prices, not universal rates. Currency, geography, agreement, channel, and billing terms matter. The update is not a standalone Copilot SKU increase: Microsoft says standalone Teams and Copilot SKUs are excluded from the general commercial-suite change. The connection for buyers is that some plans gain Copilot-related features and the underlying Microsoft 365 plan itself may cost more.
For enterprise buyers, Microsoft lists Microsoft 365 Copilot at $30 per user per month, paid yearly, with a separate qualifying Microsoft 365 license required. See Microsoft’s enterprise pricing page. Organizations above Copilot Business’s 300-user threshold should assess enterprise licensing rather than assume the Business offer applies.

Microsoft says Copilot Chat users can use organization-built custom agents on a metered basis, and an Azure subscription is required for agents in the relevant Copilot Chat model. Copilot Studio’s June 2026 licensing guide lists a $200 monthly Copilot Credit Pack containing 25,000 Copilot Credits per month. This is capacity for agent-related workloads, not a per-user Copilot subscription. See Microsoft’s Copilot pricing details and June 2026 Copilot Studio Licensing Guide.

Best Value
Before deploying agents broadly, identify who can build and use them, which Azure or Copilot Studio capacity applies, and how usage will be monitored. A flat per-seat budget alone may not capture these workloads.
Which option fits your organization?
Use Copilot Chat for broad, lower-cost access
Copilot Chat may be enough when employees mainly need web-grounded answers, use AI occasionally, or do not need deep access to internal Microsoft 365 work data. It also suits a cautious rollout where you want to learn which teams have valuable use cases before buying seats. The trade-off is fewer work-grounded capabilities, and custom agents can bring metered costs.
License Copilot Business selectively
For eligible organizations of up to 300 users, assign Copilot Business to people whose routine work depends on documents, spreadsheets, presentations, email, or meetings—for example, heavy Office users, managers, executives, and customer-facing staff. Begin with the workflows that can justify the per-user cost rather than assuming every employee needs a seat. Compare the add-on with a bundle only after accounting for what the base plan includes.
Assess enterprise licensing for larger or more complex deployments
Organizations above the Business user limit, or those with complex governance and enterprise needs, should compare Microsoft 365 Copilot’s enterprise offer with their qualifying base licenses and deployment requirements. Before a broad rollout, review data permissions, security, training, adoption, and how the organization will measure value.

What to check before renewal or purchase
- Find the exact SKU and contract: Note your Microsoft 365 plan, Teams status, channel, billing term, and renewal date.
- Confirm when the suite change reaches you: July 1 has passed, but Microsoft says existing customers remain on current pricing until renewal. Check the renewal documents and Message Center notice rather than assuming every tenant changed on July 1.
- Count likely paid users: Separate employees who need work-grounded Copilot from occasional users who may be served by Copilot Chat.
- Compare add-on and bundle totals: Include the base Microsoft 365 license and any plan upgrade, not just the Copilot line item.
- Model the second year: If considering the displayed $18 offer, verify eligibility and automatic-renewal terms, then budget at the applicable post-promotion price.
- Choose billing deliberately: Compare annual commitment with monthly commitment and understand the cost of flexibility.
- Check agent costs separately: Ask whether the planned agents require Azure, metered billing, or Copilot Studio credits, and decide how usage will be tracked.
- Get a quote for your market and channel: Direct-buy pages and partner materials can present different SKUs and prices; confirm cancellation and renewal terms in the actual offer.
