Microsoft’s reported August 2020 reorganization regrouped teams across Windows, customer-facing experiences and Azure infrastructure. Petri’s account described changes to Experiences and Devices, new Azure organizations and leadership assignments; it was a historical organizational reshuffle, not a current product announcement.
What changed in the reorganization?
Brad Sams reported the changes for Petri on August 6, 2020. The report described a reorganization across Windows and Azure, with some COSINE services moving toward Microsoft’s Experiences and Devices organization and Azure teams being consolidated or grouped under new structures. Petri’s page also carries a September 4, 2024 update label; that is not the date of the reported reorganization. Petri’s report is the source for the specific team and leadership details below; a primary Microsoft announcement confirming the complete set of changes was not located.
Which teams were connected to Windows and customer experiences?
COSINE services and Experiences and Devices
Petri reported that some COSINE services were moving into Experiences and Devices, then led by Panos Panay. The report framed the move as bringing Windows and Surface work closer to customer-facing experiences. It said Michael Fortin’s role expanded to lead a group combining services teams from COSINE and Microsoft 365 Experiences and Services. It also named Kevin Gallo, Mark Alcazar and Kristian Andaker among COSINE team leads moving to Panay’s organization.
Windows engineering and product management
The report described a new Windows, Developer and Experiences engineering team led by Jeff Johnson, alongside a corresponding product management team led by Linda Averett. It said Project Reunion was likely to fall under Windows leadership. That was presented as a likelihood, not a confirmed formal appointment.

How to interpret the reported changes
- They crossed organizational boundaries. Some COSINE services were reported as moving toward Experiences and Devices, while Azure teams were regrouped under Azure Core, Azure Edge + Platform and Azure for Operators.
- The functions differed. The Windows-related changes centered on development, product management and customer-facing experiences; the Azure changes covered cloud infrastructure, edge services and operator networking.
- Not every detail had the same certainty. Petri described team moves and leadership assignments as changes, while Project Reunion’s placement was only described as likely.
- The rationale is reported context. The explanation about aligning Windows and Surface work with customer experiences reflects the report’s framing, not independently verified Microsoft policy language.
