Pakistan’s national consumer price index (CPI) was 6.15% higher year over year in November 2025, while it rose 0.40% from October. The 6.15% figure compares prices with November 2024; it is not a one-month increase. The Pakistan Bureau of Statistics (PBS) reported both figures in its November release, using the 2015–16 base.
What was Pakistan’s inflation rate in November 2025?
The national CPI rose 6.15% year over year and 0.40% month over month in November, according to the Pakistan Bureau of Statistics (PBS). In its release, PBS said: “CPI National for the month of November, 2025 increased by 0.40% over October, 2025.”
These rates describe two different comparisons. Year-over-year inflation compares the November 2025 index with November 2024. Month-over-month inflation compares it with October 2025. The index increased over both periods, but the changes are not interchangeable.
Did food prices go down in Pakistan in November?
Some food prices eased from October, especially perishable foods, but the broad food index remained higher than a year earlier. PBS reported the following national changes:

The monthly decline in perishables does not mean food prices overall were lower than a year earlier. The broad food group was up 5.53% year over year, while the perishable and non-perishable subgroups moved in opposite directions over that comparison.
Individual foods moved in different directions
Monthly price changes varied by item and area. PBS recorded tomatoes down 53.31% in urban areas and 59.55% in rural areas, while fresh vegetables fell 5.90% urban and 12.38% rural. At the same time, onions rose 47.94% urban and 57.52% rural, and chicken rose 17.36% urban and 11.82% rural. A weighted food index can therefore decline even when some items become more expensive.
How did urban and rural inflation compare?
Prices rose at different rates in urban and rural areas. Urban CPI increased 0.54% from October and 6.05% from November 2024. Rural CPI increased 0.20% month over month and 6.29% year over year. The national rate is not simply either one of those local rates; it is a weighted average of urban and rural CPI.
What does the July–November average show?
For July through November 2025–26, the average CPI was 5.01% higher than in the same five months of 2024–25. This period average answers a different question from November’s 6.15% year-over-year rate: it compares the average index across five months with the corresponding five months a year earlier. It should not be used as the November rate.

How does PBS calculate CPI?
PBS describes CPI as a measure of changes in household consumer prices. Under the 2015–16 base, the urban index covers 35 cities and 356 consumer items; the rural index covers 27 rural centers and 244 items. The national CPI across 12 major groups is a weighted average of urban and rural CPI. The PBS Price Statistics page explains the scope and publication system.
Weights matter because items do not contribute equally to the index. In the November release, Food & non-alcoholic Beverages had a national weight of 34.58%; perishable foods accounted for 4.99%, and non-perishable foods 29.60%. A household’s experience can differ from the CPI because its spending pattern, location and the specific goods it buys may differ from the weighted basket.

What the November figure means for households
The 6.15% rate indicates that the national CPI basket cost more, on average, than it did in November 2024; it does not mean every household’s expenses rose by exactly 6.15%. The 0.40% monthly increase also shows that the overall index continued to rise from October, despite the monthly easing in the broad food group and the sharper drop in perishables. These are historical figures for November 2025, from a PBS release dated 1 December 2025; they are not a current inflation update.
