Microsoft has not replaced OpenAI. It has expanded from an OpenAI-centered strategy to a multi-model approach by adding Anthropic’s Claude to selected Microsoft 365 Copilot workflows and Microsoft Foundry. OpenAI models remain part of Copilot, while Claude gives some developers, administrators, and enterprise customers another option.
That distinction matters for anyone evaluating Microsoft’s AI products, cloud spending, data policies, or exposure to the rapidly changing AI market.

What Microsoft actually adopted
Microsoft adopted access to Anthropic’s Claude models—not Anthropic itself, and not a wholesale replacement for OpenAI.
In its September 24, 2025 announcement, Microsoft said Microsoft 365 Copilot would continue using OpenAI models while adding Claude Sonnet 4 and Claude Opus 4.1. The initial focus was on the Researcher agent and custom agents created through Copilot Studio.

The timeline behind the headline
- September 10, 2025: Reporting said Microsoft planned to add Claude to Microsoft 365 and was considering access through Anthropic’s infrastructure, potentially involving AWS. Windows Central reported the initial plan.
- September 24, 2025: Microsoft officially announced Claude for selected Microsoft 365 Copilot experiences while reaffirming that OpenAI models would remain available.
- November 18, 2025: Anthropic announced that Claude had expanded to Microsoft Foundry, Microsoft’s platform for building and deploying AI applications and agents. The announcement named Claude Sonnet 4.5, Haiku 4.5, and Opus 4.1 in public preview.
- Current position: Foundry documentation describes both Azure-hosted and Anthropic-hosted Claude offerings, with availability and lifecycle status varying by model and deployment option. An Azure Marketplace subscription is required for Claude through Foundry. Microsoft’s Claude documentation explains the options.
Where Microsoft customers can encounter Claude
Microsoft 365 Copilot
Claude initially appeared in specific experiences rather than as a universal switch for every Copilot response. The relevant surfaces include Researcher, Copilot Studio, and custom agents. Microsoft documentation also identifies Anthropic models in connection with Power Platform, Agent Mode in Excel, and agents for Word, Excel, and PowerPoint, although access can depend on licensing, rollout stage, tenant settings, region, and preview status. Microsoft’s subprocessor documentation lists the relevant Microsoft 365 connections.
A Microsoft 365 user should not assume that Claude can be selected for every task across Word, Excel, Outlook, and PowerPoint. End-user controls, administrator policies, and Microsoft’s own routing are product-specific.

Microsoft Foundry
Foundry gives Azure customers a more direct way to select Claude when building enterprise applications, agents, coding workflows, and research or office-task tools. Developers can use an Anthropic-compatible messages endpoint such as:
https://<resource-name>.services.ai.azure.com/anthropic/v1/messages
The documented API version header is:
anthropic-version: 2023-06-01
Before using these details in production, developers should confirm the current model identifier, region, SDK, authentication method, and deployment instructions.

GitHub Copilot
GitHub Copilot is already a multi-model coding product. GitHub lists Anthropic models among its supported options and publishes model-specific billing information, including input, cached-input, cache-write, and output pricing. The billing documentation is separate from Microsoft 365 and Foundry economics.
Consequently, the Microsoft 365 announcement was not the first time Microsoft-connected developers could access Claude.

Sometimes—but not universally.
- Microsoft 365 Copilot: Claude was initially exposed through selected experiences such as Researcher and Copilot Studio, not as a global “use Claude everywhere” control.
- Microsoft Foundry: Developers and administrators can select Claude models when creating or deploying applications, subject to model availability, permissions, subscription requirements, and regional restrictions.
- GitHub Copilot: Model selection depends on the Copilot plan, client, organization policy, rollout status, and supported models.
- Microsoft orchestration: In some Copilot experiences, Microsoft may determine which model or workflow handles a request rather than exposing the choice directly to the end user.
Why Microsoft is adding Claude
Microsoft’s public explanation emphasizes choice and flexibility. The broader strategic reasons are straightforward, although they should be treated as analysis rather than proof of dissatisfaction with OpenAI.
- Less single-vendor dependence: Multiple suppliers reduce exposure to changes in pricing, capacity, commercial terms, or product direction from one provider.
- Task-specific performance: Models can behave differently on coding, long-context research, spreadsheets, presentations, reasoning, and agent workflows. A model that performs well for one workload is not automatically best for every workload.
- Stronger negotiating position: Alternative suppliers give Microsoft more commercial leverage.
- A more attractive Foundry platform: Azure can position Foundry as a place where businesses govern and deploy several leading models rather than committing to one.
- Distribution for Anthropic: Anthropic gains access to Microsoft’s enterprise customer base without needing to displace OpenAI.
The deeper change is that Microsoft is trying to own the enterprise control plane—identity, permissions, business-data access, orchestration, governance, billing, and support—while treating the underlying model as one replaceable component.
Does this mean Microsoft and OpenAI are breaking up?
No verified evidence in the cited announcements supports that conclusion. Microsoft explicitly said Copilot would continue using OpenAI’s latest models while adding Anthropic models. The accurate description is that Microsoft is reducing exclusivity and increasing optionality.

It would be misleading to say that Microsoft dumped OpenAI, replaced ChatGPT, or made Claude the default Microsoft AI. Microsoft still has reasons to keep OpenAI deeply integrated, including existing technical work, customer familiarity, product continuity, and access to OpenAI’s model roadmap.
Why AWS entered the story
The original reporting highlighted a potentially unusual arrangement: Microsoft could access Claude through Anthropic’s infrastructure, which could mean paying AWS because AWS is Anthropic’s primary cloud partner. That detail illustrated Microsoft’s willingness to source strategically important AI capability outside its own cloud stack.
It does not describe every Claude deployment in Foundry. Microsoft’s documentation distinguishes Azure-hosted Claude from Claude hosted on Anthropic infrastructure.
Azure-hosted versus Anthropic-hosted Claude
“Claude through Microsoft” does not by itself answer where a request is processed. The hosting mode can affect data residency, procurement, support, compliance analysis, and availability.
| Issue | Azure-hosted Claude | Anthropic-hosted Claude |
|---|---|---|
| Infrastructure | Runs on Azure infrastructure. | Runs on Anthropic infrastructure. |
| Procurement | Uses the Microsoft Foundry and Azure route. | May be accessed through Foundry, while Anthropic operates the model infrastructure. |
| Data residency | Depends on the exact deployment and Azure region. | Must be checked against Anthropic’s processing terms and the specific offering. |
| Support | Azure or Microsoft support arrangements may apply. | Anthropic support and Microsoft commercial terms may both be relevant. |
| Compliance | Verify the exact model, region, and certification. | Do not assume Azure compliance automatically applies. |
| Availability | Model availability and lifecycle may differ from the Anthropic-hosted option. | Not every model is available in both hosting modes. |
Azure branding is therefore not proof that every Claude request has the same processing, residency, or support properties as a first-party Microsoft model.

How Claude usage is billed in Microsoft Foundry
Foundry uses Claude Consumption Units (CCUs) for Claude billing. A CCU is a billing unit, not a new model or API protocol. Token usage is converted into CCUs using Anthropic’s per-model rates, while a fixed CCU price is published through the Azure Marketplace offer.
Microsoft’s billing documentation says usage is metered hourly and invoiced monthly in arrears. Private offers may provide discounts, and spending may qualify for Azure Consumption Commitment treatment. See the Foundry billing documentation for the applicable mechanics.
There is no universal Microsoft price for a Claude request. The result depends on the model, hosting mode, region, contract, Marketplace offer, discounts, and date. Teams should also plan capacity using tokens per minute and requests per minute; CCUs do not replace those operational limits.
Microsoft 365 Copilot licensing, Foundry consumption, and GitHub Copilot model billing are separate systems. Do not combine them into one assumed per-user price.

Privacy, compliance, and data residency
Microsoft identifies Anthropic as a subprocessor for certain Microsoft Online Services and provides administrator controls for Anthropic model settings through the Microsoft 365 admin center. That does not mean every Claude-enabled workflow has identical terms.

Administrators should verify:
- whether Anthropic models are enabled for the tenant;
- whether the organization’s data-processing terms cover the exact workflow;
- whether the feature is preview or generally available;
- where data is processed and whether it crosses a required geographic boundary;
- whether Claude is Azure-hosted or Anthropic-hosted;
- whether regulated or confidential information is permitted;
- how audit, retention, and eDiscovery operate; and
- how users are informed when a third-party model is involved.
An Azure subscription or Microsoft 365 Copilot license alone is not proof that every Claude workflow meets a company’s residency, compliance, or support requirements.
When Claude may make sense—and when OpenAI may remain preferable
Claude may be attractive when:
- the organization wants model diversity;
- developers already use Anthropic APIs or Claude tooling;
- testing shows strong results on the organization’s coding, research, long-context, or agent workloads;
- the team wants Microsoft identity, governance, procurement, and billing alongside a non-OpenAI model; or
- the application needs multi-model deployment through Foundry.
OpenAI may remain preferable when:
- existing applications depend on OpenAI-specific APIs or tooling;
- the organization has standardized on OpenAI model behavior;
- a workflow relies on Microsoft’s deepest OpenAI integration;
- a required model, region, certification, or support arrangement is unavailable for Claude; or
- switching would create unacceptable output variation or evaluation costs.
The right question is not “Which brand is best?” It is “Which model, in which hosting mode, performs reliably and compliantly for this workload at an acceptable total cost?”
What to test before enabling or switching models
- Use representative documents, spreadsheets, presentations, code repositories, and prompts—not generic benchmark examples.
- Compare factual accuracy, citations, formulas, tool calls, formatting, refusal behavior, latency, and error recovery.
- Test long documents and repeated agent loops for context and cost problems.
- Confirm the model’s production availability in the required region.
- Check Azure Marketplace permissions and the applicable billing offer.
- Confirm whether requests use Azure or Anthropic infrastructure.
- Review data-processing, retention, audit, and geographic-boundary requirements.
- Define fallback behavior if a model becomes unavailable or changes lifecycle status.
- Monitor token volume, CCU consumption, requests per minute, and output quality after deployment.
Model quality is workload-specific. A claim that Claude is “better” than OpenAI is meaningful only when it identifies the task, model versions, prompts, evaluation set, metric, language, and test date.
