The allegation is historical, not a newly discovered 2026 incident. On January 10, 2019, TechCrunch reported that an investigation commissioned from online-safety firm AntiToxin found Bing returning child sexual abuse material (CSAM) in image-search results and generating suggestions that could direct users toward it. Microsoft said Bing used PhotoDNA and human moderation, but its public explanation did not resolve key questions about how the material passed through its safeguards, how widespread the problem was, or what corrective action followed.
Microsoft’s current documentation describes broader detection, removal, reporting, and transparency systems. Those policies matter, but they do not independently prove that the 2019 failure was fully explained or that similar failures are impossible today.

What the 2019 investigation found
AntiToxin reportedly tested Bing from December 30, 2018, through January 7, 2019, under legal oversight. TechCrunch published its findings on January 10, 2019, and Windows Central summarized the report and Microsoft’s response the following day.
The investigation concerned two separate Bing surfaces:

- AMD RYZEN 3 30 PROCESSOR - Everyday performance you can count on; Multitask, stream, game casually, and edit photos smoothly with responsive power and vibrant HDR visuals
- ENJOY UP TO 14 HOURS AND 15 MINUTES OF BATTERY LIFE - HP Fast Charge restores battery from 0 to 50% in approximately 45 minutes
- AMD RADEON 610M GRAPHICS - Experience smooth entertainment; Built for streaming and multitasking, enjoy realistic visuals and efficient performance for work and play
- STORAGE AND MEMORY - 512 GB PCIe NVMe M.2 SSD offers fast speed and efficient storage; and 8 GB LPDDR5 RAM memory boosts performance with higher bandwidth
- Image search: Bing reportedly returned illegal abusive imagery under certain conditions.
- Autocomplete and suggested searches: Bing reportedly generated suggestions that could steer users toward abusive material.
The published reporting supports a narrower conclusion than the original headline: a test conducted during a defined period found that Bing could surface or suggest CSAM. It does not establish that Microsoft intentionally promoted it, that Bing was broadly saturated with illegal material, or that the results appeared to every user in every country.
For safety reasons, the original queries and imagery should not be reproduced. They are unnecessary to understand the finding and could facilitate further abuse.
TechCrunch’s January 10, 2019 report is the primary contemporary source for the investigation’s dates, methodology description, findings, and Microsoft’s response.
What Microsoft said—and what it did not explain
Microsoft did respond to the reporting. Its spokesperson said Bing indexed large amounts of web content and used a combination of PhotoDNA and human moderation. The company acknowledged that screening systems were not perfect.
That is more accurately described as a limited explanation than as no response at all. However, the public account reported at the time did not provide a detailed technical incident report or answer every accountability question raised by the findings.

The available coverage did not fully establish:
- How many pages or images were affected.
- Whether the reported material matched imagery already known to organizations such as the National Center for Missing & Exploited Children (NCMEC) or the Internet Watch Foundation (IWF).
- Whether a failure occurred in image classification, hash matching, indexing, ranking, thumbnails, autocomplete, or several systems.
- How long the material had been visible or whether it was available in particular regions only.
- Whether Microsoft reported the material to NCMEC or law enforcement.
- What specific changes Microsoft made after the investigation.
These are unresolved questions in the cited public record—not proof of a particular technical failure or intent.
How search engines are supposed to detect CSAM
Search moderation generally relies on several layers rather than one universal filter:
Recommended Free Tools
Hash matching
Known abusive images can be converted into digital fingerprints, or hashes. A platform compares newly encountered files with databases of hashes supplied or maintained by trusted organizations. Microsoft says PhotoDNA was developed with Dartmouth College in 2009 to help identify known child-exploitation imagery, and that the hashes cannot be reversed to recreate the original images.
Hash matching is powerful for known material, but it is not the same as understanding every image on the internet. It may not identify previously unseen material, and altered files or transformations can complicate matching depending on the system.
Human review
Automated systems can flag potential matches or reports for trained reviewers. Human moderation may provide context and escalation, but it also operates within capacity, evidence, and legal constraints.

Index and URL removal
A search engine can remove a page or image link from its index without controlling the website that hosts the material. Microsoft’s current Bing documentation explicitly notes that removing a result from Bing does not remove the underlying content from the web or prevent access through other means.

Autocomplete is a separate product surface from ordinary search results. It requires its own filtering and abuse-detection rules. A platform can therefore have different weaknesses in suggestions, rankings, thumbnails, and indexed pages.
Reporting and escalation
Platforms may receive reports from users, trusted organizations, and law-enforcement agencies. Current Microsoft documentation identifies NCMEC, the IWF, and Germany’s FSM among organizations whose reports or identifications can support Bing removals.
Why PhotoDNA cannot guarantee perfect results
It would be incorrect to conclude that PhotoDNA “should have caught everything.” Hash-based systems are primarily designed to recognize known material or close matches. They do not guarantee that new abusive imagery will be identified before it enters an index, appears in a thumbnail, or is used by a suggestion system.
Search exposure can also involve several stages:
- A third-party page is discovered and indexed.
- Images or metadata are processed.
- Results are ranked and displayed.
- Autocomplete generates or selects suggestions independently.
- Reports, hash databases, and removal requests are processed.
A problem at any stage can create exposure even when other safeguards are operating. The fact that Bing links to third-party content also matters: showing a search result is not the same as Microsoft hosting the source material, although Bing still controls whether it indexes, ranks, previews, or suggests that link.

What Microsoft says Bing does today
Current safeguards, according to Microsoft
- Bing says it removes pages identified by credible agencies as hosting or providing access to CSAM.
- Microsoft says PhotoDNA is used for relevant imagery in Bing Visual Search.
- Microsoft describes PhotoDNA and MD5 hash matching against hashes obtained from organizations including NCMEC and the IWF in its EU Digital Services Act materials.
- Microsoft publishes periodic Digital Safety Content Reports and broader transparency reports.
Microsoft’s reporting covers categories including child sexual exploitation and abuse imagery, grooming, extremist and terrorist content, and non-consensual intimate imagery. Its Digital Safety Content Report, transparency reports, and Bing EU Digital Services Act report describe the company’s current approach.
These sources are Microsoft’s own descriptions of its systems. They are evidence of stated policies and processes, not an independent audit proving perfect enforcement or establishing that every issue from 2019 was resolved.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.SafeSearch is not the same as CSAM detection
SafeSearch is primarily a user-facing filter for sexually explicit content. It should not be treated as Microsoft’s sole or primary system for identifying illegal child-abuse material.
Microsoft’s current Edge policy documentation lists three Bing SafeSearch modes:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- No restrictions: does not apply the stricter filtering modes.
- Moderate: filters explicit adult images and videos, but does not necessarily filter explicit text.
- Strict: filters adult text, images, and videos.
Settings may vary by country or region. Organizations can enforce SafeSearch through supported Microsoft Edge controls; Microsoft documents the ForceBingSafeSearch policy for Windows and macOS Edge versions 77 and later, while listing Android and iOS as unsupported for that policy. SafeSearch can reduce exposure to adult material, but its settings should not be presented as a guarantee against illegal content.

What the evidence does—and does not—show
| Claim | What the cited record supports |
|---|---|
| Bing surfaced CSAM | A 2019 investigation reported that Bing returned or suggested abusive imagery under tested conditions. |
| Microsoft intentionally promoted CSAM | Not established by the cited evidence. Availability or ranking does not itself prove intent. |
| PhotoDNA failed | Not established. The public record does not show whether the material matched known hash databases. |
| Bing was broadly full of illegal imagery | Not established. The investigation’s scope does not prove prevalence across all users, regions, queries, or dates. |
| The problem is fixed | Microsoft now describes more extensive safeguards, but policy documents alone do not prove that every failure mode has been eliminated. |
How to report suspected CSAM safely
Do not search for, download, save, or share suspected CSAM. Do not attach or redistribute abusive imagery to prove a report.
If you encounter suspected material, preserve only the minimum lawful information needed to report it—such as the page URL and the time observed—if doing so is safe and legally appropriate. Use Microsoft’s Bing reporting and “Report a Concern” process. In the United States, reports can be submitted to NCMEC’s CyberTipline. If a child faces immediate danger, contact emergency services.
The accountable conclusion
The 2019 episode was a serious, documented moderation failure under the conditions tested by AntiToxin and reported by TechCrunch. Microsoft did not remain entirely silent: it cited broad indexing, PhotoDNA, and human moderation. But the response was limited, and the public record cited here did not explain the incident’s full scope, technical cause, duration, reporting history, or subsequent remediation.
Microsoft’s current policies show a more formal safety framework than the 2019 coverage described. They should be evaluated as current company claims and mechanisms—not used either to erase the historical finding or to claim that Bing can no longer fail.
