DeepSeek-R1’s release on January 20, 2025, challenged the assumption that advanced AI necessarily requires ever-larger training budgets. Nine days later, during Meta’s fourth-quarter earnings discussion, Mark Zuckerberg defended the company’s infrastructure buildup rather than announcing a retreat. His argument was that cheaper models could ultimately create more demand for computing when AI services reach billions of people.
That public stance was broadly validated by Meta’s subsequent guidance: capital spending rose from the company’s original 2025 range of $60 billion–$65 billion to $64 billion–$72 billion, while Meta later forecast $115 billion–$135 billion of capital expenditures for 2026. Those figures show strategic follow-through, not proof that every AI investment will earn an attractive return.

What happened between DeepSeek’s release and Meta’s earnings call?
DeepSeek announced DeepSeek-R1 on January 20, 2025, describing it as a reasoning model and publishing technical materials through its documentation (DeepSeek-R1 release). Meta reported fourth-quarter and full-year 2024 results on January 29, 2025 (Meta’s results release).
The timing made Meta’s call an immediate test of whether a supposedly efficient model would cause the company to reduce planned data-center and GPU spending. Contemporary coverage summarized Zuckerberg’s posture as “unfazed,” but that word describes his public response, not a verifiable private emotion. He acknowledged that it was too early to know DeepSeek’s long-term effect while arguing that Meta should continue building capacity.

Why DeepSeek unsettled the AI investment story
DeepSeek mattered because reports about its efficiency raised a broader economic question: if a highly capable model can be developed with fewer resources than expected, do frontier companies still need to spend tens of billions of dollars on specialized chips and data centers?
That question has several layers:
- Training economics: the reported cost of a particular training run does not necessarily include all research labor, experiments, data preparation, hardware access, or earlier development.
- Inference economics: serving answers to users after a model is trained is a separate cost. A cheaper training run does not automatically make global-scale operation cheap.
- Product economics: benchmark quality does not establish reliability, latency, safety, regional availability, or monetization inside a consumer product.
Accordingly, claims that DeepSeek trained a frontier model for exactly $5.6 million, or that its approach made GPUs obsolete, are too broad without a defined accounting scope and technical evidence. The defensible conclusion is narrower: DeepSeek demonstrated that algorithmic and systems innovation could challenge simple assumptions about brute-force scaling.
Zuckerberg’s case for continuing to build infrastructure
Zuckerberg’s reasoning, as reflected in Meta’s earnings-call discussion and contemporaneous reporting (earnings-call materials; contemporaneous report), rested on four ideas.

Efficiency can increase usage
If models become less expensive to run, companies may put them into more products and users may make more requests. In that scenario, lower cost per response can be offset by much higher volumes of inference. Zuckerberg presented this as a strategic argument, not a guaranteed forecast.
Compute is a strategic asset
Meta wants enough capacity to train successive Llama generations, operate consumer assistants, personalize recommendations, and support future multimodal or agentic features. Owning or controlling infrastructure can also reduce dependence on outside model providers.
Open models are a platform strategy
Meta has positioned Llama as a model ecosystem that developers and businesses can adapt, rather than only as a standalone chatbot. Zuckerberg argued that open-source competition would intensify and that an American-led open model standard would be strategically important. “Open source” is often used broadly in this debate; readers should distinguish open weights, licensing terms, and fully open development.

Distribution may matter as much as model efficiency
Meta can place AI features across Facebook, Instagram, WhatsApp, Messenger and other existing surfaces. A large theoretical audience is not the same as adoption or revenue, and availability can vary by country, language, regulation and privacy requirements. Nevertheless, distribution gives Meta a way to test AI products without acquiring every user through a separate chatbot.

What Meta actually committed to spending
Meta’s January 2025 guidance was for $60 billion–$65 billion of total 2025 capital expenditures. The company said generative AI was a principal driver, but also said most spending would continue to support its core business. Calling the entire range an “AI budget” is therefore inaccurate.
| Measure | Amount | Qualification |
|---|---|---|
| Q4 2024 revenue | $48.385 billion | Reported by Meta for the quarter |
| Full-year 2024 revenue | $164.501 billion | Reported by Meta for the year |
| Q4 2024 capital expenditures | $14.84 billion | Quarterly capex |
| Full-year 2024 capital expenditures | $39.23 billion | Annual capex |
| Original 2025 capex guidance | $60 billion–$65 billion | January 2025 outlook; AI and non-AI infrastructure |
| December 2024 family daily active people | 3.35 billion average | Meta’s reported average across its family of apps |
Meta also forecast total 2025 expenses of $114 billion–$119 billion. Zuckerberg’s reported reference to AI spending potentially reaching “hundreds of billions of dollars” was a long-term statement from the call, not a formal multi-year budget authorization.

How Meta’s AI vision fits together
Llama as an ecosystem
Meta’s objective is for Llama to become a widely deployed foundation that developers can customize and run in different environments. Broad adoption could increase Meta’s influence even when the company does not directly charge every user for model access.
Meta AI as a mass-market assistant
Meta can distribute assistants through products people already use. This lowers customer-acquisition friction, but it does not eliminate costs for inference, safety systems, moderation, support and regulatory compliance.

Wearables and future interfaces
Meta has linked AI progress with smart glasses and other wearable ambitions. DeepSeek’s efficiency claims may affect the economics of some models, but they do not directly determine whether a particular wearable product succeeds.
What later results show about the “doubling down” claim
Meta’s later disclosures show that DeepSeek did not cause a spending retreat. In its first-quarter 2025 results, Meta raised its full-year capex outlook to $64 billion–$72 billion (Meta Q1 2025 results). In its January 2026 full-year results, Meta forecast $115 billion–$135 billion of 2026 capital expenditures, citing investment that included its superintelligence efforts and core business (Meta Q4 and full-year 2025 results).
The progression supports a factual statement that Meta doubled down. It does not establish that DeepSeek’s efficiency gains were economically unimportant, that Meta’s hardware assumptions were all correct, or that the spending has produced proportionate shareholder returns. Capital expenditure creates depreciation, energy, networking and maintenance costs, while rapidly changing hardware can lose value before its accounting life ends.
What investors should watch
- Revenue and margin contribution: AI features need to improve advertising, engagement, subscriptions or another measurable business outcome.
- Inference utilization: rising model efficiency is beneficial only if demand grows enough to use the available capacity.
- Product quality: reliability, latency, safety and regional access matter more than benchmark scores alone.
- Capital intensity: compare capex growth with cash generation, depreciation and operating costs.
- Competitive diffusion: open models can expand Meta’s ecosystem while also helping competitors build alternatives.
The bottom line on Zuckerberg’s response
DeepSeek changed the debate about how efficiently advanced AI can be developed; it did not change Meta’s stated infrastructure strategy. Zuckerberg’s thesis was that cheaper models could broaden usage, and that serving AI across billions of people would still require substantial computing capacity. Meta’s later capex guidance confirms that the company acted on that thesis. Whether the strategy ultimately creates attractive returns remains a question of product adoption, monetization and utilization—not a question settled by DeepSeek’s training-cost claims alone.
