The action was not a voluntary worldwide shutdown. It was a U.S. national-security restriction that also set a separate deadline—September 29, 2024—for certain antivirus signature and codebase updates for existing customers.
For customers, the practical issue was financial as well as technical: they needed to stop relying on a service whose support and updates were ending, review automatic renewals and billing records, and move to replacement protection without leaving devices exposed.

What Kaspersky announced
On July 15–16, 2024, Kaspersky said it would gradually wind down its U.S. operations beginning July 20 and eliminate U.S.-based positions. The company described the decision as difficult, but said the legal requirements made continued business activity in the United States commercially unviable. Its statement did not give an exact layoff total; contemporaneous reporting described the affected workforce as dozens of employees.
“Wind down” is the important description. The announcement concerned Kaspersky’s U.S. sales, support and corporate presence—not the immediate closure of Kaspersky worldwide. Kaspersky continued operating internationally, although the U.S. market was being exited.

The two deadlines customers needed to understand
The Commerce Department’s Bureau of Industry and Security announced its Final Determination on June 20, 2024. The restrictions were implemented in stages:
| Date | What it meant |
|---|---|
| June 20, 2024 | BIS announced the prohibition and explained its national-security rationale. |
| July 20, 2024, at 12:00 a.m. EDT | Kaspersky and covered affiliates could no longer enter new covered agreements with U.S. persons. |
| September 29, 2024, at 12:00 a.m. EDT | The temporary authorization for certain signature and codebase updates for existing users ended. |
The distinction matters. It was inaccurate to say that every installed copy of Kaspersky became immediately illegal on July 20. Existing customers received a limited transition period for specified updates. At the same time, customers should not have interpreted that temporary period as a promise of indefinite support.
The Commerce Department’s Kaspersky guidance and FAQ explain the scope, dates, uninstalling questions, alternatives, refunds and international-business issues. Whether a particular transaction or continued use was permitted depended on the covered product or service, customer status and applicable U.S. rules.

Why the U.S. government acted
According to the Commerce Department, the concern was not ordinary antivirus performance. The agency focused on the combination of Kaspersky’s Russian connections and the privileged access that security software has to devices, networks and sensitive information.
The government said Kaspersky was exposed to the jurisdiction, control or direction of the Russian government. It argued that Russian authorities could potentially compel or influence the company, and that antivirus software could provide an avenue for customer data to be transferred or made accessible to those authorities. BIS cited risks to U.S. national security, critical infrastructure and the digital economy.
The department also placed three Kaspersky-related entities on the Entity List, citing alleged cooperation with Russian military and intelligence authorities in support of Russian cyber-intelligence objectives.

Those statements describe the government’s risk assessment; they do not amount to proof that Kaspersky spied on every U.S. customer or that every installation was compromised.
Kaspersky’s response
Kaspersky disputed the rationale. In its response, the company argued that the decision reflected geopolitical concerns rather than a comprehensive evaluation of the integrity of its products and services. It said it was reviewing the Final Determination and considering legally available options. Kaspersky’s published response characterized the action as political.
The two positions are different: Washington said the company’s Russian exposure created an unacceptable national-security risk, while Kaspersky said the action was politically motivated and not based on demonstrated product misconduct. Neither position should be broadened beyond what each side actually established or alleged.

What U.S. consumers needed to do
Customers did not need to wait for an antivirus failure. The safer approach was to treat the September 29 update cutoff as a migration deadline:
- Check your account and renewal status. Save invoices, license keys, subscription details, support correspondence and payment records.
- Review automatic renewal. Check both the Kaspersky account and the payment method used. If a subscription was billed through an app store, retailer or managed service, cancellation may have required action there instead.
- Choose replacement protection before uninstalling. Compare operating-system support, malware and phishing protection, device limits, privacy policies, renewal prices and automatic-renewal terms.
- Install and verify the replacement. Confirm that real-time protection is enabled, definitions are updating and the device reports no protection gap.
- Remove Kaspersky using the supported process. Uninstalling the main application may not remove every browser extension, VPN component or management agent. Avoid running two real-time antivirus products simultaneously unless the vendors specifically support that configuration.
- Resolve billing or refund questions promptly. Keep evidence of unused service, renewal charges and cancellation requests. The BIS FAQ addressed refunds, but a customer’s remedy could depend on the seller, payment channel and contract.
Some Windows users may decide that built-in Windows Security is an adequate baseline for their needs. Others may want a paid suite with features such as a password manager, VPN, identity monitoring or parental controls. A paid replacement was not automatically required for every household, but leaving a device without confirmed active protection was a poor trade-off.

For an organization, this was an endpoint-management and compliance project—not simply a request for employees to download another consumer antivirus program.

- Inventory every Kaspersky endpoint, server, appliance, cloud tenant, license and management console.
- Record operating system, software version, device owner, location and whether each system was in the United States.
- Identify deployments purchased directly, supplied through a managed-security contract or embedded in another service.
- Separate U.S. endpoints and U.S.-person transactions from legitimate international deployments. A multinational company should not assume that one global policy answers every jurisdictional question.
- Select a replacement based on endpoint coverage, centralized policy management, update continuity, EDR or XDR requirements, incident response and compliance reporting.
- Pilot the replacement before broad deployment.
- Remove Kaspersky through the supported enterprise process and verify protection, updates, alerting and policy enforcement.
- Revoke obsolete administrator credentials, API integrations and management-console access.
- Preserve logs and incident-response records needed for audits or investigations.
- Review contract termination, renewal, refund, data-retention and billing consequences.
The appropriate replacement depends on the environment. Microsoft Defender may fit organizations already invested in Microsoft 365 and Windows management, while Bitdefender, ESET or Malwarebytes may suit different consumer and business requirements. Enterprise EDR products such as CrowdStrike are designed for more mature security operations and may be unnecessarily costly or complex for a household or very small business. These are fit categories, not universal performance rankings.
What happened to customers afterward?
In September 2024, Axios reported that Kaspersky transferred its U.S. antivirus customer base to Pango Group, whose UltraAV product was used as the replacement service.
That later customer transition was separate from the original government prohibition. A reported transfer of a customer base does not, by itself, establish that every customer affirmatively chose the replacement or that the new product was technically equivalent to the customer’s former Kaspersky plan. Customers needed to check the specific communications and terms they received, including consent or opt-out instructions, account ownership, billing, automatic renewal, data handling, cancellation and support.
What the episode meant for personal finances and cybersecurity
The Kaspersky case illustrated a risk that ordinary software buyers often overlook: a subscription can end or become commercially unusable because of regulation, sanctions or geopolitical events, even when the software license has not reached its stated expiration date.
For consumers, the lesson is to keep payment records, monitor renewals and avoid treating a familiar brand as a permanent service. For businesses, vendor concentration and foreign-jurisdiction exposure belong in continuity planning. Security software has unusually deep access to systems, so a government may evaluate it as critical infrastructure rather than as an ordinary consumer application.
The U.S. action also created a precedent in how national-security authorities can restrict a foreign cybersecurity provider whose software has privileged access to sensitive systems. It was not a finding about antivirus detection rates, and it was not a global order shutting down every Kaspersky operation.
