Where is TSMC Arizona?

On a regional map, begin at the northern edge of Phoenix and find Loop 303. TSMC Arizona is in the area south of the freeway, with Interstate 17 generally to the east. The Central Arizona Project canal provides an important infrastructure and geographic reference to the south and west, while Peoria lies to the west.

  • Ergonomic and cost efficient design

City planning and infrastructure documents identify several roads associated with the campus and surrounding development:

  • 43rd Avenue: a major north-south corridor west of the campus area
  • 51st Avenue: another important north-south infrastructure corridor
  • Dove Valley Road: a key east-west reference south of the Loop 303 area
  • Loop 303: the most useful freeway landmark for locating the campus
  • I-17: the principal freeway landmark east of the site

Planned and required improvements around these roads have developed alongside TSMC and nearby master-planned communities. The City of Phoenix planning document and infrastructure agreement provide additional context on the roads, utilities, surrounding land uses, and Phoenix–Peoria boundary area.

How to identify the campus on a map

For a practical map-reading sequence:

  1. Find the northern Phoenix area.
  2. Locate Loop 303.
  3. Use I-17 east of the site as a second regional anchor.
  4. Identify 43rd Avenue, 51st Avenue, and Dove Valley Road.
  5. Look for the campus near 5088 W. Innovation Circle.
  6. Use the Central Arizona Project canal south and west of the property as an additional reference.
  7. Mark Peoria west of the canal and campus area.

A consumer map may display the corporate address without showing each fab, utility building, security checkpoint, construction zone, or future expansion parcel. Satellite images can also lag behind active construction. Internal campus roads may be private or restricted, and a map pin may identify an administrative or mailing address rather than a public gate.

Regional map versus close-up map

A regional map is best for understanding the campus’s relationship to Phoenix, Peoria, Loop 303, and I-17. A close-up map should add 43rd Avenue, 51st Avenue, Dove Valley Road, the CAP canal, nearby residential development, and undeveloped land.

Existing Fab 1 or Fab 21 areas should be labeled only where their location is supported by an official public plan or clearly identified official image. Future-fab areas should be treated as approximate unless an official site plan establishes their boundaries. Avoid relying on aerial imagery to infer exact security entrances or internal building layouts.

What is TSMC Arizona?

TSMC Arizona is Taiwan Semiconductor Manufacturing Company’s U.S. advanced-manufacturing operation. It is associated with Fab 21, the Arizona manufacturing entity identified in TSMC’s 2025 annual filing.

A semiconductor fab manufactures integrated circuits on silicon wafers using highly controlled chemical, electrical, and mechanical processes. The Arizona site is therefore a secure industrial campus containing fabrication buildings, utilities, water-treatment systems, logistics areas, offices, and other support infrastructure. It is not simply one finished “chip plant” building.

What is operating, under construction, or planned?

Project descriptions have changed over time, so the status of each part matters.

Facility or plan Current status and target
Fab 1 Entered high-volume production in the fourth quarter of 2024 using TSMC’s N4 process technology.
Fab 2 Its structure was completed in 2025. TSMC’s current Arizona page targets volume production in the second half of 2027. Earlier NIST materials listed 2028.
Fab 3 Reached a structural topping-out milestone in 2026. It is intended for N2 and A16 technologies, with production targeted by the end of the decade.
Packaging and R&D Part of the broader announced Arizona manufacturing and technology cluster; the available announcements do not establish that these facilities are already operating.
Long-term expansion The July 16, 2026 announcement describes a current long-term plan for 10 fabs, two advanced-packaging facilities, and an R&D center.

In other words, Fab 1 is operating, Fab 2 has a completed structure but is not described here as producing chips, Fab 3 is progressing toward its target, and the remaining facilities are part of a much larger expansion plan. It would be inaccurate to call the entire 1,100-plus-acre site operational.

TSMC Arizona investment timeline

  • 2020: TSMC selected Phoenix for its first advanced U.S. semiconductor-manufacturing site.
  • Initial announcement: The project was announced at approximately $12 billion.
  • Three-fab expansion: Earlier coverage commonly described an investment of more than $65 billion.
  • 2025-era description: TSMC described an approximately $165 billion plan involving six fabs, packaging, and R&D elements.
  • July 16, 2026: Arizona and Phoenix announcements reported an additional $100 billion, bringing the stated total Arizona investment to $265 billion and expanding the current long-term plan to 10 fabs, two advanced-packaging facilities, and an R&D center.

The older $12 billion, $65 billion, and $165 billion figures describe earlier stages of the project. The most current announced total in the supplied state and city materials is $265 billion as of July 16, 2026. TSMC describes the project using exceptionally large investment language; claims about it being the largest foreign direct investment in U.S. history should be understood as an attributed company claim with a defined scope, not as an independently universal ranking.

What chips will the Arizona fabs make?

The first three-fab plan covers progressively more advanced process technologies:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Fab 1: 4nm/5nm-class FinFET technologies, with TSMC currently reporting N4 high-volume production.
  • Fab 2: N3 technology.
  • Fab 3: N2 and A16 technologies, targeted for production by the end of the decade.

“Nanometer” labels are process-generation names used to distinguish technology families. They are not a simple measurement of every physical feature on a chip. The announced node assignments also apply to the identified fabs; they should not be used to assume that every future Arizona fab will use one particular process.

  • Dedicated to maintaining consistent quality standards through careful selection and handling of equipment.

The location matters because it adds U.S.-based capacity for advanced chips used in areas such as artificial intelligence and high-performance computing, while also supporting semiconductor workforce development and a supplier ecosystem in the Northwest Valley. The federal NIST project summary describes the original three-fab project and up to $6.6 billion in direct CHIPS Act funding. That support should not automatically be treated as identical for the later expansion.

Jobs and economic impact

For the original first-three-fab plan, official estimates include:

  • More than 6,000 direct manufacturing and high-tech jobs
  • More than 20,000 construction jobs
  • Tens of thousands of additional indirect or supplier-related jobs

Those figures relate to the first three fabs. The July 2026 expansion is much larger, but the cited announcement does not establish one final employment total for all 10 planned fabs, packaging facilities, and the R&D center. Job seekers should use TSMC’s careers listings for current openings rather than relying on project-wide estimates.

Can the public visit TSMC Arizona?

“Visit” can mean several different things:

  1. Navigate to the published address: possible, but the address is not necessarily a visitor entrance.
  2. View the campus from public roads: potentially possible, depending on traffic, construction activity, security controls, and local restrictions.
  3. Enter a fab or take a public tour: no general public-tour program is identified in the official sources reviewed.

Do not trespass, enter construction areas, stop on freeway shoulders, or approach secure gates without authorization. Employees, contractors, delivery drivers, job applicants, journalists, government officials, and invited event guests may have different procedures.

If you are traveling for a meeting, interview, delivery, or event, confirm the correct entrance and appointment instructions directly with TSMC or your contact before leaving. TSMC lists a Phoenix telephone number of 1-602-567-1688 on its fabs directory. Do not assume that entering “5088 W. Innovation Circle” into a navigation app will route you to the correct checkpoint.

Water, utilities, and environmental infrastructure

Semiconductor fabrication requires substantial specialized utility infrastructure, including high-purity water, power, chemical systems, waste handling, and industrial treatment. TSMC says the Arizona operation is designed around a 90% water-reclamation goal, supported by an industrial water-reclamation facility intended to approach near-zero liquid discharge.

That wording describes a design goal or company commitment, not a verified operating result for every facility. City planning materials also discuss water-reclamation infrastructure and regulated chemical and waste-handling systems. The scale of these systems is one reason the campus is better understood as a complete industrial district than as a single factory.

What a map will not tell you

  • Which gates are open to a particular visitor category
  • Whether a road is public, private, or temporarily restricted
  • Whether construction has changed traffic patterns or entrances
  • Which future buildings have progressed beyond announcement or early construction
  • Where secure areas, chemical systems, or internal logistics routes are located
  • Whether aerial imagery reflects the current construction stage

Use public roads lawfully, follow posted signs, and treat every map pin and satellite image as approximate for access purposes.
