The Metro Inner Development Assessment Panel approved a modification to the Karrinyup West development on 12 February 2025, but voted 3–2 to remove a proposed condition requiring revised parking allocations. The decision concerned 253 dwellings and six commercial tenancies at 190 and 200 Karrinyup Road; it did not settle the wider parking concerns raised by the City of Stirling.
What the panel approved
The Metro Inner DAP considered application DAP/22/02226 for Lots 7 and 12, 190 and 200 Karrinyup Road, Karrinyup. Its minutes describe the Form 2 modification as involving 253 multiple dwellings and six commercial tenancies. The panel approved the modification on 12 February 2025. The dispute was not over whether the modification could proceed: the panel approved it. The contested issue was whether to add a new parking-allocation condition to that approval.
What parking condition was removed
Proposed condition 57 would have required minimum allocations of 170 bays for the shopping centre, 447 for residents, 33 reciprocal visitor/commercial bays and 19 exclusive commercial bays. The panel deleted the proposed condition in a 3–2 vote. Those figures describe the allocation that the condition would have required; they were not imposed by it. Official Metro Inner DAP minutes

The minutes give a scope-based reason for the deletion: the application modified commercial tenancies, while the proposed condition addressed parking allocation for the full development. That recorded reasoning should not be read as a finding that the City’s parking concerns were unfounded or that the broader parking issue had been resolved.
Why the City raised parking concerns
The City of Stirling sought the new condition after changes to the application. PerthNow reported that the City claimed a shortfall of one to 11 bays and said the number of commercial tenancies had grown from two to six since an earlier approval. City senior planning officer Karina Bowater told the panel: “There are well-documented issues related to parking at, and access at, the Karrinyup Shopping Centre site, with significant car parking issues reported in the media since the expanded shopping centre opened,” and said, “The proposed allocation is likely to further exacerbate these car parking issues.”
PerthNow reported deputy presiding member Clayton Higham as saying: “I accept that there are parking problems around the Karrinyup Shopping Centre but I’m not sure that these sort of changes to ratios are going to go anywhere near solving the problem or worsen the issue,”

It also reported DAP member Karen Hyde as saying: “I do understand that there are parking issues which are perhaps created by overall development, however what we have before us are a number of minor modifications and I don’t feel it’s appropriate to go back to what is substantially an issue with the overall development,”

How the DAP decision relates to the City of Stirling
This was a decision by the Metro Inner Development Assessment Panel, not a state official overturning a binding City decision. The City explains that DAPs are independent decision-making bodies made up of technical experts and elected local-government representatives. The City and its Council provide assessment and recommendations, but the panel may determine an application differently; the City administers conditions attached to a conditional approval.
