TSMC has not announced a Texas factory. Reports published September 29 and October 1, 2026, said the company was considering a possible Texas campus, but described the plans as early-stage and did not establish that TSMC had made a final decision.
What has been reported about a possible Texas campus?
The Business Times, republishing Bloomberg reporting on October 1, 2026, said TSMC was weighing a Texas campus with multiple fabs. The account attributed the details to unnamed people familiar with the plans and described them as early-stage. TSMC told the publication, “We have no comment on market rumors.” The Business Times report

According to that report, each plant could cost at least US$20 billion, and a potential investment would depend in part on an extension of an advanced-manufacturing tax credit. It said the campus could add tens of billions of dollars to TSMC’s multiyear US expansion. These are attributed projections about a possible project, not an announced budget or commitment.

It did not provide a comparable assessment of Texas and Singapore on costs, incentives, utilities, labor, or construction schedules, so the reports do not support a conclusion that one location was preferred on those grounds.

Where in Texas might it be?
Taiwan News, citing UDN on September 29, 2026, reported Dallas as a leading candidate. The article also said supply-chain sources had heard the rumor, but TSMC had not contacted suppliers about the project and its board had not made a final decision. Dallas is therefore a reported possibility, not a confirmed site. Taiwan News report
Has TSMC announced a Texas investment?
No Texas site appears in TSMC’s March 4, 2025 announcement of an additional US$100 billion in planned US investment, which brought the company’s stated total planned US investment to US$165 billion. The announced additions were three fabrication plants, two advanced packaging facilities, and an R&D center. The announcement established a US expansion plan, not a Texas project. TSMC’s Arizona project illustrates the difference between a company announcement and a reported possibility. In December 2022, the company said its then-planned two-fab Arizona project represented approximately US$40 billion in investment and was expected to produce more than 600,000 wafers per year and create 4,500 direct TSMC jobs. Those were estimates in the 2022 announcement, not current measurements or forecasts for Texas. TSMC’s 2022 Arizona announcement
What do the alleged meetings and long discussion history establish?
The reports cited here do not verify that executives responsible for overseas operations met Texas officials in the first half of 2026, or that the two sides had discussed a Texas project on and off for more than ten years. TSMC’s executive page lists Y.P. Chyn as executive vice president and co-chief operating officer and records his previous role as senior vice president, Operations and Overseas Operations Office. That confirms the remit existed; it does not link Chyn to any Texas meeting. TSMC executive leadership

Why might a new overseas fab matter to TSMC’s finances?
At its Q2 2026 earnings call, TSMC CFO Wendell Huang said overseas-fab ramp-up was expected to dilute gross margin by 2–3% in early stages and 3–4% in later stages. He also said the company had raised its 2026 capital budget to US$60–64 billion. Those figures describe company-wide expectations and spending, not the cost or profitability of a Texas facility. For a finance-minded reader, the key distinction is between a potential investment and committed spending. The Texas reports describe a possibility whose scale and conditions are still attributed to unnamed sources; TSMC’s official US expansion announcement provides a more concrete company-stated plan, but does not identify Texas as part of it.
