Yes—Propel appears to be a legitimate, free third-party benefits app, but it is not an official government app. It is made by Propel Inc. and, with your permission, connects to state EBT information to show balances and transaction history. Its privacy and security statements come from the company; they are not an independent security audit. Whether a particular feature works depends on your state.
What “legit” means for Propel
Propel is a real app published by Propel Inc. in the Apple App Store and Google Play. That establishes the identity of the app publisher, not government approval or independent verification of the app’s security.
Propel’s FAQ answers the question of whether it is an official government app: “No, we’re an independent tech company.” Apple and Google Play also describe it as a private company. Do not treat its availability in an app store, its user ratings, or its use by other people as proof that a state or federal agency endorses it. How Propel says the app works
Propel says, “Propel connects to your state’s portal with your permission.” It says the app retrieves benefit balance and transaction information and displays it to you. Propel says the app is free and that it earns revenue from advertising and partnerships that offer savings. This, too, is the company’s explanation of its business model. Propel’s FAQ provides that explanation.
What the privacy and security claims do—and don’t—establish
Propel says it does not store users’ PINs, full EBT card numbers, or Social Security numbers. It also describes transaction monitoring and card controls. Those are company statements, not independent confirmation that every data practice or security measure works as described. The available sources do not establish an independent security audit or prove the effectiveness of the controls. App-store privacy disclosures can vary by platform, region, age, and use. Read the current disclosures before linking your account, and consider whether you are comfortable giving the app access to your state EBT information.
Features and state availability
Coverage and controls are not uniform across states. Apple’s listing describes support for programs in 53 states and territories and indicates that card-locking and transaction-control features depend on state availability. Propel’s FAQ gives a separate description of balance-checking coverage. These are changing, state-specific details, so verify the exact feature you want in the current app listing or your state’s official EBT service. How to decide whether to use it
- Get the app from the official store listing. Confirm the developer is Propel Inc. in the Apple App Store or Google Play.
- Check the state’s own service. Propel is a private intermediary, not the government’s official app. Ask your state agency if you need to know whether it endorses or contracts with Propel; the sources cited here do not establish a complete state-by-state endorsement or contract record.
- Review the current privacy details. Read Propel’s disclosures and the store’s listing before connecting your account. Treat the company’s data-minimization statements as claims by Propel rather than independently verified findings.
- Confirm the particular feature you need. Check whether your state supports it, especially card locking or transaction blocking. Do not assume a feature is available just because the app offers it in another state.
- Use official channels for disputed information. If a balance or transaction looks wrong, or you have a question about your benefits case, confirm it through your state’s official EBT portal or app, or call the number printed on your card. Propel directs case-specific questions to state or county human-services agencies.
Propel versus your state’s official EBT service
The right comparison is not simply which app has more features. Check who operates each service, whether it supports your state and program, whether the specific control you want is available, what data each service says it handles, and where you can resolve a disputed transaction or benefits case. The evidence available for Propel does not establish that it is more or less secure than a state or vendor-provided alternative.
