Utilities are usually a mixed cost: a bill can combine fixed charges with charges that change with usage. For a household or business, the right classification depends on which activity you are comparing it with and over what period. Separate the bill’s components rather than treating every utility expense as universally fixed or variable.
What fixed, variable, and mixed costs mean
Cost behavior describes how a cost changes as an activity changes within a relevant period and range. A fixed cost stays constant in total as the activity changes; a variable cost changes with the activity; and a mixed cost contains both a fixed and a variable component. Why a utility bill can be mixed
A utility bill may combine a service or baseline charge with charges tied to use. Electricity, for example, can include a fixed charge, a demand-related charge, and a charge based on kilowatt-hours consumed. Natural gas may include a flat fee plus usage charges for heating or production. The exact components depend on the provider, customer class, contract, and jurisdiction, so check the bill and applicable tariff rather than assuming a standard structure. For a household
A monthly utility bill may have a recurring service charge and a usage-based amount. Usage can vary with weather, occupancy, and household habits, so the total bill need not move in proportion to any one factor.

For a business
Electricity for production equipment may rise with machine-hours or output. But lighting, climate control, and demand charges may not rise in step with units produced. A cost that tracks kilowatt-hours may not track production units if the product mix, weather, occupancy, or operating hours change.
Choose the activity driver before classifying the cost
First specify the period and the activity you want to understand. Possible drivers include kilowatt-hours, machine-hours, production units, occupied days, or operating hours. The classification can change with the driver: electricity use may vary with machine-hours, for example, without varying proportionally with finished units. It can also change over time or outside the activity range being considered.

Cost-behavior analysis is useful for budgeting and cost-volume-profit planning. It is different from deciding when to record an expense for financial reporting.
How to analyze a particular bill
- Set the scope. Choose the reporting period and activity driver you are analyzing.
- Separate bill components. Identify service charges, demand charges, and usage-based charges where the bill or tariff itemizes them.
- Match costs to activity. Compare multiple bills with the corresponding activity over the same meter-reading intervals. Check for different billing-period lengths, seasonal changes, weather, occupancy, and rate or tariff changes before attributing a cost change to output.
- Inspect the pattern. A scattergraph plots cost against activity so you can see whether the relationship appears steady, variable, or mixed.
- Estimate components if useful. The high-low method estimates a variable rate from the highest and lowest activity observations, then uses that rate to estimate the fixed component. Regression uses the observations to estimate a line and can provide additional statistical information. Both methods depend on the chosen data and driver; neither makes an unsuitable driver or unrepresentative period reliable.
In the high-low method, the estimated variable rate is the change in cost divided by the change in activity between the selected high and low observations. Estimated fixed cost is total cost minus the variable amount at that observation. AccountingCoach illustrates the calculation with $18,000 at 120,000 machine-hours and $16,000 at 100,000 machine-hours: the example yields an estimated $0.10 per machine-hour variable rate and a $6,000 fixed component. When to record utilities expense
Cost behavior and expense timing answer different questions. Under accrual accounting, utilities expense is associated with the service used during the reporting period, even if the bill arrives or is paid later. If the meter-reading dates do not align with period-end, a period-end accrual may be needed for service already used. The applicable accounting basis and circumstances determine the treatment; a bill’s fixed or variable components do not by themselves decide when to record the expense.
