Amazon says some HSA cards cannot be saved under its dedicated FSA/HSA card type but may work when registered as credit cards. That workaround does not automatically limit spending to eligible items, and it does not guarantee that a particular card or order will be approved.
Has Amazon stopped accepting HSA and FSA cards?
Amazon’s current U.S. payment help page still describes using certain HSA cards, including cards that cannot be registered as FSA/HSA cards, by adding them as credit cards. The guidance does not announce a platform-wide discontinuation. [Amazon Customer Service: Manage Payment Methods]
That does not mean every HSA or FSA card will work for every purchase. A failed transaction can involve card registration, item eligibility, the order’s payment setup, or authorization by the card issuer. One declined payment alone is not evidence that Amazon has ended HSA/FSA acceptance.
Why an HSA or FSA card may not work
The card cannot be registered as an FSA/HSA card
Amazon says certain HSA cards cannot be added using its dedicated FSA/HSA card type. It says those cards may still be used if added as credit cards. This is a registration workaround, not a promise that every issuer or card supports the transaction.

The item or order may not be eligible
HSA/FSA funds are for eligible expenses, not every health-related product. Amazon staff guidance has said not all healthcare products qualify and directs customers to look for an eligible-item label. Because product listings and checkout behavior can change, check the live listing and order before paying. [Amazon Customer Service: Manage Payment Methods]
If an order includes both eligible and ineligible items, the eligible label on one product should not be treated as confirmation that the whole order is payable with the card. Follow the payment options shown for the specific order and use another payment method for anything that is not eligible.

The issuer may have declined the transaction
Amazon’s declined-payment guidance says only the bank can explain why a payment was declined. The issuer may need to authorize the transaction, and Amazon cannot provide the bank’s specific decline reason. [Amazon Customer Service: Resolve a Declined Payment]
What to do if your card is declined
- Confirm item eligibility. Check the current product listing for an FSA/HSA eligibility label and review the payment options at checkout.
- If registration fails, try the card type Amazon describes. If your HSA card cannot be saved as an FSA/HSA card, Amazon says certain cards may be added as credit cards. Remember that this setup does not automatically restrict purchases to eligible goods.
- Revise the payment for the order. In Amazon, open Your Orders, select the affected order, and retry the payment method or change the payment method for that order.
- Check the payment details. Amazon recommends verifying the card details, confirming that the billing address and phone number match the bank’s records, checking that funds are available, and reviewing the bank’s rules for online purchases. [Amazon Customer Service: Resolve a Declined Payment]
- Contact the issuer if it declines again. Ask the card issuer why the transaction was rejected; Amazon says the bank is the source for that information.
- Ask your plan administrator about eligibility. If you are uncertain whether a product or service qualifies under your specific HSA or FSA plan, contact the plan administrator or employer before using the card.
HSA/FSA cards are not the same as OTC benefit cards
Amazon also has an OTC Benefits Store and refers to certain OTC Network cards. Those benefits programs have their own acceptance rules and should not be assumed to work like a general HSA/FSA card. If you have an OTC benefit card, check its program instructions and the payment options for the specific purchase rather than relying on HSA/FSA guidance.

What Amazon’s older and historical statements establish
Amazon staff guidance posted on September 24, 2021 said not all healthcare products on Amazon are eligible and pointed shoppers to eligible-item labels. Treat that as supporting context, not as a guarantee of how a current listing or checkout will behave.
Amazon’s April 25, 2019 Q1 results release announced that U.S. customers could use FSA and HSA debit cards for eligible Amazon purchases. That is a historical launch statement; it does not establish how every account, card, or transaction works today. [Amazon.com, Inc.: Q1 2019 Results]
