Why the headlines say $3.5 billion and Intel says $3 billion
The figures describe different things. The Commerce Department’s Office of Inspector General says Congress set aside up to $3.5 billion from the CHIPS Incentives Program’s original $39 billion allocation for Secure Enclave. That is the program’s allocation ceiling, apportioned across fiscal years; it is not the amount awarded to Intel. The OIG also describes Intel’s award as up to $3 billion. What Secure Enclave is meant to do
The program is a national-security effort to expand trusted manufacturing of advanced semiconductors for the U.S. government. The OIG describes its intended purpose as establishing a secure supply of leading-edge chips for the Department of Defense and the Intelligence Community. Intel says the effort builds on its work with the Defense Department through the Rapid Assured Microelectronics Prototypes – Commercial (RAMP-C) and State-of-the-Art Heterogeneous Integrated Packaging (SHIP) programs. The public announcements do not name a specific Secure Enclave chip model or production facility. They also do not establish that the program covers all military semiconductors or ordinary off-the-shelf chips. Intel’s separately announced commercial CHIPS projects in Arizona, New Mexico, Ohio, and Oregon should not be treated as confirmed Secure Enclave production sites.
How the award differs from Intel’s commercial CHIPS funding
In November 2024, Intel said it had finalized a separate award of up to $7.86 billion in direct funding for commercial semiconductor manufacturing and advanced packaging projects. Intel described that funding as being in addition to the $3 billion Secure Enclave contract. Its release said the final commercial award was lower than its preliminary proposed amount because Congress required CHIPS funding to pay for the Secure Enclave program. What Intel disclosed about payments in 2025
Intel’s Form 10-Q, filed November 6, 2025, says $3.2 billion in Secure Enclave disbursements are to be made as Intel performs its contractual commitments. The filing does not say that the full $3.2 billion had already been paid. It reports that 159 million shares were placed in escrow for release as Secure Enclave disbursements were received, and that 684,000 escrowed shares had been released following disbursements during the third quarter of 2025. The filing says the 2025 government-agreement transactions closed on August 27, 2025. It also describes shares and warrants received by the government as consideration connected to the broader agreement. Those details do not turn the $3.2 billion performance-linked disbursement figure into proof that Intel received the entire amount.
