IDR may make the monthly bill more manageable, but a lower payment can extend repayment and increase interest. Standard is more predictable, but it may demand more each month—and it is not automatically the least expensive choice. Compare the plans against your own loan eligibility, total projected payments, interest, and any forgiveness goal. This guide reflects Federal Student Aid guidance current as of October 8, 2026; loan-specific eligibility and transition deadlines can differ.
What separates IDR from Standard Repayment?
The key difference is how the payment is determined. Under an IDR plan, the payment formula uses income and family size, with additional plan-specific rules. The amount may change as your circumstances and recertification information change. Standard Repayment instead schedules fixed payments over an applicable term. That makes the basic payment structure easier to anticipate, although loan-specific terms or a plan change can affect the schedule.

The difference is not simply “low payment versus high payment.” Your choice can change how quickly principal is paid down, how much interest accrues before repayment ends, and whether the plan fits a forgiveness path. A useful comparison separates four questions: What is due each month? How much will you pay in total? How long will repayment last? Does the plan count toward the discharge program you intend to use?
Compare the payment structures and terms
| Plan | How the payment is set | Repayment period in Federal Student Aid’s October 2026 summary | Important qualification |
|---|---|---|---|
| IBR | A percentage of discretionary income, with the applicable borrower-status rules; payment is capped at the 10-year Standard amount in the cited comparison. | 25 years, or 20 years for qualifying new borrowers. | Eligibility and the applicable formula depend on the borrower and loan. The summary does not establish a single percentage for every borrower. |
| ICR | The lesser of 20% of discretionary income or an income-adjusted payment calculated using a 12-year fixed plan. | 25 years. | For eligible Direct Loans disbursed before July 1, 2026; scheduled to end no later than July 1, 2028. |
| PAYE | 10% of discretionary income, with an eligibility and payment cap relative to the 10-year Standard amount. | 20 years. | For eligible Direct Loans disbursed before July 1, 2026; scheduled to end no later than July 1, 2028. |
| RAP | 1–10% of adjusted gross income (AGI), divided by 12, reduced by $50 for each dependent claimed on a federal tax return; $10 minimum monthly payment. | 30 years. | For Direct Loans. Federal Student Aid also describes an interest subsidy for qualifying full, on-time payments and possible matching principal payment. |
| Standard | Fixed payments over the applicable term. | 10 years; 10–30 years for Consolidation Loans. | The actual schedule depends on the loan and applicable fixed-plan rules. |
| Tiered Standard | Fixed-plan terms tied to balance bands. | 10 years below $25,000; 15 years below $50,000; 20 years below $100,000; 25 years above $100,000. | Federal Student Aid lists this as a distinct fixed option for borrowers with loans disbursed on or after July 1, 2026. It is not the same plan as Standard Repayment. |
These are official summary terms, not a calculation of your own bill or a guarantee that you can enroll in a particular plan. In particular, IBR’s percentage depends on plan-specific borrower status, and access to any plan depends on your loans and history. Check your account and use the current official calculator before deciding.

Which is cheaper: IDR or Standard?
There is no universal winner. An IDR payment can be lower in a given month, but if that payment slows principal repayment, interest may accrue for longer and total payments may rise. If a borrower qualifies for a discharge program, the amount and timing of that discharge can affect the comparison. Standard uses a fixed schedule, but you should compare its actual amortization and loan-specific terms rather than assume it always produces the lowest total cost.
Keep these measures distinct when weighing an offer or calculator result:
- Monthly affordability: whether the scheduled bill fits your current budget. A smaller required payment may be useful even if the long-term cost is higher.
- Total amount paid: the projected payments over the plan’s full term, including the effect of changing payment amounts where applicable.
- Interest and principal: how much of the projected outlay goes to interest, how quickly principal falls, and what balance may remain.
- Time and discharge: how long repayment is projected to last and whether a particular discharge or forgiveness program applies to your loans and circumstances.
Federal Student Aid cautions borrowers to compare interest, principal balance, and potential discharge timeline before switching plans. A payment that looks affordable today is not, by itself, evidence that the plan will cost less over time. Conversely, a plan with a higher monthly amount may not serve a forgiveness strategy better if it does not qualify for the relevant program.

| Plan or loan situation | Broad eligibility information in October 2026 guidance | What to verify |
|---|---|---|
| IBR | Eligible Direct and FFEL loans disbursed before July 1, 2026. | Your specific loan type, disbursement date, borrower status, and account eligibility. |
| ICR | Eligible Direct Loans disbursed before July 1, 2026; scheduled to end no later than July 1, 2028. | That the loan and borrower meet current plan rules, and whether the plan remains available when you apply. |
| PAYE | Eligible Direct Loans disbursed before July 1, 2026; scheduled to end no later than July 1, 2028. | That the loan and borrower meet current plan rules, and whether the plan remains available when you apply. |
| RAP | Direct Loans. | Your exact loan type and account eligibility under the current rules. |
| Loans disbursed on or after July 1, 2026 | Federal Student Aid identifies Tiered Standard as a different fixed-plan option for this group. | Which fixed and income-driven options are actually available for your full loan history. |
| Parent PLUS-only debt | Borrowers with only Parent PLUS loans are not eligible for IDR. | Whether a Parent PLUS loan was consolidated into a Direct Consolidation Loan before July 1, 2026; some such borrowers may qualify for certain options. |
| Loans in default | Defaulted loans are not eligible for IDR while in default. | Current default status and whether rehabilitation or a separate consolidation route could restore eligibility. |
Do not infer eligibility from a plan’s name, another borrower’s experience, or the fact that one of your loans appears to fit a date range. Start with the loan details in your StudentAid.gov dashboard and check the current plan rules for each loan. If your record includes Parent PLUS debt, default, or consolidation, those facts can change the answer.
How to compare your own costs
Use the Federal Student Aid Repayment Calculator after checking your loan information in the StudentAid.gov dashboard. The calculator can help explore monthly and total repayment amounts, but a useful result depends on accurate inputs and on choosing plans actually available to you.
- Review your loan record. Sign in to StudentAid.gov and check the dashboard for loan types, outstanding balances, repayment status, and first disbursement dates. Note any Direct Consolidation Loan and the history relevant to it.
- Identify your objective. Decide whether you primarily need a manageable required payment, want to minimize projected cost, or are pursuing PSLF or another discharge path. A forgiveness goal changes which plan features matter.
- Compare only plausible plans. Use the calculator to examine plans that appear available for your loans, and review the current official rules before treating a result as an enrollment decision.
- Compare more than the bill due next month. Record the estimated monthly payment, total projected amount paid, interest, projected principal balance, repayment term, and any estimated discharge timeline.
- Test changing circumstances. Because IDR payments can depend on income, household facts, and recertification, consider whether a projected payment is sustainable if those inputs change. Do not treat an estimate based on today’s information as a fixed promise for the entire term.
- Confirm the account-specific next step. Check the current application and plan information through StudentAid.gov or your federal loan servicer. Applying for a repayment plan and getting help from a federal servicer are free; paid application assistance is not required.
When the calculator shows a lower monthly IDR amount, compare it with the associated term and projected interest rather than labeling it “cheaper.” When Standard looks less expensive, confirm the plan term and whether you are giving up a qualifying repayment plan needed for a forgiveness goal. The final choice is a trade-off between cash flow, cost, time, and eligibility—not a single universal ranking.
How forgiveness changes the comparison
“Forgiveness” can refer to different programs, and IDR discharge is not the same as Public Service Loan Forgiveness (PSLF). Do not assume a projected remaining balance will be discharged merely because you enroll in an income-driven plan. The applicable plan, loan type, payment history, employment, and program conditions determine whether a discharge route applies and when.

PSLF and qualifying repayment plans
Federal Student Aid’s October 2026 guidance lists IBR, ICR, PAYE, and RAP as qualifying repayment plans for PSLF. It says payments under Tiered Standard do not count toward PSLF. PSLF also requires eligible Direct Loans and qualifying employment; check both using the PSLF Help Tool and your account records before changing plans. A plan’s presence on the qualifying list does not alone establish that your employment or every payment qualifies.
Standard may count toward PSLF in applicable circumstances, but the relevant plan and employment conditions must be met. Federal Student Aid says changing plans does not erase all prior qualifying payment history; check your own account record before relying on a particular count. If PSLF is your objective, compare the qualifying status and payment history—not only the estimated amount paid under each plan.
IDR discharge
The IDR plans have plan-specific repayment periods and may lead to IDR discharge under applicable rules. The summary periods range from 20 years for qualifying PAYE borrowers and some qualifying new IBR borrowers to 30 years for RAP; other listed periods are 25 years. These are plan-level terms, not a personal discharge determination. Your eligibility, qualifying time, remaining balance, and treatment of interest depend on the rules and your record.

- Read your servicer’s message or mailed notice. The guidance gives borrowers generally 90 days after their own notice to select a different eligible plan.
- Check the final notice and deadline. If you do not act within that initial period, the servicer sends a final 30-day notice.
- Choose from the options available for your loans. The relevant plans depend on loan type and disbursement history. Review your account and current options on StudentAid.gov.
- Do not rely on a date from another borrower. If you miss the final deadline, the servicer may place you in Standard or Tiered Standard depending on disbursement history.
Borrowers with a SAVE application or enrollment should select another eligible plan and use the deadline stated in their own servicer notice. The transition and plan availability are time-sensitive, so check current Federal Student Aid information and your servicer inbox rather than relying on an old general deadline.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common comparison mistakes to avoid
- Choosing from the monthly payment alone. A lower IDR payment may leave principal outstanding longer and increase interest. Review total payments, interest, and term too.
- Assuming all IDR plans have the same formula. IBR, ICR, PAYE, and RAP have different formulas and repayment periods; availability is not uniform.
- Confusing Standard with Tiered Standard. Standard generally has a 10-year term, with a 10–30-year range for Consolidation Loans in the summary. Tiered Standard uses balance bands and is separately identified for certain newer loans.
- Assuming any fixed plan qualifies for PSLF. Tiered Standard payments do not count under the October 2026 guidance; verify the exact plan and your other PSLF requirements.
- Assuming Parent PLUS or defaulted loans qualify like other debt. Parent PLUS-only borrowers and borrowers in default face specific restrictions; check the loan history and available route before applying.
- Using a generic SAVE deadline. The timeline runs from each borrower’s own servicer notice. Use that notice and its final deadline.
- Treating an estimate as a promise. Calculator output depends on borrower and loan details and the assumptions entered. Enrollment eligibility and future discharge must be confirmed through current official account information.
Make the decision in the right order
First establish what loans you have and which plans you can actually use. Then identify whether you are optimizing for monthly affordability, overall repayment cost, or a specific forgiveness path. Finally, compare the available plans using the same loan and borrower information and evaluate monthly payment, total amount paid, interest, projected balance, and time to repayment or discharge. If you are currently on SAVE, handle the notice deadline before treating the comparison as a routine long-term choice.
Frequently Asked Questions
Which is cheaper, income-driven repayment or Standard Repayment?
Neither is always cheaper. IDR may lower your required monthly payment, but a longer repayment timeline can mean more interest and a higher total paid. Standard has a fixed schedule, but its actual cost depends on your loan terms and any applicable consolidation term. Compare monthly payment, total projected payments, interest, principal balance, and any expected discharge timeline in the Federal Student Aid Repayment Calculator.
Will an income-driven plan lower my monthly student loan payment?
It may, because IDR formulas use income and family size, but the result depends on the plan, your loan eligibility, and your borrower details. The formulas differ: for example, RAP uses 1–10% of AGI divided by 12, subtracts $50 for each dependent claimed on a federal tax return, and has a $10 monthly minimum. Check your account and calculator result; do not assume every IDR plan will produce a lower payment.

Am I eligible for IBR, PAYE, ICR, or RAP?
Eligibility depends on loan type, first disbursement date, consolidation history, borrower status, and current plan rules. The October 2026 guidance lists IBR for eligible Direct and FFEL loans disbursed before July 1, 2026; PAYE and ICR for eligible Direct Loans disbursed before that date; and RAP for Direct Loans. PAYE and ICR are scheduled to end no later than July 1, 2028. Verify your specific loans in your StudentAid.gov dashboard and current official guidance.
Do IDR payments count toward PSLF?
Federal Student Aid’s October 2026 guidance lists IBR, ICR, PAYE, and RAP as qualifying repayment plans for PSLF. You also need eligible Direct Loans and qualifying employment, and individual payments must meet program requirements. Tiered Standard payments do not count under that guidance. Use the PSLF Help Tool and verify your payment history before changing plans.
What should I do if I’m on SAVE?
Read the message or mailed notice from your servicer and use the deadline it gives you. Federal Student Aid says borrowers generally have 90 days after their own notice to select another eligible plan, followed by a final 30-day notice. If you miss the final deadline, the servicer may move you to Standard or Tiered Standard depending on disbursement history. Plan options differ by loan type and dates, so review your account and current StudentAid.gov information.
Can Parent PLUS or defaulted loans use an IDR plan?
Borrowers with only Parent PLUS loans are not eligible for IDR. Some borrowers may qualify for certain options if Parent PLUS loans were consolidated into a Direct Consolidation Loan before July 1, 2026. Loans in default are not eligible for IDR while in default; rehabilitation or a separate consolidation route may address eligibility. Check current official instructions for your loan history and status.
The Bottom Line
Choose by comparing the plans you are actually eligible for—not by monthly payment alone. Check your loan record, model monthly and total costs with the official calculator, and confirm any PSLF or discharge implications. If you are on SAVE, follow the deadline in your own servicer notice. Federal Student Aid and its servicers provide repayment-plan help for free.
