How to Choose a Student Loan Repayment Plan Based on Your Income and Debt

A practical way to choose among federal student loan repayment plans: check eligibility first, compare full calculator estimates, and account for forgiveness goals and changing plan deadlines.

The right student loan repayment plan is the one you qualify for that fits your payment capacity, total-cost priorities and any forgiveness goal—not necessarily the one with the lowest monthly bill. For federal loans, first check each loan’s type and first disbursement date, then compare eligible plans in the Federal Student Aid Repayment Calculator. Review monthly payment, projected total paid, principal and interest, payoff date and any estimated discharge before choosing. The calculator is an estimate; your servicer confirms the terms after processing your application.

Start with the loans you actually have

Repayment choices depend on loan type and when each loan was first disbursed. A borrower can have several loans with different eligibility, so do not assume one plan applies to every balance. Sign in to your StudentAid.gov account and make a list of the loans, including whether each is federal or private, its program or type, balance, interest rate, first disbursement date and current status. Note any loan in default and any consolidation history.

Those details matter because a plan’s formula is only one part of the decision: you first need to know whether the plan is available for the particular loan. Where a borrower has more than one loan, eligibility and available repayment choices may differ across the balances. Keep the original loan details visible while comparing; a single summary balance can hide an important loan-date or loan-type distinction.

The guidance and plan rules below concern U.S. federal student loans. Private loans are governed by the private lender’s terms, not these federal repayment-plan rules; review the lender’s available options separately. If you are unsure whether a loan is federal, use the account information rather than guessing from the lender or servicer name.

After inventorying the loans, use the Federal Student Aid federal repayment plans overview and the official Repayment Calculator to see which choices apply. Eligibility can turn on details such as the loan program, disbursement date, consolidation and default status, so a plan described generally may not appear for your loans.

Information to gather before comparing

  • Each loan’s federal or private status, type, balance, interest rate and first disbursement date.
  • Your current income and household circumstances, plus plausible changes if your income is likely to rise or fall.
  • The payment you can reliably manage now, without treating an estimated minimum as automatically affordable over time.
  • Whether you are pursuing Public Service Loan Forgiveness (PSLF) or another potential income-driven repayment (IDR) discharge.
  • Whether any loan is in default, is a Parent PLUS loan, or has been consolidated.

Make a note of what you want the plan to accomplish. One borrower may need a payment that is manageable right now; another may prioritize paying less over the life of the loans or may be planning around a potential forgiveness outcome. Income stability matters too: if you expect a significant change, compare plausible income scenarios rather than treating today’s income as certain to last throughout repayment.

Compare affordability, total cost and time—not just the monthly payment

A lower required payment can make a budget workable, but it can also extend repayment. A higher payment may cost less overall if it pays the debt off sooner. There is no universally best choice: the comparison depends on your balance, eligible plans, income, household details and whether you expect a forgiveness outcome.

For each eligible plan, compare the same set of outputs in the calculator. Federal Student Aid’s Repayment Calculator guide describes comparisons including estimated monthly payment, total paid, principal and interest, projected payoff date and potential discharge. Consider these together rather than choosing from the monthly figure alone:

  • Monthly affordability: Does the estimated bill fit your current budget and leave room for essential expenses?
  • Projected total cost: How much would you pay over the modeled repayment period, and how much is principal versus interest?
  • Time to payoff: When does the calculator project the loans will be paid off? A longer period may keep the obligation in your budget for more years.
  • Potential discharge: Does the plan show a possible remaining balance at the end, and are you actually pursuing a qualifying forgiveness route?
  • Plan durability: Does the plan remain available for the full projected period, or is it scheduled to end before the model’s payoff or forgiveness horizon?

Read the results as a set. The monthly estimate answers what the modeled payment might look like; total paid and principal and interest give a broader view of cost; the payoff date shows how long repayment may last. A potential discharge figure is relevant only in the context of a forgiveness objective and the rules that apply to your loans and circumstances. Do not compare one plan’s monthly payment with another plan’s total-cost result and call that a complete comparison.

Calculator figures are not an offer or final payment notice. Federal Student Aid states, “The results provided by our Repayment Calculator are estimates only.” Your servicer establishes and communicates final terms after processing the application. Treat an estimate as a comparison tool, then check the processed plan and payment in your servicer account.

Use the calculator to test realistic choices

  1. Open the official Repayment Calculator. Sign in to import loan and income details for a more specific estimate, or enter information manually to compare plausible income scenarios. Do not treat an incomplete loan list as a personalized result.
  2. Review which plans are shown as eligible. Exclude plans that do not fit your loans rather than selecting an attractive estimate for a plan you cannot use. If eligibility is unclear, confirm it with the current official plan guidance or your servicer.
  3. Record the outputs for each relevant plan. Compare monthly amount, total paid, principal and interest, projected payoff date and any estimated discharge. Keep the same household and income assumptions across alternatives so the comparison is meaningful.
  4. Test income scenarios if circumstances may change. Use manual entry to see how plausible income changes affect estimated payments and outcomes. A scenario is an illustration, not a prediction that your income will follow that path.
  5. Look at the full horizon. If the projected payoff or forgiveness date is after a plan’s scheduled end, do not assume that plan will still be available throughout. Compare an eligible continuing option as well.
  6. Apply through StudentAid.gov or your servicer, as appropriate. After processing, verify the plan and payment shown by the servicer. The approved payment, not the calculator estimate, is the operative account information.

For a useful side-by-side comparison, keep the assumptions consistent: use the same loan information and household details when reviewing each plan, and change only the income scenario when that is the point of the test. If you sign in to import information, review the imported loan list rather than assuming every relevant detail is complete. If you enter information manually, inaccurate or missing loan details can make the estimate less useful.

The calculator is helpful for screening and comparison, but it does not replace the eligibility check or the servicer’s final notice. If the plan you intend to use is not displayed, do not assume the calculator has made an error or that you can enroll anyway; verify the current rules for your loan details. For details on what the calculator compares and its estimate limitation, use the Federal Student Aid calculator guide. The plan overview is the place to cross-check current plan availability and broad eligibility information.

Understand the current income-driven options

Income-driven repayment plans use income-related formulas, but their payment amounts are not interchangeable. The following structures are described in Federal Student Aid’s October 2026 guidance. The formulas alone do not determine whether you qualify or what your payment will be: applicable loan-date rules and borrower eligibility matter, and the calculator or servicer must supply the individualized estimate.

Plan Payment structure in Federal Student Aid’s 2026 guidance Repayment period or sunset
Income-Based Repayment (IBR) Generally 15% of discretionary income, or 10% for qualifying new borrowers. Payment is capped at the 10-year Standard amount. 25 years, or 20 years for qualifying new borrowers.
Income-Contingent Repayment (ICR) The lesser of 20% of discretionary income or an income-adjusted payment based on a 12-year fixed plan. 25 years; scheduled to end no later than July 1, 2028.
Pay As You Earn (PAYE) 10% of discretionary income, subject to a payment cap and eligibility test relative to the 10-year Standard amount. 20 years; scheduled to end no later than July 1, 2028.
Repayment Assistance Plan (RAP) 1%–10% of adjusted gross income (AGI), divided by 12, reduced by $50 for each dependent claimed on the federal tax return. Not stated in the cited 2026 formula summary; check the current plan guidance and calculator for applicable terms.

Federal Student Aid’s October 2026 SAVE transition guidance lists these structures. “Discretionary income” is the income measure used in a plan’s formula, not simply the payment percentage multiplied by all income. The relevant plan’s rules determine the precise calculation and eligibility; use the current plan information and calculator rather than deriving a payment from the percentages in the table.

IBR’s “new borrower” terms are conditional, not a general choice available to everyone. PAYE also has an eligibility test and cap, while IBR has a payment cap. A nominally lower percentage therefore does not by itself prove that a plan will produce the smallest bill for a given borrower.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The formula descriptions also use different reference points. IBR and PAYE are described as percentages of discretionary income, with caps or eligibility tests; ICR compares two calculations, one of which is based on a 12-year fixed plan adjusted for income; RAP uses a percentage range of adjusted gross income, divides that amount by 12, and subtracts an amount for each dependent claimed on a federal tax return. These are not plug-in estimates for a specific household. Use the calculator and current official plan guidance to determine the amount and whether the plan is available to you.

Check fixed-plan availability and plans with end dates

Federal Student Aid’s current transition guidance distinguishes fixed plan availability by loan timing: loans disbursed before July 1, 2026 may have Standard, Graduated and Extended fixed plans; a borrower with a loan disbursed on or after July 1, 2026 has Tiered Standard as the fixed payment option. RAP is listed as available for Direct Loans regardless of disbursement date, subject to its rules. This is a broad summary, not a substitute for the eligibility result for each loan.

PAYE and ICR are scheduled to end no later than July 1, 2028. If your modeled payoff or potential forgiveness falls beyond that date, compare a plan expected to continue rather than assuming the current plan will remain an option for the whole period. Federal Student Aid’s calculator guide also describes the sunset timing. Because plan availability can change, confirm current terms before submitting a choice.

This end-date check matters most when your modeled repayment path extends past the scheduled sunset. A plan can look suitable on the basis of its current estimated payment but still be a poor assumption for a longer horizon if it is scheduled to end before the projected payoff or forgiveness date. Compare the horizon as well as the current bill, and verify what options are actually available when you apply.

Choose differently if you are pursuing forgiveness

A forgiveness goal changes what “lowest cost” means. If you expect to seek PSLF, compare whether the plan and your loan and employment situation meet PSLF requirements; do not assume that any low-payment plan qualifies. Federal Student Aid’s October 2026 guidance lists IBR, ICR, PAYE and RAP as qualifying repayment plans and says Tiered Standard payments do not qualify. Check your eligible Direct Loans and employment with the PSLF Help Tool information linked from Federal Student Aid’s current transition guidance and follow the account-specific requirements.

Plan eligibility is only one part of this check. Verify your eligible Direct Loans and employment using the PSLF Help Tool, and do not infer that a plan qualifies just because its payment is low or because it is a federal repayment option. The current guidance distinguishes the listed IDR plans from Tiered Standard for PSLF purposes, so an automatic placement into a fixed plan can matter for someone pursuing forgiveness.

For a potential IDR discharge, compare the projected payment stream and estimated remaining balance, but treat the calculator’s discharge output as an estimate, not a guarantee. If forgiveness is not part of your plan, a lower monthly payment may simply mean a longer repayment period; weigh that against the calculator’s projected total paid and payoff date.

Keep the plan’s scheduled end date in view when the expected path to forgiveness extends beyond July 1, 2028. The relevant choice is not just the estimated payment this year, but whether an eligible plan can support the intended repayment horizon under current rules.

Handle SAVE notices by your personal deadline

Federal Student Aid says a court order ended SAVE in March 2026. Borrowers enrolled in SAVE must choose another eligible plan. Servicers began sending transition notices on July 1, 2026; the borrower has 90 days from their own notice to choose a plan, followed by a final 30-day notice. If the borrower does not act by the final deadline, the servicer automatically places them in a fixed plan based on loan timing.

These are notice-relative deadlines, not one universal calendar date. Check your servicer inbox and account for the date on your own notice, and follow that notice rather than calculating from July 1 or relying on a general deadline. The Federal Student Aid SAVE transition page provides current transition guidance.

Do not wait for a general article or calendar calculation to tell you your individual deadline. The transition schedule starts from the notice sent by your servicer; dates can therefore vary by borrower. Save the notice, note the stated deadline and follow any subsequent final notice. The key action is to choose another plan that is eligible for your loans before the deadline in your account-specific communication.

An automatic fixed plan could have a higher payment than an available IDR option. If you are pursuing PSLF, take particular care before allowing an automatic placement: Federal Student Aid says Tiered Standard payments do not count toward PSLF, while its listed IDR plans do. Compare plans you are eligible for and confirm the processed option with your servicer.

Exceptions that can narrow your choices

Parent PLUS debt

Parent PLUS-only loans are not eligible for IDR. Some borrowers whose Parent PLUS loans were consolidated into a Direct Consolidation Loan before July 1, 2026 may qualify for an IDR option, subject to additional plan rules. Do not assume consolidation makes every plan available; check current eligibility before acting.

If Parent PLUS debt is part of a larger loan picture, separate it in your inventory rather than assuming the same IDR eligibility applies across all balances. The cited exception is limited: certain borrowers with Parent PLUS loans consolidated into a Direct Consolidation Loan before July 1, 2026 may qualify, but additional rules still apply. Confirm the actual result with current official guidance.

Defaulted loans

Defaulted loans are not eligible for IDR. Federal Student Aid describes rehabilitation and certain consolidation routes that may restore repayment options, but the appropriate route depends on the borrower’s account and current process. Review the official IDR frequently asked questions and obtain account-specific instructions before selecting a plan.

Do not assume that applying for an income-driven plan resolves default status. First find out what process is available for your account; rehabilitation and certain consolidation routes may restore choices, but the appropriate route is account-specific. Follow current official instructions before making a move that could affect the loans or your repayment options.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Consolidation history

Consolidating loans can change which plans are available and may affect timing or forgiveness progress. Use official calculator scenarios where available and get current account-specific guidance before consolidating; do not treat a consolidation as a simple way to unlock a preferred payment.

In other words, compare consolidation as a change to the loan picture, not as a shortcut based solely on a desired monthly number. Check how a proposed scenario affects eligible plans and any relevant forgiveness timeline before proceeding.

Make the final choice in a practical order

  1. Remove ineligible options. Use your account’s loan details and official plan eligibility information first. Plan formulas matter only after you establish that the plan is available to your loans.
  2. Set your near-term payment boundary. Identify a monthly amount that is manageable under current circumstances, then compare the eligible estimates against it. If none looks sustainable, contact the servicer to discuss available choices instead of ignoring the bill.
  3. Compare total cost and duration. Among workable options, review total paid, principal and interest, and payoff date. A lower current payment is not automatically the least expensive route.
  4. Apply the forgiveness test. If PSLF or IDR discharge is a goal, verify that the plan, loans and relevant borrower circumstances align with that goal; compare the projected horizon to any plan sunset.
  5. Submit and verify. Apply through StudentAid.gov or the servicer as appropriate, then check the servicer’s processed plan, payment and any required next steps. Save the notice and deadline information for your records.

Recheck official guidance when you are ready to apply: Federal Student Aid’s pages describe rules as of their publication dates, and program availability, eligibility and deadlines can change. The decisive comparison is the current eligible set shown for your own loans, followed by the servicer’s processed terms.

Frequently Asked Questions

Which student loan repayment plan will give me the lowest monthly payment?

There is no plan that is lowest for every borrower. First check which plans are eligible for your loans, then compare the monthly estimates in the Federal Student Aid Repayment Calculator using your own loan, income and household details. Income-driven formulas and eligibility rules differ, and calculator results are estimates; the servicer confirms final terms after processing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I choose the lowest payment or pay less overall?

Choose based on what you can afford and your longer-term goal. A lower monthly payment can extend repayment, while a higher payment may pay the debt off sooner. Compare estimated monthly payment, total paid, principal and interest, payoff date and potential discharge together rather than treating one number as decisive.

Are the Repayment Calculator results my final payment?

No. Federal Student Aid says its calculator results are estimates only. Use them to compare eligible plans and realistic income scenarios, then check the payment and plan your servicer communicates after processing your application.

What should I do if I am enrolled in SAVE?

Federal Student Aid says a court order ended SAVE in March 2026 and affected borrowers must choose another eligible plan. Check your servicer inbox and account for your individual notice and deadline: the transition timeline is based on the date of your notice, followed by a final 30-day notice. Do not rely on a general calendar date.

Do Parent PLUS or defaulted loans qualify for IDR?

Parent PLUS-only loans and defaulted loans are not eligible for IDR under the cited guidance. Some borrowers with Parent PLUS loans consolidated into a Direct Consolidation Loan before July 1, 2026 may qualify, subject to additional rules. Rehabilitation or certain consolidation routes may restore options for defaulted loans; check current official instructions for your account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which plans count for PSLF, and what if a plan is ending?

Federal Student Aid’s October 2026 guidance lists IBR, ICR, PAYE and RAP as PSLF-qualifying repayment plans and says Tiered Standard payments do not qualify. Verify eligible Direct Loans and employment with the PSLF Help Tool. ICR and PAYE are scheduled to end no later than July 1, 2028, so compare the projected forgiveness horizon with plan availability and confirm current rules before applying.

The Bottom Line

Start with loan-by-loan eligibility, then compare eligible plans by monthly affordability, total paid, principal and interest, payoff date and any forgiveness objective. Treat calculator results as estimates, check plan end dates and notice-specific deadlines, and verify the final plan and payment with your servicer.
