Re:

If the Strait of Hormuz Is Open, Why Are Gas and Diesel Still So Expensive?

An increase in Strait of Hormuz traffic does not mean the oil and fuel supply chain is back to normal. Production losses, refinery constraints and depleted inventories can keep gasoline and diesel prices high.

Because ships passing through the Strait of Hormuz do not instantly restore the oil production, refinery output, fuel inventories or shipping capacity the market needs. And the latest U.S. Energy Information Administration outlook available on October 6, 2026, described Middle East flows as still constrained—not back to normal. Gasoline and diesel can therefore stay expensive even when more tankers are moving.

Does “open” mean oil is flowing normally again?

No. A navigable shipping lane is only one part of the supply chain. The market needs oil to be produced, loaded, transported, refined into specific fuels and delivered to buyers. If any link remains constrained, the additional ships passing through the strait may not be enough to bring supply or prices back to normal.

The EIA’s October 6, 2026 outlook said shipments through Hormuz had increased in September, but also described ongoing attacks, constrained export routes, elevated tanker risk and an interrupted Saudi bypass pipeline. It estimated that crude production shut-ins averaged 4.8 million barrels per day (b/d) in September, down from 5.8 million b/d in August and the May peak of 10.9 million b/d. EIA forecast shut-ins averaging 4.5 million b/d in the fourth quarter of 2026.

Shipping capacity can also take time to recover. EIA reported that tanker rates reached record levels in September and that longer routes reduced vessel availability. Risk, insurance costs and detours can raise the cost and uncertainty of getting crude to a refinery, even when passage through the strait has increased.

Why can fuel prices stay high when crude eases?

Crude oil is an input; gasoline and diesel are products made from it. Their prices are related, but they do not move in lockstep. A refinery has to be operating and able to produce the fuel that is in short supply. When refineries are offline or product supplies are tight, gasoline and diesel can remain costly relative to crude.

A crack spread is the market price difference between a refined product and crude oil. It is a useful indicator of refining-market conditions, not a guaranteed measure of any particular refinery’s profit. For the third quarter of 2026, EIA reported that the average U.S. gasoline crack spread was more than double its year-earlier level, while distillate and jet-fuel crack spreads were almost triple their year-earlier levels. Those wider spreads signal that refined products were unusually expensive relative to crude.

The Federal Reserve Bank of Dallas analysis published October 8, 2026, attributed the pressure to acute, multifaceted constraints in refined-fuel supply. It described refinery damage related to the conflict, attacks affecting Russian refineries, reduced Chinese and Russian product exports, shipping problems and a decade of limited refinery investment. The Dallas Fed authors estimated that global refinery capacity had declined by as much as 10% amid transportation challenges and geopolitical tensions. They also reported that Russian refining capacity fell by as much as 60% over summer 2026, while cautioning that estimates varied widely from month to month.

The Dallas Fed’s conclusion for U.S. fuel prices was: “Even after the Iran conflict ends and the flow of crude oil through the Strait of Hormuz normalizes, U.S. fuel prices will likely remain unusually elevated relative to crude prices.”

How do depleted inventories affect prices?

Inventories are a buffer: they let suppliers meet demand when production or deliveries fall temporarily. Once stocks are drawn down, there is less cushion against another disruption. Rebuilding that cushion takes time and competes with current demand for available fuel.

Measure Reported level What it indicates
U.S. distillate inventories For the week ending September 25, 2026, 13% below the 2021–2025 five-year average, according to EIA. A thinner U.S. buffer for diesel and other distillate fuels.
U.S. gasoline inventories For the week ending September 25, 2026, 7% below the 2021–2025 five-year average, according to EIA. Less U.S. gasoline in storage than the stated seasonal benchmark.
Global oil inventories The International Energy Agency (IEA) said observed inventories fell by a cumulative 507 million barrels from February through August 2026, an average of 2.8 million b/d. A substantial global drawdown, not a U.S.-only measure.
Global oil inventory outlook EIA estimated an average decline of 1.9 million b/d in the third quarter of 2026 and projected a further average decline of 0.7 million b/d in the fourth quarter. The forecast pointed to continued inventory pressure; it was not a report of final fourth-quarter results.

The U.S. figures describe specific fuel inventories against a U.S. five-year average; the IEA figure covers observed global oil inventories over a different period. They are not interchangeable, but each shows why a return to regular shipping alone would not immediately refill depleted stocks.

Why has diesel been under particular pressure?

Diesel is a middle distillate, a category that also includes gasoil and heating fuels. Its supply depends on refinery output and trade flows for those products, not just on how much crude is available. When distillate production or exports are constrained, diesel can become more expensive relative to crude—and can rise more sharply than gasoline. That pattern is not guaranteed in every country or at every moment.

The IEA reported that global refinery throughput in August 2026 was 81.4 million b/d, 4.2 million b/d below the year-earlier level. It also reported that combined Gulf and Russian diesel/gasoil net exports in August were 1.6 million b/d lower than in February 2026. In February, those exports accounted for almost 45% of global seaborne trade, according to the IEA. Lower refinery output and reduced exports from important sources leave less product available to replace supply disruptions.

In the U.S., EIA reported that third-quarter 2026 distillate crack spreads were almost three times their year-earlier level. It linked tight U.S. distillate supplies to high exports and import costs. Together, those conditions help explain why diesel prices have faced especially strong pressure.

Why don’t pump prices change as soon as shipping news changes?

Oil markets react to expectations as well as barrels already delivered. In its account of the third quarter, EIA linked crude-price volatility to changing expectations about the conflict, peace discussions, flows through Hormuz and other supply risks. In that quarter, Brent futures began July 1, 2026, at $72 per barrel and topped $100 per barrel on July 23. Futures peaked at $109 per barrel on September 15; Brent spot prices reached as high as $132 per barrel around that time.

Those are dated crude-market figures, not pump prices. A change in the crude benchmark does not automatically produce an equal or immediate change in what a driver pays. Refinery margins, product availability, transport and the timing of wholesale and retail price adjustments all affect the path from crude markets to the pump. Local fuel prices also depend on the market and pricing conditions in each country, so U.S. inventory or margin data cannot establish a universal pump-price breakdown.

What should a driver expect next?

The available figures explain the pressure on fuel markets; they do not establish a date or amount for future pump-price declines. EIA’s October 6 outlook and the IEA’s September 11, 2026 report described unsettled conditions. Changes in conflict risk, production recovery, refinery operations, shipping insurance and inventories could alter the outlook.

  • More tankers passing Hormuz is evidence of increased movement, not proof that normal volumes or safe, unconstrained shipping have returned.
  • Crude prices alone do not show whether gasoline and diesel supplies are plentiful; refinery margins and product availability matter too.
  • For a local price picture, check fuel-price data for your country or area alongside current supply and refinery conditions. The U.S. and global figures above explain broad market forces, not the exact price at a particular station.
