Start with how the company defines its services, then compare the revenue mix, contract obligations and forward indicators. Consulting usually means finite projects with defined outcomes; outsourcing or managed services usually means ongoing work to run or manage a client’s operations. Labels alone are not enough: one contract can contain both.
What separates consulting from outsourcing?
The distinction is primarily the work pattern, not the technology involved. Accenture defines consulting as finite, distinct projects with defined outcomes and typically specific deliverables. It describes managed services as ongoing, repeatable services to transition, run or manage client systems or business functions. Accenture’s fiscal 2025 Form 10-K gives those definitions.

A cloud migration, application program or cybersecurity engagement may start as a project and continue as an operational service. IBM’s fiscal 2024 annual report describes offerings that include consulting, application operations, cloud services, business-process outsourcing, security and infrastructure support; many can be delivered wholly or partly through cloud or as-a-Service models. So do not classify a company by a product name such as “cloud” or “digital transformation.” Look for who is responsible for ongoing operations and what the contract requires after implementation. Read the company’s own service definitions
Use the latest annual report, segment note and investor presentation. Record how the issuer defines consulting, managed services, outsourcing, application operations, business-process outsourcing, cloud and systems integration. Look for finite deliverables, operational handover, ongoing support, repeatable services and responsibility for running client functions. Note changes in categories over time; a reclassification can make year-to-year comparisons misleading.

Measure revenue mix and growth over several years
For each year, record revenue by service line, each line’s share of services revenue and its reported growth. Separate reported-currency growth from constant-currency or local-currency growth where the company provides both. A larger, persistent managed-services base can indicate greater exposure to ongoing operational work; faster consulting growth may indicate sensitivity to project starts and client transformation budgets. These are clues about exposure, not proof of what caused the results.
Accenture illustrates the value—and limits—of separately reported categories. Its fiscal 2025 Form 10-K reported the following:

The company says its customized service contracts do not allow it to measure how much revenue growth in a period came from price versus volume. Inspect contract duration, pricing and obligations
Revenue-recognition notes and contract descriptions can clarify whether revenue comes from staff time, milestones, units of work, deliverables or ongoing operating obligations. Check for transition periods, renewals, termination rights, service-level commitments and client concentration. These features can affect visibility and risk, but contract format alone does not determine whether work is consulting or outsourcing.

An older SEC-filed IT-services disclosure also illustrates that recognition mechanics vary: time-and-materials work may be recognized as performed, unit-priced work against objective transaction measures, and fixed-price work over time unless the delivery pattern differs. Use bookings and backlog as forward clues, not forecasts
Where available, track signings or bookings, backlog, book-to-bill, renewals, cancellations, contract wins and remaining performance obligations. Read the company’s definition and note the period, currency treatment, acquisition effects and adjustments. A signing is not the same as recognized revenue, and backlog is not guaranteed revenue: clients may change plans and estimates can be revised.

Compare like with like
First compare the company with itself over time. For peer comparisons, align fiscal periods, currencies, acquisitions and divestitures, restated categories, and what each issuer includes in “managed services.” One company’s category may include cloud operations or business-process outsourcing while another reports those separately. How much can market-wide MSP data tell you?
Industry totals are context, not a substitute for company disclosures. The UK Department for Science, Innovation and Technology reported estimated annual MSP-related revenue of £52.6 billion, direct gross value added of £29.1 billion and 294,340 workers. The report was published on 12 February 2024, was commissioned in 2023, and primarily reflects activity delivered and billed in 2022. DSIT calls its method experimental and indicative; it identified an estimated 11,492 active UK MSPs using a market taxonomy, company websites and company accounts.
Those figures describe an estimated UK market, not global outsourcing demand or any particular company’s revenue. DSIT also notes that the UK has no dedicated SIC code or unified definition for MSPs. Its categories—including cloud solutions, IT infrastructure management, IT service management and managed security—can overlap with consulting and broader outsourcing. A practical reading checklist
- What does the company explicitly count as consulting, managed services and outsourcing?
- Are revenue shares and growth rates reported consistently across multiple years?
- Do contracts end with defined project deliverables, or leave the company responsible for ongoing operations?
- What are the contract terms, pricing mechanisms, renewal conditions and service obligations?
- Are bookings and backlog defined clearly, and what adjustments or estimates do they include?
- Have acquisitions, currency movements or category changes distorted the comparison?
Refresh the analysis when a new annual report changes service definitions, segment presentation or forward metrics; the figures above are tied to Accenture’s fiscal 2025 report, IBM’s fiscal 2024 report and DSIT’s 2024 study.
