An insurance virtual assistant may suit well-documented support work that can be managed remotely; an in-house assistant may fit work requiring frequent direction, close coordination, or continuity with agency staff. Neither option is automatically cheaper, and calling someone a contractor or VA does not determine their legal worker status. Compare the full cost and actual work relationship, and check state licensing rules before assigning client-facing or policy-related duties.
What the two options mean for an agency
An insurance VA is an assistant who provides services remotely, often through an outside provider or as an individual contractor. An in-house assistant works as part of the agency’s staff, usually on-site or within its direct operating structure. Those labels describe common arrangements, not legal classifications: remote work can still be employment, and an outsourced arrangement does not by itself establish independent-contractor status.

There is no established comparable current VA rate and in-house assistant compensation figure here, so a general hourly rate or savings percentage would be misleading. Request written vendor pricing for the actual scope and hours, then compare it with the full cost of employing someone locally. IRS guidance distinguishes employment-tax responsibilities for employees and independent contractors, but classification depends on the facts of the relationship, not a cost spreadsheet or contract label (IRS worker-classification guidance; Publication 15-A).

These are items to ask about and model, not charges that every provider or employer incurs. Include the agency’s own supervision time and the cost of errors or rework in both models. A lower direct fee may not mean lower total cost if the work needs extensive training, review, or correction.
How much control does each arrangement require?
IRS worker-status analysis considers behavioral control, financial control, and the type of relationship. The IRS says, “There is no ‘magic’ or set number of factors that ‘makes’ the worker an employee or an independent contractor and no one factor stands alone in making this determination.” A person may be an employee under common-law rules while working remotely if the business has the right to control what and how the work is done (IRS guidance).

Check licensing boundaries before assigning insurance work
The NAIC describes an insurance producer as someone who sells, solicits, or negotiates insurance, and state regulators license producers. The NAIC’s producer licensing overview explains the framework; its State Licensing Handbook chapter on producer licensing discusses activities requiring licensure. Neither should be treated as a task-by-task determination for every agency workflow.
- Write down the actual duties. Describe what the assistant will say or do, who they will contact, and whether they will discuss coverage or a policy.
- Check the relevant state regulator’s rules and guidance. Licensing requirements are state-specific; do not assume an activity is exempt because it is administrative or performed remotely.
- Separate support from potentially regulated activity only after checking the rules. If a duty could involve selling, soliciting, or negotiating insurance, get qualified compliance or legal advice before assigning it.
- Set procedures and review accordingly. Define permitted tasks, escalation points, system access, and who is responsible for oversight.
The NAIC reported that more than 2 million individuals and more than 236,000 business entities were licensed to provide insurance services in the United States; its page was last updated February 10, 2025. That is sector context, not a measure of VA adoption or relative hiring costs (NAIC).

Build a side-by-side decision before hiring
- Define the workload: list duties, expected hours, turnaround needs, and the work that must stay with licensed staff.
- Get a written VA proposal: ask for price, minimum hours, coverage, onboarding, supervision expectations, access requirements, and contract and offboarding terms.
- Model employee cost: include wages, applicable employer taxes, benefits, leave, recruiting, onboarding, equipment, software, and management time.
- Test operational fit: determine who assigns work, reviews it, handles exceptions, and covers absences.
- Review access and compliance: limit system and client-data access to what the role needs, and verify licensing boundaries for each relevant duty.
- Compare total cost at the same scope: use the same hours, task list, service expectations, and quality requirements for both options.
For any budget estimate, label the geography, date, role, hours, and assumptions. Vendor quotes and local compensation can change, so use current figures from the actual provider and labor market rather than a national generic estimate.
