A multisig threshold only helps if enough keys are held and used independently—and if every co-signer checks what they are approving.
Choose the wallet architecture for the chain
“Multisig” does not describe one interchangeable setup. Safe is a smart-account system for Ethereum and EVM-compatible networks; a Bitcoin descriptor wallet has its own wallet-policy and signer-verification requirements. The keys, setup process, transaction review, and backup practices are not interchangeable.

These distinctions follow Safe’s documentation and BIP 388, the Bitcoin wallet-policy specification. Product interfaces, supported networks, and hardware compatibility can change, so confirm current support for the specific wallet and transaction workflow before setup.
Assign independent signers and responsibilities
Choose distinct people or control domains for the keys. Merely creating several keys does not create meaningful separation if one person, custodian, or compromised system controls enough of them to approve transactions. Trail of Bits recommends separate key holders and warns against placing multiple keys with one custodian.

Write down who may propose, review, approve, and execute transactions. Assigning responsibilities does not require each signer to perform every step, but it should be clear who is accountable at each stage. A co-signer should make an independent decision, not act as a routine rubber stamp.
Choose a threshold that fits both security and continuity
The threshold is the number of configured signers required to approve an operation. A 2-of-3 setup—two approvals from three configured signers—is a useful illustration, not a universal recommendation. OpenZeppelin uses it as a basic example; a company should choose its own threshold based on the assets at risk, signer independence, availability, and recovery plan.

A higher threshold can make a single compromised key less capable of authorizing a transaction, but it can also make routine operations harder when signers are unavailable. Safe states that a transaction can proceed when the required threshold is met, even if one signer is unavailable. That mechanism does not decide which threshold is appropriate for a particular company.
Configure and verify the wallet before funding it
For a Safe smart account
- Confirm the network. Check that the intended Ethereum or EVM-compatible network is currently supported by the wallet and setup interface.
- Enter the owners and threshold. Configure the intended owner accounts and approval threshold. Safe supports owner and threshold management; interface labels and flows may change.
- Verify the resulting account. Check the displayed account details and confirm the deployed account on the correct network reflects the intended owners and threshold before transferring company funds.
- Record the configuration. Preserve an access-controlled record of the network, account, owners, threshold, and responsible approvers so the company can review changes and respond to signer turnover.
For a Bitcoin descriptor wallet
- Establish the intended wallet policy. Keep a trusted copy of the policy that describes the relevant address and script generation and the keys controlled by the signer.
- Register the policy with each hardware signer. Follow the wallet and device’s current procedure for registration.
- Compare the secure-screen details. Verify the registered policy on the device’s secure screen against the trusted copy. BIP 388 treats secure verification of spending-policy details as a prerequisite for security in adversarial environments.
- Use the registered policy during transactions. Check the device’s displayed address and fee information as part of review. Do not assume a Bitcoin descriptor-wallet backup or procedure can restore an EVM smart account, or vice versa.
Write transaction rules before approving the first request
Define how a request is submitted and what a signer must check before signing. Trail of Bits’ Increment Protocol Security Assessment says a co-signer should refer to a pre-established policy specifying the conditions for approving a transaction. For a company, the policy can specify:

- Which request channels are accepted and who is authorized to submit a request.
- How the company verifies the payee and destination address, including any required independent confirmation.
- Which spending limits, business purposes, or additional internal approvals apply.
- How a co-signer confirms the request’s origin and intent rather than relying solely on another signer’s approval.
- What to do when transaction details do not match the approved request, or when the request cannot be independently verified.
These are examples of operational controls, not a universal legal or accounting policy. The company should align its rules with its own governance and risk requirements.
Review each transaction independently
Before signing, compare the transaction with the approved request. Check the recipient, asset, amount, business intent, and any contract interaction. For a Bitcoin descriptor wallet, include the device’s secure-screen policy and address checks and review the displayed fee. For an EVM Safe transaction, use available simulation tooling as an aid to review.

Simulation and hardware-screen checks can help surface discrepancies; neither replaces the company’s approval rules or a signer’s independent judgment. If a detail is unclear or inconsistent, pause and resolve it before approving.

A basic Safe does not require modules. Safe warns that modules are security-critical; some can alter execution paths or provide features such as alternative access or limited allowances. Before adding one, understand its code, authority, and failure modes, and decide whether the feature is necessary for the company’s control design. Do not treat an added module as separate from the trusted system that governs the assets.

Plan signer loss and recovery in advance
Decide how the company will handle a lost or compromised key, a departing employee, or an unavailable signer before one of those events occurs. Safe describes replacing an owner through onchain governance, but the change depends on meeting the account’s existing threshold. If the company cannot reach that threshold, the described mechanism alone does not restore access.
- Document who can initiate a signer change and how the company verifies that person’s authority.
- Decide who retains recovery material and how it is protected from being controlled alongside the active signer keys.
- Set a process for personnel changes, suspected compromise, and signer unavailability.
- Preserve access if the normal threshold cannot be reached, without placing enough keys under one person or custodian to defeat the intended separation.
- Practice the recovery process without putting material funds at risk.
Wallet documentation describes available mechanisms, not a complete company recovery plan. The organization must define its own responsibilities and test how it will maintain access under realistic signer-loss scenarios.
