But using an AA still appears to require an internet-connected device: official guidance describes registration through an app or website, and does not establish a general offline registration or consent route.
Can you use an Account Aggregator without internet banking?
Possibly. The documented AA account-linking flow uses an identifier recognized by the financial institution holding the account, followed by an OTP sent by that institution to verify ownership. Sahamati lists examples of identifiers such as PAN, a Customer Registration Number, or a mobile number; the right one depends on the institution. This is not the same as entering a bank website username and password, and the sources do not establish internet banking as a general AA requirement. Sahamati’s AA guidance describes the flow.
Exact steps can vary by the bank, other financial institution, and AA service. For example, Bank of India describes a process involving the mobile number registered with the bank and a four-digit PIN. That is a bank-specific example, not a universal AA standard. Check the instructions for your institution and chosen AA.
Can you use an Account Aggregator without a smartphone?
A smartphone is not shown as mandatory in the government’s general guidance: customers can register with an AA through an app or a website. A website could be accessed from an internet-connected computer or tablet, but the guidance does not confirm that every AA offers a complete desktop registration and account-linking experience. The Ministry of Finance overview describes app and website registration.

So, a person without a smartphone may have a route if their AA supports the required website flow and they can use another connected device. A feature phone alone is not established as sufficient for AA registration, account linking, and consent.
Can you use an Account Aggregator with no internet access?
The available official descriptions treat AA registration, account linking, and consent as digital steps. They do not establish a generally available offline way to complete the full process. If you have no internet access at all, the evidence does not support saying that you can use an AA fully offline.

Feature-phone UPI does not change that answer. RBI’s UPI123Pay announcement describes ways to make UPI payments from feature phones without an internet connection; that is a payment service, not AA data sharing or an offline AA consent process. RBI’s UPI123Pay announcement explains the distinction.
How AA account linking and consent work
- Register with an AA. Government guidance describes registration through an app or website.
- Identify the account. Provide the identifier the relevant financial institution uses to locate it, such as a PAN, Customer Registration Number, or mobile number, as applicable.
- Verify ownership. The financial institution sends an OTP as part of the documented verification flow. Specific authentication steps differ by institution.
- Review the consent request. The customer decides whether to approve the requested sharing. Consent is explicit and purpose-specific; a request can be rejected, and recurring consent can be revoked. RBI’s Account Aggregator directions set consent and credential safeguards, while the government’s AA overview explains customer controls.
An AA must not access authentication credentials held by a financial institution, under RBI’s directions. That supports the distinction between AA consent and handing an AA your internet-banking password; it does not guarantee identical onboarding steps across providers.

What to check before trying to sign up
- Whether your institution participates: the relevant institution must be part of the AA network for the account and intended use; coverage can vary.
- Whether your AA offers a website flow: general guidance mentions websites, but does not establish that every provider supports full use on a computer.
- Which identifier and OTP channel apply: use the instructions from your financial institution and AA rather than assuming one bank’s procedure applies everywhere.
- What you are consenting to: review the purpose, information requested, recipient, and duration before approving a request.
The Department of Financial Services reported, as of 31 March 2026, 179 live Financial Information Providers, 989 live Financial Information Users, more than 2.88 billion financial accounts enabled to share data, and 284.6 million accounts linked by users. Those ecosystem totals describe scale; they do not establish access for people without a smartphone or internet connection. The Department’s framework page reports the figures.
