If you have a full product catalog, you will normally use Shopify, WooCommerce, Wix, BigCommerce, Hostinger, or another ecommerce platform to manage product pages, inventory, carts, shipping, taxes, discounts, and orders, then connect PayPal as a payment method.
For a small number of products or services, PayPal Payment Links or Payment Buttons may be enough. For a custom checkout, subscription system, or marketplace, you will need PayPal’s developer tools. The right setup depends on what you sell, how many products you have, whether you need inventory and fulfillment automation, and how much technical control you want.

Choose the right PayPal store setup first
There are four practical ways to sell online with PayPal. Choosing the wrong one is a common source of frustration: a Payment Link can accept money, for example, but it does not automatically create the inventory, fulfillment, customer-account, and order-management system expected from a full ecommerce store.

Understand the pieces
- Storefront: The pages, categories, search, product catalog, customer accounts, cart, inventory, shipping, tax settings, discounts, and order-management tools customers and staff use.
- Payment gateway or processor: The payment service that helps authorize, capture, refund, and settle a transaction. PayPal is primarily this payment and checkout layer.
- Checkout: The buyer-facing payment experience, whether it appears on your site, in an embedded component, or on a PayPal-hosted page.
- PayPal account: The merchant account that receives the transaction and from which funds can be held, withdrawn, refunded, or used for other eligible transactions.
- Platform integration: The connection between PayPal and your ecommerce system so that payment status, refunds, and order information can be synchronized.
What to prepare before opening or connecting PayPal
Gather these items before beginning. Having them ready reduces interruptions during PayPal’s verification process and during store setup.
- Your legal name, email address, phone number, and physical address.
- Your business or trading name, if different from your legal name.
- Your business type and entity details. In the U.S., you may be able to begin as a sole proprietor; an LLC or corporation is not automatically required just to start selling. PayPal may nevertheless request identity, tax, business, address, and ownership information.
- Your Social Security number, EIN, or other taxpayer identification information when requested.
- Beneficial-owner information if you operate through a legal entity. PayPal says this can include individuals who own at least 25% of the entity and at least one person with significant control. See PayPal’s beneficial-owner guidance.
- A bank account for receiving withdrawals. Use an account whose name and information can be matched to your PayPal account.
- A confirmed email address and mobile phone.
- Product names, descriptions, prices, currencies, images, SKUs, variants, quantities, weights, and dimensions where relevant.
- Shipping regions, handling times, delivery services, rates, and tracking procedures for physical products.
- Your returns, refunds, privacy, terms, and customer-support information.
- Login details for your website or ecommerce platform.
- Working capital to fulfill orders even if PayPal does not make every payment immediately available.
Check whether PayPal permits your products
Before designing the checkout, review PayPal’s Acceptable Use Policy. It prohibits or restricts categories that can include illegal or counterfeit goods, intellectual-property-infringing products, certain controlled substances, firearms and ammunition, gambling, some adult-oriented goods or services, medical items or services, and marketplaces, among others. If your product or business model is unusual, ask PayPal for written confirmation before accepting orders. Do not rely on a generic statement that PayPal is accepted.
How much does it cost to sell with PayPal?
The standard U.S. rates shown in that fee table include the following categories:

For illustration only, a $100 transaction at 3.49% plus $0.49 would produce a $3.98 processing fee before any other applicable charge. A $100 transaction at 2.99% plus $0.49 would produce $3.48. Your actual rate may differ.
Important Payment Links pricing discrepancy
PayPal’s Payment Links marketing page currently displays a $0.10 fixed fee in its pricing section, while the merchant-fee table lists $0.49 for the relevant U.S.-dollar commercial and Payment Links/Buttons categories. Because those official pages do not currently show the same fixed-fee figure, do not publish $0.10 as a definitive universal Payment Links price. Confirm the rate displayed in your account and the official fee table before setting your retail prices.
PayPal may advertise no setup fee or monthly PayPal fee, but that does not make the entire store free. You may also pay for:
- An ecommerce-platform subscription.
- A domain name and hosting.
- Premium themes, plugins, or extensions.
- Shipping labels and fulfillment services.
- Advertising and social-media tools.
- Tax software or professional tax advice.
- Currency conversion and cross-border charges.
- Additional transaction fees charged by your ecommerce platform.
PayPal says a refund does not create a new refund fee, but the original processing fees are not returned to the merchant. Build that cost into your refund and pricing assumptions.
Step 1: Create and verify a PayPal Business account
For direct PayPal Payment Links, Payment Buttons, and PayPal Checkout, a PayPal Business account is the safest default. PayPal says Business accounts can operate under a company or group name, accept card, bank-account, and debit payments, provide employee access, and access products such as PayPal Checkout. Review PayPal’s explanation of Personal and Business accounts.
Some third-party ecommerce integrations may accept a Personal account during onboarding or offer to convert it. That is an integration-specific exception, not a reason to use a personal account for commercial operations. Keep business sales in a commercial goods-and-services or integrated checkout flow.
- Open a PayPal account or upgrade the appropriate existing account to Business.
- Enter the legal and business information PayPal requests.
- Confirm your email address and mobile phone.
- Submit identity, tax, business, address, and ownership information when prompted. PayPal may request additional documents or information later.
- Add your business bank account.
- Confirm the bank account. PayPal may verify it instantly or send two small deposits. Those deposits can take up to three business days to appear; enter the amounts in PayPal when they arrive. PayPal explains the process in its bank-account confirmation help page.
- Review the account for alerts, limitations, verification requests, and available payment methods.
Do not wait until launch day to complete verification. An unconfirmed email, bank account, or identity review can prevent a connection from working or delay access to funds.
Step 2: Build the store foundation
If you chose a full ecommerce platform, create the store before connecting payments. A basic store should include:
- Home page and navigation.
- Product or service pages with accurate prices and descriptions.
- Categories or collections.
- Cart and checkout.
- Contact and customer-support page.
- Shipping and delivery information.
- Returns and refunds policy.
- Privacy policy.
- Terms and conditions.
For every product, define its type: physical good, digital download, service, booking, deposit, membership, license, or subscription. That choice affects shipping, delivery evidence, refunds, tax treatment, recurring-payment support, and the platform you should use.

For physical goods, state realistic processing and delivery times. Under the U.S. Federal Trade Commission’s Mail, Internet, or Telephone Order Merchandise Rule, if you do not state a shipping time, you generally must ship within 30 days. If you cannot meet the promised or 30-day time, you must notify the customer and give the customer the choice to accept the delay or receive a prompt refund.
Selecting a full ecommerce platform
Compare platforms on more than whether they display a PayPal logo. Check whether the platform:
- Supports PayPal in your country and chosen currency.
- Supports physical goods, digital goods, services, subscriptions, or bookings as needed.
- Manages inventory, product variants, back orders, and multiple sales channels.
- Calculates shipping and tax in a way suitable for your business.
- Synchronizes orders, payment status, refunds, and tracking.
- Supports discounts, customer accounts, order history, analytics, and exports.
- Offers sandbox or test mode.
- Charges an additional third-party transaction fee when you use PayPal.
- Allows you to export orders and customer data.
PayPal maintains an ecommerce and platform partner directory. The directory is a starting point, not a guarantee that every feature or payment method is available for your country or account.

The exact labels differ by platform and country, but the general process is:
- Open or upgrade the PayPal Business account.
- Confirm the PayPal email and bank account and finish verification.
- Open your store admin and find Settings, Payments, Payment providers, or the equivalent area.
- Select the PayPal integration.
- Choose Connect, Activate, or the platform’s equivalent control.
- Sign in to PayPal in the authorization window.
- Approve the connection and return to the store admin.
- Enable the payment methods that are actually available to your account and country.
- Save the settings, then configure button placement, wallet options, card fields, Pay Later messaging, refunds, and order-status behavior where offered.
Do not assume that connecting PayPal replaces every other payment provider. Some platforms require a primary card-payment provider, and PayPal may be an additional wallet or payment method.
Shopify: check the current U.S. route
Older guides often tell every Shopify merchant to activate PayPal Express Checkout. That is not a safe universal instruction. Shopify’s current documentation says PayPal Express Checkout is unavailable to merchants in the United States and France; U.S. merchants can use PayPal Wallet through Shopify Payments instead. PayPal products and availability also vary by country. Review Shopify’s pages on PayPal integrations and fees and PayPal payment options before following a tutorial.
For a U.S. Shopify store:
- In Shopify admin, open Settings → Payments.
- Check which PayPal Wallet or PayPal-related option Shopify currently makes available for your country and payment configuration.
- Follow the current Shopify onboarding flow to connect or activate it.
- Keep a primary card-payment provider active if Shopify requires one. PayPal alone may not process every card transaction for the store.
- Review Shopify’s additional payment-provider fees and PayPal’s own processing fees before pricing products.
For a non-U.S. Shopify store, do not copy the U.S. route. Use the options shown in the store’s Payments page and Shopify’s country-specific documentation.

WooCommerce: current PayPal Payments setup
WooCommerce’s official PayPal Payments startup guide lists these minimum requirements for the current guide:
- WordPress 6.5 or newer.
- WooCommerce 9.6 or newer.
- PHP 7.4 or newer.
- A PayPal Personal or Business account. A Business account remains the more appropriate default for a commercial store.
The setup sequence is:
- In WordPress, go to Plugins → Add New.
- Search for WooCommerce PayPal Payments.
- Install the official plugin and click Activate.
- Open the plugin’s PayPal settings.
- Click Activate PayPal Payments.
- Choose live onboarding or sandbox mode.
- Sign in to PayPal and click Connect to PayPal.
- Select the relevant product types, such as physical goods, virtual goods, or subscriptions.
- Choose eligible features, such as PayPal buttons, Advanced Card Fields, Apple Pay, Google Pay, alternative payment methods, and Fastlane by PayPal.
- Configure payment methods, button placement, styling, Pay Later messaging, and sandbox or live settings.
- Save the changes and test checkout.
WooCommerce documents sandbox testing before switching to live mode. Features such as Advanced Card Fields, Apple Pay, Google Pay, Fastlane, and alternative payment methods depend on eligibility, approval, device, country, and account configuration.
Wix, Hostinger, Squarespace, BigCommerce, and other platforms have their own PayPal onboarding paths. Follow the current payment-provider instructions inside that platform rather than assuming Shopify or WooCommerce labels apply.
Step 4: Use PayPal Payment Links when you do not need a full store
Payment Links are best for a small catalog, services, deposits, appointments, bookings, custom orders, and selling through Instagram, Facebook, email, text, messaging apps, or QR codes. They can also help you test demand before paying for a full ecommerce platform.

- Open the Payment Links tool.
- Enter the product or service name.
- Add a clear description and product image.
- Set the price and currency.
- Add variants if the option is available and relevant.
- Configure quantity, shipping, tax, customer notes, discounts, or related products as available for your account.
- Choose the payment methods to offer.
- Set a post-payment redirect page if available.
- Click Build it or the current equivalent.
- Copy the Payment Link and download or copy its QR code.
- Open the link in a private browser window and test it before sharing.
PayPal says Payment Links can be reused and that product or checkout details can be updated without creating a new link. This is useful for a product advertised in multiple places.

What Payment Links do not solve automatically
A Payment Link creates a hosted checkout page; it does not necessarily create a mature catalog, inventory, fulfillment, or customer-account system. In practice, you still need a process for:
- Reducing inventory after each sale.
- Tracking orders and fulfillment status.
- Delivering digital products or granting service access.
- Collecting and retaining sales-tax records.
- Reviewing potentially fraudulent orders.
- Issuing refunds and responding to customers.
- Uploading shipment tracking.
- Preventing an old or accidentally shared link from being used for an unintended purchase.
For a few consulting deposits or appointment payments, that manual process may be perfectly reasonable. For hundreds of SKUs, it becomes a reason to use a full store platform.
Step 5: Add PayPal Buy or Shopping Cart Buttons to an existing website
Use a Buy Button for one product, one service, a donation amount, or a custom payment. Use a Shopping Cart Button when customers need to add multiple products and check out in one transaction.
- Sign in to the PayPal Business account.
- Open Payment Buttons.
- Choose Buy Button or Shopping Cart Button.
- Add product details, price, image, branding, and available options.
- Configure quantity, shipping, tax, and return behavior as available.
- Generate the button.
- Copy the code PayPal provides.
- Open the website editor or HTML page.
- Paste the code where the button should appear.
- Publish the page.
- Test from a device or private browser that is not logged in as the merchant.
PayPal says the generated code can be copied and pasted without a developer or server. That makes buttons useful for a simple site, but they are not equivalent to a full ecommerce implementation. You may still lack robust inventory synchronization, advanced promotions, tax automation, shipping rules, customer accounts, analytics, and fulfillment workflows.
Step 6: Build a custom PayPal Checkout integration only when necessary
Custom integration is appropriate when you need custom cart rules, subscriptions, marketplace behavior, advanced payment flows, or a checkout experience that a plugin or platform cannot provide. It is not the best starting point for a beginner who simply wants to sell a few products.
Current PayPal architecture
A standard current integration generally uses:
- The PayPal JavaScript SDK or the applicable current checkout component.
- The Orders v2 API.
- Server-side access-token generation.
- A server endpoint that creates an order.
- A server endpoint that captures or authorizes the order.
- Webhooks for asynchronous events such as refunds, disputes, recurring payments, and payment-state changes.
- Sandbox credentials and test accounts before live credentials.
PayPal’s standard Checkout documentation describes a flow in which the back end creates the order, the buyer approves it, and the back end captures it. PayPal’s documentation still includes JavaScript SDK v5 examples, but says v5 remains supported and recommends the newer JavaScript SDK v6 for new or upgraded integrations. See the v5-to-v6 upgrade guide. Platform plugins may support their own version, so use the version supported by the platform when you are not building directly against the SDK.
Custom integration sequence
- Create and verify a PayPal Business account.
- Open the PayPal Developer Dashboard.
- Create a sandbox REST app and record its sandbox client ID and client secret.
- Create sandbox buyer and merchant accounts.
- Load the current PayPal SDK from PayPal’s server. Do not self-host it; PayPal’s SDK configuration guidance explains the supported loading process.
- Render PayPal buttons or the applicable checkout component.
- Have the browser call your merchant server to create an order.
- Calculate the authoritative total on the server from trusted product, price, inventory, shipping, discount, and tax data.
- Create the PayPal order through
POST /v2/checkout/orders. - Return the PayPal order ID to the browser.
- Let the buyer approve or cancel the order.
- Have the browser notify your server after approval.
- Capture the order on the server through
POST /v2/checkout/orders/ORDER-ID/capture, or authorize it if your fulfillment model requires authorization first. - Confirm that the capture status is actually
COMPLETED. Do not treat only a redirect, browser callback, or customer screenshot as proof of payment. - Save the PayPal order ID, capture ID, amount, currency, buyer reference, and your internal order ID.
- Fulfill only after verifying the payment status and amount server-side.
- Subscribe to relevant webhooks and verify their signatures before acting on them.
- Switch to live credentials and live endpoints only after sandbox testing is complete.
PayPal’s Orders API documentation covers the create-order and capture endpoints.

Security rules that prevent expensive mistakes
- Never expose the PayPal client secret in browser JavaScript.
- Never calculate the authoritative order total only in the browser. A customer could alter a client-side value.
- Use HTTPS in production.
- Give every transaction a unique internal order ID.
- Use idempotency, such as a unique request ID, to prevent duplicate captures when a customer double-clicks or a network request is retried.
- Verify the PayPal order and capture response on your server.
- Store payment identifiers and event records securely.
- Verify webhook signatures before changing an order to paid, refunded, disputed, or canceled.
- Make webhook processing idempotent. The same event should not trigger two shipments, two refunds, or two account credits.
- Return a 2xx response promptly after safely accepting a webhook. PayPal says failed webhook deliveries may be attempted up to 25 times over three days.
PayPal’s webhook integration documentation explains HTTPS requirements, delivery responses, and signature verification through cryptographic verification or PayPal’s verification endpoint.
Hosted checkout versus advanced card fields
Hosted PayPal Checkout is generally easier to deploy and keeps more of the payment experience and risk management with PayPal. Advanced card fields can provide a more integrated branded experience and may enable additional payment methods, but they bring greater technical, underwriting, compliance, and risk-management responsibilities. Do not recommend advanced card fields to a beginner simply because the fields appear more native to the website.
Step 7: Configure products, shipping, taxes, and fulfillment
Product information
Each product should have:
- A clear name and accurate description.
- Price and currency.
- High-quality images.
- An SKU or internal identifier.
- A product type: physical, digital, service, booking, subscription, or deposit.
- Variants such as size, color, edition, or license tier.
- Weight and dimensions when shipping.
- Available quantity.
- Processing time and delivery method.
- Return eligibility and warranty or guarantee terms when applicable.
Avoid vague or exaggerated descriptions. PayPal Seller Protection does not generally protect a merchant from a Significantly Not as Described claim.
Shipping and tracking
Define your shipping regions, delivery services, flat-rate or free-shipping rules, weight-based or real-time rates, handling time, tracking method, international restrictions, address-change rules, and responsibility for return shipping.
If you want to preserve the possibility of Seller Protection for an eligible physical-goods transaction, ship to the address shown in PayPal’s transaction details and retain valid proof of shipment or delivery. Do not casually redirect a package to an address supplied by email or message; that can jeopardize protection. Review PayPal’s Seller Protection requirements.

Digital goods and services
For downloads, memberships, licenses, courses, and services, keep evidence such as:
- Delivery or access timestamp.
- Recipient email address.
- Download or login record.
- IP or account record where appropriate and lawful.
- Service-completion record.
- Appointment or customer-acceptance record.
- License or account-activation record.
PayPal describes compelling evidence for intangible goods as a system record showing when the item was sent and either the recipient address or that the recipient accessed or received it. Seller Protection remains eligibility-based, so retaining evidence is not the same as guaranteeing a successful dispute outcome.
Taxes
Separate four different issues:
- Checkout tax settings: The tax amount configured in your store or Payment Link.
- Sales-tax collection: Whether your business has an obligation in a particular state or locality, including possible economic nexus and marketplace-facilitator rules.
- Income-tax reporting: Whether business revenue and expenses must be reported on your tax return.
- PayPal information reporting: Whether PayPal sends a Form 1099-K and what amount it reports.
The IRS currently states that third-party settlement organizations generally report payments for goods or services when they exceed $20,000 and 200 transactions, while payment-card transactions can be reported without that threshold. State rules and other reporting rules can differ. The threshold does not determine whether income tax or sales tax is owed. Business income must be reported whether or not you receive a Form 1099-K. Do not test only whether a PayPal button appears. Test the entire path from product selection through payment, order creation, fulfillment, refund, and customer communication. Use sandbox buyer and merchant accounts for a custom integration. WooCommerce also documents sandbox mode before switching back to live mode.
Minimum test matrix
- Successful PayPal wallet payment.
- Guest card payment, if enabled.
- Venmo, where available. PayPal payment methods vary by country, platform, buyer device, and account; Venmo availability is primarily a U.S. consideration.
- Pay Later display and eligibility behavior.
- A one-item order.
- A multiple-item cart.
- Product-variant selection.
- Quantity changes.
- Shipping charges.
- Tax calculation.
- Discount or coupon application.
- Digital-product delivery.
- Physical order and tracking workflow.
- Customer cancellation before approval.
- Payment decline or insufficient funds.
- Insufficient inventory.
- Duplicate-click protection.
- Full refund.
- Partial refund.
- Webhook delivery and signature verification.
- Mobile checkout.
- Desktop checkout.
- Different browsers.
- Currency and international-address behavior, if relevant.
- Confirmation email and order status.
- Merchant balance and transaction record.
- Customer redirect after payment.
- Links to customer support and return policies.
Confirm that a canceled or failed payment does not create a paid order, that a successful capture creates exactly one paid order, that a refund updates the order correctly, and that fulfillment does not begin merely because a customer reached a return page.
Step 9: Launch and operate safely
Complete this go-live checklist
- PayPal Business account fully verified.
- Bank account confirmed.
- Taxpayer information submitted.
- Store domain connected and HTTPS enabled.
- Product prices, variants, and inventory checked.
- Shipping and tax rules checked.
- Refund, privacy, and terms pages published.
- Test orders removed or clearly marked as tests.
- Live PayPal credentials installed.
- Sandbox credentials removed from production.
- Webhooks subscribed to the live application.
- Webhook signatures verified.
- Fulfillment triggered only after confirmed capture or the correctly configured payment state.
- Tracking uploaded for physical shipments.
- Customer-service email monitored.
- A backup payment method or gateway considered.
- Cash reserved to fulfill orders if payments are held.
Plan for payment holds
A technically successful integration does not guarantee immediate access to every dollar. PayPal says new sellers, or sellers returning after inactivity, may have initial payments held for up to 21 days. Access can improve as the seller confirms identity, builds positive selling history, and provides shipment or fulfillment information. See PayPal’s guidance on new-seller payment holds.
Do not spend held funds before they are available. Keep enough working capital to buy inventory, pay shipping, and issue legitimate refunds. Upload tracking promptly, answer PayPal requests quickly, avoid an unexplained sudden sales spike, and keep your business description, website, products, and account information consistent.

PayPal Seller Protection generally concerns eligible Item Not Received and unauthorized-payment claims. It does not automatically cover:
- Significantly Not as Described claims.
- Every card chargeback.
- Prohibited or restricted products.
- Personal payments.
- Certain high-risk categories.
- Physical goods delivered in person, except specified QR-code circumstances.
- Items shipped after PayPal instructs you not to release them.
- Payments for excluded goods or services.
Eligibility can depend on the transaction page, payment type, product, address, shipment evidence, and every requirement in the applicable policy. Review the full PayPal Seller Protection policy rather than treating the PayPal logo as a guarantee against losses.
Privacy and PCI responsibilities
Your privacy policy should explain that PayPal processes customer and transaction information. PayPal’s Data Protection Addendum says merchants should make commercially reasonable efforts to notify customers that PayPal acts as an independent controller for certain customer-data processing and should include a link to PayPal’s privacy statement.
PayPal’s PCI compliance does not eliminate every merchant obligation. A hosted PayPal checkout can reduce your exposure to card data, but you still need to secure your website, administrator accounts, plugins, scripts, devices, and customer information. The applicable PCI DSS scope depends on how checkout is implemented. PCI Security Standards Council guidance says the simplest SAQ A treatment has conditions, including that all payment-page elements originate directly from a PCI-compliant service provider; embedded payment pages have specific requirements. Review the PCI SSC SAQ A FAQ and confirm your validation requirements with your acquirer or payment provider.

Choose a custom integration only if those platform tools cannot support your payment flow and you have secure server-side development capability.
For most beginners and small businesses, the sensible progression is to start with Payment Links or Buttons when the catalog is tiny, then move to a full ecommerce platform when manual inventory and order management begin creating errors. Whatever route you choose, verify the account, test real customer scenarios, preserve fulfillment evidence, and budget for both PayPal fees and the rest of the store’s operating costs.
Frequently Asked Questions
Can I sell with a personal PayPal account?
Some third-party ecommerce integrations may accept a Personal account or convert it during onboarding, but a PayPal Business account is the safer default for commercial sales and is recommended for direct Payment Links, Payment Buttons, and PayPal Checkout. Do not use Friends and Family payments for sales.
Can I use PayPal without a website?
Yes. PayPal Payment Links create hosted checkout pages that you can share through social media, email, text, messaging apps, or QR codes. You still need a process for inventory, fulfillment, refunds, customer support, tax records, and digital delivery.

Why is my PayPal money being held?
PayPal says new sellers or sellers returning after inactivity may have initial payments held for up to 21 days. Complete verification, provide shipment or fulfillment information promptly, respond to requests, and keep enough working capital to fulfill orders while funds are unavailable.
Does PayPal Seller Protection cover every dispute?
No. Seller Protection is limited to eligible transactions and claims and requires compliance with rules such as shipping to the address in the transaction details and retaining evidence. It generally does not cover every chargeback, Significantly Not as Described claims, prohibited goods, personal payments, or many excluded categories.
Is PayPal the same as an online store platform?
