If you cannot pay your federal tax bill in full, you can ask the IRS for time to pay through a short-term payment plan or a monthly installment agreement. For eligible individuals, the IRS Online Payment Agreement application is usually the simplest place to start: it can give an immediate determination on the proposed plan and has lower long-term setup fees than applying by phone, mail, or in person. Interest and applicable late-payment penalties continue until the balance is paid, so an approved plan does not erase the debt or stop those charges.
This guide covers individual taxpayers using IRS guidance current as of October 2026. Eligibility and terms depend on your account; an application threshold is not a promise of approval or of a particular monthly payment.

Choose the right kind of payment plan first
Before applying for monthly installments, check whether you can pay the full balance within 180 days. The IRS offers individuals a short-term payment plan for that period with no setup fee. If you need longer, a long-term plan spreads payments over time. Both options leave interest and applicable penalties accruing until the IRS receives full payment.

This is worth checking if you can clear the balance within six months without missing essential expenses or falling behind on new taxes. The IRS says an individual may apply online for a short-term plan when the combined balance is less than $100,000. The plan has no setup fee, but the balance continues to incur interest and applicable penalties. The IRS describes the online limit and terms on its payment-plan page and in Tax Topic No. 202.

Long-term plan: monthly installments
If you need more than 180 days, request a long-term payment plan, also called an installment agreement. For an individual to qualify to apply online, the combined tax, penalties, and interest must be $50,000 or less, and all required returns must be filed. That threshold determines whether the online application route is available; it does not guarantee that the IRS will accept the proposed payment amount. Interest and applicable late-payment penalties continue while anything remains unpaid.
Paying as much as you can as soon as you can generally limits additional charges. If you are comparing an IRS plan with a bank loan or available credit, compare actual interest rates, fees, repayment terms, and any credit consequences rather than assuming one option is always cheaper. The IRS also discusses alternatives in the Form 9465 instructions.
Check eligibility and get your account information ready
Confirm your balance, filing status, and any deadlines before making a request. The plan application uses your IRS account information, and unpaid or unfiled returns can affect whether the IRS will consider a plan.
Confirm your balance and filed returns
- Check your balance in IRS Online Account, if available. A recent payment may take one to three weeks to appear; a payment not made electronically may take up to three weeks.
- Make sure every required federal tax return has been filed. The IRS says current filing and payment requirements must be met before it considers a plan request.
- If you have not yet received a bill, the IRS says you may request a pre-assessed plan using the balance you expect to owe from your return.
- If you have received an IRS notice, read it and use the contact number printed on it when the notice directs you to call. A notice can contain account-specific instructions or a deadline.
Individuals in an open bankruptcy proceeding generally are not eligible for an installment agreement. The IRS says most individual taxpayers may qualify for a Simple Payment Plan when assessed tax, penalties, and interest total $50,000 or less and the proposed payments will pay the liability in full by the Collection Statute Expiration Date, generally 10 years from assessment. A taxpayer’s account circumstances determine the available arrangement; some requests require more information.

Know which online threshold applies
| Individual plan | Online balance condition | Other key condition |
|---|---|---|
| Short-term | Less than $100,000 in combined tax, penalties, and interest | Pay the balance in full within 180 days |
| Long-term | $50,000 or less in combined tax, penalties, and interest | All required returns must be filed |
These are IRS online application conditions, not universal eligibility rules or approval guarantees. The IRS directs businesses to call rather than rely on the individual online thresholds. Sole proprietors and independent contractors apply as individuals. See the IRS’s current payment-plan guidance for the route that fits your account.
Apply online for monthly installments
For eligible individuals, the IRS Online Payment Agreement (OPA) application is a practical first route. It can provide an immediate determination on the proposed plan, subject to the information and requirements in the IRS system. Before starting, have your current balance and bank details ready if you intend to authorize direct debit.
- Open the IRS Online Payment Agreement application. Start from the IRS Payment plans; installment agreements page and follow its link to the online application. Use the IRS site rather than a third-party form or payment page.
- Choose the plan type. If you can pay in full within 180 days, compare the short-term option before selecting monthly payments. If you need longer, continue with the long-term plan request.
- Propose a sustainable monthly amount. Choose an amount you can pay while keeping housing, food, utilities, and other essential obligations current. The IRS may require a collection information statement if the proposed amount does not meet plan requirements or you cannot pay the minimum shown by the application.
- Select a payment day from the 1st through the 28th. IRS Topic No. 202 says to specify the amount you can pay and the day of the month. The payment must be received on the selected due date, so allow for processing time if you are not using automatic debit.
- Select a payment method and review the fee. Direct debit requires your bank routing number and checking account number, plus authorization for withdrawals. Other methods include electronic payments, check, money order, and card. Card processors may charge their own fees.
- Submit the request and read the result carefully. The online application provides a determination on the proposed plan. Save or note the accepted terms, payment date, payment method, and any next steps shown. If the application requests additional information or does not offer an affordable plan, follow its instructions rather than assuming your request is approved.
Choosing a payment that looks affordable on paper is not enough if it leaves you unable to pay current taxes. The IRS expects taxpayers on a plan to remain current with future filing and payment obligations.

The IRS payment-plan fee table was updated March 3, 2026. The long-term setup fee depends on how you apply and whether you authorize direct debit.

| Long-term plan payment method | Apply online | Apply by phone, mail, or in person |
|---|---|---|
| Direct debit from checking (DDIA) | $22 | $107 |
| Other listed payment methods | $69 | $178 |
These are setup fees, not the cost of interest and penalties. Those charges continue until full payment, and a card processor may charge an additional fee. The IRS lists current fees and terms on its payment-plan page.
Low-income fee relief
The IRS defines qualifying low-income individuals for this fee relief as those with adjusted gross income at or below 250% of applicable federal poverty guidelines. The setup fee is waived when a qualifying taxpayer uses direct debit. If the taxpayer cannot make electronic debit payments, the IRS lists a reduced $43 fee for qualifying non-direct-debit cases; reimbursement may be available after completing the agreement if conditions are met. If the IRS did not identify you as low-income, the IRS recommends submitting Form 13844 within 30 days of the acceptance letter. Confirm the current eligibility and fee treatment in the IRS’s live guidance before relying on a waiver or reimbursement.
If the online application is not available or does not fit
You can request an agreement by phone or by mailing Form 9465, Installment Agreement Request. The IRS says mailed Form 9465 responses typically take 30 days and may take longer during filing season. The current form and its instructions are linked from the IRS About Form 9465 page; check the current revision before completing or mailing it.
Call the IRS
Individuals can call 800-829-1040, or use the number on the IRS notice if one applies. If you are a business taxpayer, follow the notice or use the IRS business contact route rather than assuming the individual online application thresholds apply. Have the notice, account details, and a realistic proposed payment amount available when you call.

Mail Form 9465
Use the current Form 9465 and instructions and follow the mailing directions for your circumstances. The form is an alternative for requesting an installment agreement; it does not itself make the debt smaller or stop charges while the request is pending. Processing can take longer than an online request, particularly during filing season.
When you cannot afford the minimum
If the application says your proposed payment is too low, or you cannot manage the minimum it shows, the IRS may ask for a collection information statement such as Form 433-H or Form 433-F, depending on your situation. The IRS may need details about income, expenses, assets, and debts to review what you can pay. A reduced payment or partial-payment arrangement is not automatic: approval depends on account review and financial information.
The Form 9465 instructions discuss partial payment plans, which may require a financial statement and can be reviewed later. Check the current Form 9465 instructions for details that apply to the form revision you use.
After approval: make payments and keep future taxes current
Once the IRS accepts a plan, pay each installment on the agreed date and continue filing required returns. You also need to pay future taxes in full when due. If you are an employee, review withholding; if you make estimated payments, adjust them as needed so the next tax bill does not create a new unpaid balance.

A tax refund may be applied to your existing balance even while installments remain due. That offset does not replace the required installment payment, so keep following the schedule unless the IRS tells you the plan has changed.
Manage eligible changes in Online Account
Online Account can be used for some plan changes, including changing a monthly payment amount or due date, converting an existing agreement to direct debit, updating bank details on a direct-debit agreement, and requesting reinstatement after default. The IRS may charge a fee to revise or reinstate a plan, and not every change is available online. Use the IRS plan management page to check the current options.
If you miss a payment or receive an urgent notice
Do not ignore a missed installment, default notice, or urgent balance-due notice. Follow the instructions on the notice and contact the IRS promptly, using the notice number where applicable. If you need a payment change or cannot afford the current amount, explain the situation and provide any financial information the IRS requests. The IRS may require a new collection review before agreeing to revised terms.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Special case: guaranteed installment agreements
The IRS instructions describe a guaranteed installment agreement with narrower criteria than the general online thresholds. In broad terms, the tax owed must be $10,000 or less; the taxpayer must have timely filed and paid during the prior five years and not entered into an income-tax installment agreement in that period; the taxpayer must agree to pay in full within three years and stay compliant; and the taxpayer must be financially unable to pay in full when due. These are criteria from the Form 9465 instructions, not a determination that any particular taxpayer qualifies. Review the current form instructions because requirements can change.
Common mistakes that can make the plan harder
- Choosing installments when 180 days would work. A short-term plan has no setup fee; compare it first if you can realistically pay the full balance by its deadline.
- Proposing a payment you cannot sustain. A missed payment can put the agreement at risk, while an amount that is too low may lead to a financial-information request instead of an immediate acceptance.
- Forgetting new taxes. An agreement covers an existing balance; it does not pay future income tax. Adjust withholding or estimated payments so new obligations do not accumulate.
- Assuming interest and penalties stop after approval. They continue until the balance is fully paid, which is why paying extra when possible can reduce the time the balance remains outstanding.
- Using old fee figures. Setup fees can change. Use the current IRS payment-plan page rather than historical fee tables in older form instructions.
- Relying on a recent payment that has not posted. Payments can take up to three weeks to appear in the account. Check the balance and allow for processing time when planning a request.
Bottom line
Start by checking whether you can pay in full within 180 days; if not, eligible individuals can request monthly installments through the IRS Online Payment Agreement application, while phone and Form 9465 routes remain available. Choose an amount and date you can maintain, account for the applicable setup fee, and keep current with future taxes. An agreement gives you a way to pay over time, but interest and applicable penalties continue until the balance is paid.
