Then adapt the offer, verify product- and country-specific rules, price for the full cost of delivery, and set up payments, shipping, and after-sales service before accepting orders. The six steps below are a planning framework, not a mandatory sequence; the U.S. International Trade Administration (ITA) organizes exporter work into Prepare, Begin, and Execute phases. Its guidance is aimed at U.S. exporters, so businesses elsewhere should also consult their own export authorities.
1. Check whether your business is ready to export
International sales add decisions that domestic orders may not involve: different product rules, taxes, customs procedures, delivery times, payment risks, and customer expectations. Start by deciding who will own those tasks and whether your business can meet demand without disrupting existing operations.
- Identify the product or service you plan to sell and the capacity you can reliably supply.
- Set a realistic budget for market research, adaptation, compliance advice, shipping, and customer support.
- Decide who will handle international inquiries, documents, payment issues, delayed orders, and returns.
- Write down what a successful initial launch would mean, such as validated demand or sustainable per-order margins.
The ITA describes export work in three phases: Prepare, Begin, and Execute. Preparation includes readiness, planning, local assistance, and financing; beginning includes market research, contracts, product standards, and U.S. regulations; execution includes finding buyers and partners, getting paid, meeting foreign import rules, preparing documents, and shipping. Its export roadmap can help organize the work.
2. Compare markets before choosing one
Do not choose a country simply because it is nearby or has a large population. Assess whether customers are likely to want the offer, whether it can remain competitive after delivery costs and duties, and whether you can reach and support those customers.

The ITA says that for most small businesses, exploring 3–5 foreign markets initially can be enough. This is a planning rule of thumb, not a required number or a promise of success. Use it to keep early research manageable, then compare candidates on factors such as:
- Demand and customer fit: Is there evidence of a need for the product, and who is likely to buy it?
- Competition: What alternatives do customers already have, and can your offer stand out at a viable price?
- Rules and barriers: What standards, licenses, labeling rules, tariffs, or other import requirements may apply?
- Adaptation effort: Would the product, packaging, website, or marketing need significant changes?
- Delivery economics: What are the likely freight, duty, tax, and return costs, and how do they affect the delivered price?
- Route to customers: Are suitable ecommerce channels, distributors, representatives, or other partners available?
- Support capacity: Can you communicate with customers and handle service needs in the market?
Research should test these questions rather than assume that domestic demand translates to foreign demand. The ITA’s market-research guidance and market-selection guidance explain how to assess demand, competition, barriers, and distribution access. Shipping costs, tariffs, and regulations can vary between markets and change over time, so confirm them for the markets you are considering.
3. Adapt the product and validate local fit
Once a market looks promising, check whether the product and buying experience suit local customers and meet local requirements. A product that needs no physical redesign may still need changes to its packaging, instructions, labels, or online presentation.

- Check whether product specifications, materials, safety features, or certifications need to change.
- Review packaging and labels for required language, measurements, warnings, and other market-specific information.
- Plan translations for product pages, instructions, checkout, marketing, and customer service where appropriate.
- Consider local currency, payment options, delivery estimates, and return information in the purchasing experience.
- Test the adapted offer with prospective buyers or local partners before committing to a broad launch.
Validate both customer expectations and legal requirements in each intended market. Do not assume that one translation or a single global checkout setup is sufficient. The ITA’s export-plan guidance recommends identifying the offering, researching target countries, setting pricing, and defining how to find buyers.
4. Verify compliance and tax obligations for each product and market
There is no reliable one-size-fits-all checklist for compliance: requirements depend on the product, its origin, the destination, and how it is sold. Before launch, determine what rules apply to the exact product-market combination.
- Classify the product for export and import purposes, as required for the relevant procedures.
- Check whether export controls, restricted-party rules, or an export license apply.
- Confirm destination-country import rules, product standards, testing, and certificates.
- Verify labeling, packaging, and language requirements.
- Determine applicable taxes, duties, customs procedures, and documentation responsibilities.
- Clarify who will act as exporter, importer, or responsible party in the transaction.
The ITA’s general exporter resources explain the issues but cannot establish the obligations for an unnamed product or country. Use current official guidance for the destination and consult qualified specialists when needed. Depending on the goods and operating model, useful advisers may include customs brokers, logistics providers, attorneys, accountants, and banks. 5. Set a price that covers the delivered order and its risks
A domestic price may not work internationally once the cost of getting an order to a customer is included. Build the price from the full expected cost and the margin your business needs, rather than applying an unsupported fixed percentage to the home-market price.
For each market and fulfillment route, estimate:
- Product cost and any market-specific adaptation or packaging cost.
- Freight, insurance, and other shipping charges.
- Customs duties and taxes that affect the buyer’s delivered price or your own costs.
- Marketplace, distributor, payment-processing, or other partner fees and margins.
- Costs associated with returns, disputes, delays, or failed delivery.
- Currency conversion costs and the effect of exchange-rate changes on revenue and expenses.
Then compare the resulting delivered price with local alternatives and the price customers are likely to accept. Make clear which party pays duties and taxes and what the buyer should expect at checkout or delivery. The ITA’s export planning guidance includes pricing as part of the plan; its export roadmap also treats getting paid as an execution task.
Choose payment terms with nonpayment and currency exposure in mind
Decide which payment methods and terms fit the buyer, channel, and order size. Compare transaction costs, settlement timing, dispute processes, buyer expectations, and the risk that payment is delayed or not received. If you accept or pay in another currency, determine how exchange-rate movements and conversion fees affect the margin you calculated. A bank or other qualified financial adviser can help assess payment arrangements for your situation.

6. Choose a sales channel, fulfillment model, and service plan
Your route to customers affects control, cost, customer relationships, and the work your business must do. Compare the alternatives against the market you selected instead of assuming one channel or shipping model suits every country.

Ecommerce builders and marketplaces are possible channels, but their features and availability vary. Confirm current platform coverage and local legal requirements before relying on a specific feature. Plan how orders will be delivered and returned
Decide whether to ship each order from your home market, use a third-party fulfillment provider, or work with a local partner. Compare total cost, expected delivery, customs handling, returns, and how much operational control you retain. For each route, assign responsibility for shipping documents, customs-related tasks, communicating delays, and resolving delivery problems. Logistics providers and customs brokers may be useful depending on the goods, origin, destination, and operating model.

Make customer support part of the launch
Set expectations for delivery times, duties and taxes, returns, and how customers can contact you. Determine whether you can respond in the market’s language and time zone, and who will handle complaints, payment disputes, and after-sales service. A channel or partner can extend market access, but responsibilities should be explicit rather than assumed.
Review results and adjust market by market
After launch, compare actual demand, delivered costs, delivery performance, support workload, payment outcomes, and returns with the assumptions in your export plan. Use what you learn to revise pricing, operations, product adaptations, or the markets you pursue. The ITA roadmap treats exporting as an ongoing process of preparation, market entry, and execution—not a single setup decision.
