To start an import-export business in Dubai, first identify the goods and trade routes you plan to use, then select a suitable licensing authority and business form. After obtaining the appropriate trade license, register with Dubai Customs for a customs code, prepare the documents for each shipment, and check product-specific approvals and VAT obligations before trading.
1. Define what you will trade and where it will move
Start with the actual products, not a broad promise to “trade anything.” Product type and intended trade flows affect the activities you need on your license, the customs declaration, and whether another authority must approve the goods. UAE mainland guidance says the selected activity determines the license type and informs the choice of legal form. More than one activity may be included, but the legal form must suit the activities. - List each product category you expect to buy, sell, import, export, or re-export.
- Map the likely routes: for example, goods entering Dubai from abroad, moving between a free zone and mainland UAE, or leaving the UAE for another market.
- Identify likely customers and where sales will take place, since location and supply-chain details can affect licensing and tax treatment.
- Before committing to inventory, verify the product’s HS code, restrictions, duty treatment, required permits, and applicable standards with current customs tools and the relevant regulators.

2. Choose a jurisdiction and legal form
Decide whether the business should be licensed on the Dubai mainland or through a free-zone authority. These are different licensing routes with distinct operating contexts; a mainland setup checklist does not establish the terms offered by every free zone. Confirm with the authority for your proposed setup that the license covers the activity, goods, customer arrangements, and locations you intend to use.

Do not assume that a free-zone license automatically permits unrestricted mainland sales, or that locating in a free zone makes the business tax-free. The appropriate arrangement depends on the chosen zone, activity, goods movement, and customer. Check the actual licensing and distribution rules before selecting a jurisdiction.
3. Obtain the trade license
The UAE government’s mainland process provides a useful sequence for a Dubai mainland application. Procedures and document requirements should be confirmed with the relevant Dubai licensing authority for the specific activity and legal form. UAE mainland business setup guidance
- Select the business activity that matches the goods and trade services you will provide.
- Choose the legal form that fits the activity and ownership structure.
- Apply for the trade license through the competent licensing authority.
- Register a trade name that meets the applicable naming rules.
- Obtain initial approval. This allows you to proceed with setup; it is not permission to begin operating.
- Complete the required legal documents, such as a memorandum of association or local service-agent agreement where applicable to the legal form.
- Arrange compliant premises. A mainland business needs a physical address, and the premises must meet relevant emirate and local planning requirements.
- Obtain additional approvals if the activity or goods require them.
- Submit the required documents and pay the applicable licensing fees.
The licensing authority can confirm the current requirements for your chosen legal form and activity. The cited mainland guidance does not establish a universal startup cost, formation timeline, visa entitlement, or free-zone comparison.

4. Register with Dubai Customs and obtain a customs code
Once you have the trade license, register your business with Dubai Customs. Customs says registration enables a company to transact officially with Customs and results in a customs code. The current service page lists these documents: Dubai Customs business registration

- Copy of the trade license
- Passport copy of the authorized person
- Emirates ID copy of the authorized person
The service page lists a charge of AED 100, plus AED 20 in knowledge and innovation fees where service charges are AED 50 or more, and a listed completion time of one working day. These are service-page figures, not a guarantee of processing time; confirm the current documents and fees before applying.
5. Prepare the right declaration and shipment documents
Use the declaration type that matches the movement. Dubai Customs supports import, export, transit, transfer, and temporary-admission declarations. The Customs declaration service lists an invoice, packing list, certificate of origin, and permit from restriction entities among the required documents. The exact documents and procedure depend on the goods, route, and declaration type. Dubai Customs declarations

The Customs page also lists two working hours for service completion and an additional AED 20 fee where service charges are AED 50 or more. These are advertised Customs service details, not total shipment costs or guaranteed end-to-end cargo clearance. Freight, duties, VAT, broker charges, warehousing, and licensing costs are separate. 6. Check product approvals, classification, and duty before shipping
Before ordering or dispatching stock, confirm the product’s classification and rules for its intended route. A product’s HS code is important for identifying the customs treatment and checking restrictions, but a code alone does not replace permits or product-standard checks. Consult current Dubai Customs tools and the authority responsible for the product category. The official guide notes that regulated goods may need approval from relevant authorities; it does not provide a complete permit list for every product.

Do not budget on the assumption that every import pays the same duty or that one declaration fits all movements. Verify the treatment for the commodity, origin, destination, and customs regime before goods are purchased or shipped.

For a UAE-resident business, the Federal Tax Authority (FTA) says mandatory VAT registration applies when taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to exceed that threshold in the coming 30 days. This is a rolling test, not simply an annual accounting-year test. FTA VAT registration
Voluntary registration may be available when taxable supplies and imports, or taxable expenses under the FTA’s criteria, exceed AED 187,500. A non-resident business making taxable supplies in the UAE may have to register without the resident threshold if no other person is responsible for accounting for the tax. Review the FTA criteria against your own transactions rather than relying on turnover alone.

The UAE VAT rate is 5% for taxable supplies. Exports may qualify for zero-rating if the legal conditions are met; zero-rating is not the same as a blanket exemption and does not by itself remove filing obligations. FTA VAT topics: zero-rated tax
8. Treat free-zone VAT based on the actual goods movement
“Designated zone” is a specific VAT concept, not a general label meaning that a business is free of tax. The FTA says VAT registration treatment depends on the business’s activities and supplies. Movement of goods from a designated zone into mainland UAE is treated as an import for VAT purposes. The zone, goods, customer, and place of supply all matter, so confirm the treatment of the planned supply chain using FTA guidance or a qualified adviser. FTA VAT topics: designated zones
9. Decide whether to use a customs broker
A customs broker is an option, not a stated requirement for every trader. Dubai Customs allows a broker with a Customs business code and authorization in its system to process a declaration for a client. Dubai Customs guides
If you use one, compare the broker’s experience with your commodity and routes, the scope of services, service terms, and itemized charges. Clarify who will check permits, prepare declarations, handle document corrections, and communicate with Customs.
