To set up a pop-up shop for your online store, choose a measurable goal, set a budget and operating window, secure a venue that suits your customers and operations, check local requirements, then prepare inventory, payments, staffing, promotion, and follow-up. Costs, permits, taxes, and insurance depend on the event’s location, products, venue, and duration—so verify them before signing a rental agreement.
1. Decide what the pop-up should accomplish
A temporary shop can help you sell inventory, find new customers, introduce a product, gather feedback, or build brand awareness. Pick the primary goal before choosing a format or venue; it determines what success looks like.
For sales, track revenue and average transaction value. For customer acquisition, count new customers and email or SMS sign-ups. For product learning, record feedback and recurring questions. Square recommends also reviewing social engagement, customer reviews, and changes in online-store traffic after the event (Square’s pop-up shop guide). Set a baseline where practical, and compare results with the goal and the event’s total cost.
2. Set a budget and operating window
Decide how long the shop will run and what you can afford before committing to a space. Build a working budget that accounts for:

- Display materials, signage, lighting, and setup
- Transport, storage, and inventory handling
- Payment equipment and transaction processing
- Staffing, promotion, and insurance
- Applicable licensing, permits, or taxes

There is no reliable universal startup-cost figure for a pop-up: the total depends on location, duration, venue terms, buildout, staffing, and the products you sell. Estimate your own costs from written quotes and include a contingency for unexpected expenses. Revenue alone does not show whether the event was profitable or whether customer acquisition justified the spend.
3. Choose a venue that fits customers and operations
Compare possible storefronts, markets, events, and shared retail spaces against both audience fit and practical requirements. A busy location is not automatically a good fit if its customers are unlikely to buy your products or the operating terms make the event difficult to run.
- Audience and traffic: Are your target customers likely to visit, and does the expected foot traffic match your goal?
- Cost and terms: What are the rent, deposit, cancellation terms, permitted hours, and duration?
- Access and infrastructure: Can you transport stock in and out? Are utilities, connectivity, storage, and security adequate?
- Setup and customer experience: What are the setup and breakdown hours? Is the space accessible, and can customers browse and check out easily?
- Event fit: Does the date conflict with other local events, or complement them?
Ask the host for its operating rules and requirements in writing, including what it expects for insurance, signage, setup, and cleanup. Confirm the exact space and dates before spending on displays or promotion.

4. Check local rules before you commit
Do not assume a single permit checklist applies to every pop-up. Requirements can vary by city, county, and state, as well as by product, venue, and how long the event runs. The U.S. Small Business Administration notes that business location affects taxes, zoning, and regulations; local zoning is typically controlled by local authorities. Its guidance directs businesses to the city planning department or equivalent for zoning questions (SBA: Launch your business).
For the specific event location, ask the relevant authorities whether your activity requires any of the following. These are issues to investigate, not a universal list of requirements:
- Business licensing or temporary-use approval
- Sales-tax registration, collection, or filing
- Zoning approval or restrictions on temporary retail
- Signage approval
- Product-specific health or safety permits
Check with the relevant state or local tax authority about tax registration, collection, and filing for your circumstances. A qualified tax professional can help interpret your obligations. The IRS’s Publication 334 (2025), Tax Guide for Small Business, includes sales or solicitation of consumer products at a nonpermanent retail establishment in its small-business tax discussion; it does not, by itself, determine a particular seller’s tax treatment.

Ask about insurance in context
Review the venue contract and ask what insurance it requires for your event and products. SBA guidance describes general liability as common business coverage and recommends assessing risks, comparing policy terms, and consulting licensed agents (SBA: Launch your business). That is not a rule that every pop-up needs the same policy or coverage limit. Discuss the event’s specifics with the venue and a licensed insurance agent.
5. Plan the assortment, pricing, and fulfillment
Choose a focused range of products that customers can understand and browse in the space available. Decide which variants and quantities to bring, how products will be displayed, and how you will handle demand for items you do not have on hand.

- Plan how shoppers can order an out-of-stock size, color, or other variant.
- Decide how event sales, returns, and exchanges will be recorded in your online inventory and bookkeeping.
- Coordinate quantities across in-person and online channels so you do not sell the same stock twice.
- Set a returns approach that is consistent with your policies and applicable rules.
Keep the display simple enough to maintain and restock during the event. The right setup depends on your products and venue; fixtures, bags, labels, lighting, and signage are useful only when the space and merchandise call for them.

6. Choose a payment method and recordkeeping workflow
Before event day, choose a way to accept payments that works with your devices, account, venue, and online-store records. Options can range from a phone-based payment method to a card reader or a fuller point-of-sale setup. Compare them on:
- Compatibility with your phone or tablet and existing ecommerce tools
- Connectivity requirements and the venue’s available connection
- Accepted payment methods and the customer’s checkout experience
- Hardware and transaction costs, plus settlement timing
- Receipts, inventory handling, reporting, and reconciliation with online sales
Square’s retail support documentation describes tools for sales, inventory management, purchase orders, a customer directory, and reporting, along with hardware and compatible accessories (Square Support: Set up your retail business with Square). This is one possible setup, not a universal recommendation. Confirm current fees, account requirements, device compatibility, and platform integration before choosing any provider or device. Test a transaction and the receipt process before opening.

Decide who is responsible for each part of the event, including setup, selling, checkout, restocking, customer questions, and closing. If you are working alone, arrange the display and checkout so one person can manage them without leaving merchandise unattended.

Make the entrance and checkout easy to identify, keep prices visible, and leave enough room for customers to browse. Build a run-of-show that includes setup and breakdown times, breaks, and who handles a payment or inventory problem. Follow any venue rules for access, security, and closing.
8. Promote the event and follow up afterward
Make the essential details easy to find wherever you promote the pop-up: date, location, opening hours, featured assortment, and any relevant entry or event information. Share updates with existing customers and use channels your target audience already follows.
After the event, thank attendees, fulfill any orders placed for unavailable products, and handle returns according to your stated policy. Reconcile event transactions with inventory and bookkeeping, then review performance against your original goal and total costs. Square’s suggested measures include total sales, average transaction value, new customers, list growth, social engagement, customer feedback, and changes in online-store traffic (Square’s pop-up shop guide).
What do I need to start a pop-up shop?
At minimum, plan for a clear goal, a suitable venue, a curated product assortment, a way to accept payments, and a workable staffing and display plan. You also need to confirm the venue’s terms and check which local, tax, and product rules apply to the specific event. Square’s guide similarly identifies a business goal, curated products, location, permits, staff support, and reliable payments as elements of a pop-up setup; its statement is practical vendor guidance, not a legal rule.
Do I need a permit to start a pop-up shop?
It depends on the event’s location, activity, products, and venue. Ask the city or county planning or licensing office and the relevant state or local tax authority about the specific event before signing a lease or opening. The SBA says licensing and permit requirements and fees depend on business activity and location, and retail is among the activities commonly regulated locally (SBA: Launch your business).
How much does a pop-up shop cost, and how profitable is it?
No dependable universal cost or profit figure is established for pop-ups. Build your estimate from the venue quote and your own expenses, then compare actual sales and customer outcomes with total costs and your goal. Sales by themselves do not establish profit or the value of customers acquired.
