How to Request an IRS Payment Plan for Back Taxes

If you cannot pay federal taxes in full, compare the IRS short-term and monthly payment options, check individual eligibility, and apply online, by Form 9465, or by phone.

If you owe federal taxes and cannot pay the full balance by the due date, you can ask the IRS for more time. Eligible individuals can apply online for a short-term payoff plan or monthly installments; Form 9465 and phone applications are alternatives when the online route does not fit. Interest and late-payment penalties generally continue until the balance is paid, so compare the total cost and choose payments you can reliably make.

What an IRS payment plan does—and what it does not do

The IRS calls a repayment arrangement a payment plan or installment agreement. It lets an eligible taxpayer pay a federal tax balance over time instead of paying it all at once. Depending on the balance and how quickly you can pay, the available route may be a short-term plan or a long-term agreement with monthly payments.

As an Amazon Associate I earn from qualifying purchases.

An agreement is not debt forgiveness. Interest and late-payment penalties generally continue to accrue on unpaid tax until it is paid in full. The agreement may make the payments manageable, but it does not make the balance stop growing. For that reason, consider the likely payoff date and the charges that may accrue during repayment—not just the plan’s setup fee.

This guide covers individual federal tax debts. Business eligibility rules differ, so an individual’s balance limits and application instructions should not be applied to a business account.

Choose between a short-term plan and monthly installments

The main decision is whether you can pay the full balance within 180 days or need recurring monthly payments. The IRS’s payment-plan overview, updated March 3, 2026, describes the current individual thresholds and setup fees below. Fees and eligibility can change; check the live IRS payment-plan and fee information before applying.

Option When it may fit Individual online threshold Setup fee Important trade-off
Short-term payment plan You can pay the balance in full within 180 days. Less than $100,000 in combined tax, penalties, and interest. No setup fee. Unpaid tax can still accrue interest and late-payment penalties during the payoff period.
Long-term installment agreement You need monthly payments rather than a single payoff within 180 days. $50,000 or less in combined tax, penalties, and interest, and all required returns filed. For online applications, $29 with direct debit or $69 with another monthly payment method, according to the IRS overview updated March 3, 2026. Reduced fees or waivers may apply to eligible low-income taxpayers. Monthly payments can stretch repayment and increase the time interest and penalties accrue.

The thresholds are for the combined balance—tax, penalties, and interest—not just the original tax due. If the online application does not offer the plan you need, that does not by itself establish that no other route is available; use the IRS instructions for Form 9465 or contact the IRS to discuss the case.

Estimate what repayment will really cost

Before choosing a monthly amount, compare the amount you can afford with the time it would take to pay. A smaller payment may fit your budget but extend repayment, leaving the balance subject to charges for longer. A larger payment may shorten the term, but it should not be so high that ordinary expenses or new tax obligations become unmanageable.

The Form 9465 instructions advise considering alternatives such as a bank loan or available credit if they would cost less. Do not assume that borrowing is cheaper: compare actual interest rates, fees, repayment terms, and the risks of each option against the IRS balance and the payment you can sustain. Paying as much as possible by the original tax due date can limit additional charges.

When comparing a short-term plan with monthly installments, look beyond the absence of a short-term setup fee. A short-term plan is useful only if you can make the full payoff within 180 days. If that schedule would force you to miss essential expenses or fall behind on new taxes, a monthly plan may be more realistic, even though its setup fee and longer repayment period can add cost. Conversely, if you can pay sooner than the proposed monthly schedule, a shorter payoff may reduce the time charges accrue. The IRS does not promise a particular total cost in advance; it depends on your balance, timing, payment amount, and applicable charges.

Apply online through an IRS Online Account

The online route uses an IRS Online Account and the Online Payment Agreement application. For eligible individuals, it is the direct way to see which plan options are available and submit a request. The IRS says the application provides immediate notification of whether a requested plan was approved; applying is not itself a guarantee of acceptance.

  1. Sign in or create an IRS Online Account. Open the IRS Online Payment Agreement application from the account. The IRS says photo identification is needed to create an account, so have it available if you are registering.
  2. Review the balance and filing status. The online long-term threshold for an individual is $50,000 or less in combined tax, penalties, and interest, with all required returns filed. The short-term option is for an individual with a combined balance below $100,000 who can pay in full within 180 days. The application will show which options apply to your account.
  3. Choose a realistic payment plan. Decide whether you can pay the full balance within the short-term window or need monthly payments. For monthly installments, select an amount and payment date that fit your income and expenses. Do not choose a payment you can meet only in an unusually good month.
  4. Prepare bank details if you want direct debit. Have your bank routing and account numbers ready. Direct debit is one payment method for a long-term plan and has a lower online setup fee than other online monthly payment methods under the IRS fee schedule updated March 3, 2026.
  5. Submit and read the decision. The application gives immediate notice of whether the request was approved. Follow any instructions shown, and keep a record of the decision and payment terms so you can make the payments as agreed.

If the application does not show the option you expected

Check that the balance threshold, return-filing condition, and requested repayment timeframe match the plan you are seeking. An individual seeking a long-term online plan must meet the stated balance limit and have all required returns filed. If the online application still does not fit your situation, use Form 9465 for a monthly installment request, or contact the IRS using the relevant phone number or the number printed on an IRS notice. Do not treat an unavailable online option as approval or as a reason to ignore a notice.

There is a difference between not qualifying for a particular online option and having no way to request help. The online thresholds describe the options the IRS lists for eligible individuals through that application. If your balance is above the stated limit, your account does not show an option, or you need a different arrangement, use the paper or phone route to ask what applies to your situation. Do not assume that the online application’s threshold automatically determines whether another arrangement is possible.

Apply by Form 9465 or by phone

Form 9465, Installment Agreement Request, is the paper request for monthly installments. Use the current form and follow its instructions, dated July 2024 in the IRS material cited here. The instructions may require additional financial information; attach Form 433-F when the instructions say it is required. Do not assume every applicant must include Form 433-F or that the form alone resolves every case.

The IRS also lists phone applications. Individuals may call 800-829-1040; businesses may call 800-829-4933. If you received an IRS notice, you can use the telephone number on that notice. Since this guide addresses individuals, the individual number is the relevant general phone route here; the business number is included only to distinguish the IRS’s separate contact path.

Use the phone or paper route when the online application is unavailable or does not handle your circumstances. When mailing Form 9465, follow the current form instructions for where and how to submit it; do not rely on an address from an old copy. Keep a copy of what you send and any notice or response you receive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Online, paper, and phone applications are different ways to make a request, not different promises of approval. The online route can provide an immediate decision for a request submitted through the application. With paper or phone, follow the IRS’s instructions about what information to provide and what to do next. If you have a collection notice with a deadline, use the contact information and directions on that notice rather than waiting for a form or application to resolve the deadline.

Understand setup fees and ongoing charges

The short-term plan has no setup fee. For long-term plans, the IRS overview updated March 3, 2026 lists online setup fees of $29 for direct debit and $69 for other online monthly payment methods. The IRS says phone, mail, or in-person setup fees are higher than the online fees; the exact amount for those routes is not stated in the overview summarized here. Eligible low-income taxpayers may qualify for a reduced fee or waiver. Confirm the current amount and eligibility on the IRS fee information before applying.

A setup fee is only one part of the cost. Penalties and interest generally continue on the unpaid balance, so the length of the repayment period matters. The IRS’s Simple Payment Plans information, accessed October 9, 2026, says most taxpayers have up to 10 years to pay, but this is not a promise that every taxpayer will receive that term. A longer repayment period generally means more interest and penalties can accrue before payoff.

If paying by direct debit is practical, compare its setup fee with other online payment methods and your ability to maintain the payment. The lower fee is not a reason to choose a bank withdrawal if your account balance is likely to be insufficient. A reliable payment method and sustainable amount matter more than the setup fee alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an eligible low-income taxpayer, the possibility of a reduced setup fee or waiver is worth checking directly with the IRS. Do not assume that the reduction is automatic or that it applies to every payment route; confirm the current criteria and fee at the time you apply. Likewise, the listed $29 and $69 figures are online long-term setup fees described by the IRS on March 3, 2026, not a guarantee that those amounts will remain unchanged. Check the current schedule before submitting.

What to do after you submit a request

While the request is pending

Continue filing required returns and paying new taxes on time. A pending payment-plan request generally limits levy action, but exceptions apply, and the limitation is not a universal shield against collection. IRS guidance also explains that a pending request can affect the collection statute timeline. These effects depend on the case and its timing; do not assume the request pauses every collection action or that no deadline can change.

If a notice gives a response date or directs you to call, follow those instructions promptly. This is particularly important if a levy, default, or other urgent collection issue is involved. Contact the IRS using the notice’s directions rather than waiting for an online application to settle an urgent matter.

Once a plan is in place

Make each payment by the agreed date and keep meeting filing and payment obligations for future taxes. If your income or expenses change and you cannot maintain the arrangement, contact the IRS to ask about changing it instead of simply missing a payment. Missing payments or failing to meet ongoing tax obligations can put an agreement at risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read IRS notices carefully and retain payment confirmations and correspondence. If the IRS proposes termination, rejects a request, or sends a notice of default, use the notice’s instructions and act within any stated timeframe. Pending requests, rejections, proposed terminations, and appeals can affect the collection period, but the result depends on case details.

Do not regard a pending request as a reason to stop responding to the IRS. The collection effects described for a pending request have exceptions, and the timing can matter. Keep copies of the application, notices, and payment records so you can refer to the terms and dates if you need to contact the IRS or ask for a change.

Common problems and the practical next step

  • You cannot pay within 180 days. Consider a monthly installment agreement instead. The online individual long-term threshold and filing conditions apply; if the online application does not fit, consider Form 9465 or contact the IRS.
  • Your balance is above an online threshold. The online thresholds describe eligibility for those online options, not every possible resolution of a tax debt. Use the IRS notice, Form 9465 instructions, or contact the IRS to identify the appropriate route rather than submitting an inaccurate request.
  • You have not filed all required returns. The stated individual online long-term eligibility condition includes filing all required returns. Address outstanding returns and follow IRS directions before relying on an installment request to resolve the account.
  • You cannot make the proposed payment reliably. Rework the amount and timing before submitting. A plan that is too aggressive can lead to missed payments; a more sustainable payment may take longer and accrue more charges.
  • You have an urgent collection notice. Follow the notice’s instructions and contact the IRS promptly. A pending request has limited collection effects and does not prevent every action.
  • You need to change an existing agreement. Contact the IRS to ask for a change before skipping payments. Continue to file required returns and pay new taxes on time.

Two errors are especially avoidable: treating the online thresholds as a guarantee of approval, and choosing a payment amount based on an optimistic budget. An application is a request, and the IRS determines what arrangement is available. Before applying, consider ordinary monthly expenses and the taxes you will owe going forward, not only the back-tax balance. A plan that leaves no room to meet future obligations may not be sustainable.

Information to have ready before applying

A little preparation makes it easier to choose a plan based on what you can actually pay and to complete the route you select. Gather the following before starting the online application or completing a paper request:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Your current combined federal tax, penalty, and interest balance, as shown by IRS account information or notices.
  • Confirmation that all required returns have been filed if you are seeking an online long-term plan.
  • A realistic monthly payment amount and a date that works with your income schedule.
  • Your bank routing and account numbers if you plan to use direct debit.
  • Photo identification if you need to create an IRS Online Account.
  • The current Form 9465 instructions, and Form 433-F only if those instructions require it for your request.
  • Any recent IRS notices, especially if they include deadlines, collection details, or a contact number for your account.

The IRS determines what options apply to an individual situation. If the application or notice indicates that your case needs a different route, follow the instructions for that route rather than assuming the standard online thresholds settle the matter.

Frequently asked questions

How do I set up an IRS payment plan?

For an eligible individual, sign in to or create an IRS Online Account and use the Online Payment Agreement application. Review the available plan choices, select a payment amount and date you can maintain, and submit the request. The application provides immediate notice of whether the request was approved. If the online route does not fit, an individual can request monthly installments with Form 9465 or contact the IRS by phone.

Can I pay back taxes in installments?

You can request a long-term installment agreement if you need monthly payments, but approval and available terms depend on your circumstances. The IRS lists an online long-term threshold of $50,000 or less in combined tax, penalties, and interest for individuals, with all required returns filed. If you do not fit those online conditions, use Form 9465 or contact the IRS to ask about the appropriate route.

How long do I have to pay?

A short-term payment plan is for paying the balance in full within 180 days. The IRS’s Simple Payment Plans information, accessed October 9, 2026, says most taxpayers have up to 10 years to pay through a longer-term arrangement, but this is not guaranteed for every taxpayer. A longer payoff period means interest and penalties can accrue for longer.

Does an IRS payment plan stop interest and penalties?

No. Interest and late-payment penalties generally continue on unpaid tax until it is paid in full. The agreement sets a way to pay over time; it does not erase the debt or freeze the balance. Paying as much as possible by the original due date can limit additional charges.

What if I cannot pay the full amount or the online application will not accept my request?

First compare whether you can pay in full within 180 days or need monthly installments. If the online application does not show an option that fits, check the stated balance and filing conditions, then use Form 9465 for a monthly request or contact the IRS. If you received a notice with a deadline or collection instructions, follow it promptly and use its contact number when appropriate.

Do I need Form 433-F with Form 9465?

Not in every case. Form 9465 is the paper request for monthly installments, and its current instructions determine whether additional financial information is required. Attach Form 433-F when those instructions require it; do not include it simply on the assumption that every applicant needs it.

Will a pending request prevent the IRS from taking collection action?

Not necessarily. A pending request generally limits levy action subject to exceptions, but it is not a universal shield. Pending requests and other events can also affect the collection statute timeline. Follow urgent notice instructions and contact the IRS rather than assuming collection action is impossible.

No. Interest and late-payment penalties generally continue on unpaid tax until it is paid in full. Consider repayment time and total cost, not just the setup fee.

How long can I take to pay?

A short-term plan is for full payment within 180 days. The IRS says most taxpayers have up to 10 years through Simple Payment Plans, but that term is not guaranteed for every taxpayer.

Do I need to attach Form 433-F to Form 9465?

Only when the current Form 9465 instructions require it. Form 9465 is the paper request for monthly installments; follow its instructions for any additional financial information.

Will a pending request stop IRS collection action?

A pending request generally limits levy action, subject to exceptions, and can affect the collection statute timeline. It does not prevent every collection action, so follow any urgent notice instructions.

The Bottom Line

If you cannot pay federal back taxes in full, compare a no-setup-fee short-term plan for payoff within 180 days with monthly installments. Check the IRS’s current individual thresholds and fees, choose payments you can sustain, and apply online if eligible or use Form 9465 or phone support if needed. Interest and penalties generally continue until the balance is paid, and an application does not guarantee approval or prevent every collection action.
